POLICY: At scheduled Town Board meetings, the attending public is encouraged to briefly
address the Town Board relating to agenda resolutions prior to their enactment; the public will
also be given time at the conclusion of the regularly scheduled business agenda to address the
Board on any given topic.

Special Note: At the start of the Town Board Meeting the Supervisor will invite the public to
speak on the following resolutions.
746. Grant permission for Christopher P. Lappe Jr. to attend the Suffolk County Police
Academy, Seasonal Police Officer Training.
747. Authorize modification to the General Fund Whole Town 2001 budget for appropriations
for the Conservation Advisory Committee.
748. Authorize modification to the General Fund Whole Town 2001 budget to appropriate grant
money for the Love Lane, Mattituck, sidewalk project.
749. Authorize and direct Supervisor Cochran to execute a Master Agreement for Airport
Improvement Program Grants for Elizabeth Field, Fishers Island.

Authorize and direct Supervisor Cochran to execute all necessary agreements, certifications
or reimbursement requests on behalf of the Town with NYS DOT for the implementation of
the Drainage Enhancement Project on the north side of State Route 25.
Grant permission for Det. Beth Dzenkowski to attend the NY Police Juvenile Officers
Association December 6-7, 2001 in Ithaca.
Grant permission to Senior Bay Constable Donald Dzenkowski to attend the Using
Pesticides Legally and Safely Program on December 4, 2001 in Riverhead.
Authorize modification to the Police PSC 2001 budget for equipment and repairs.
Authorize modification to the General Fund Whole Town 2001 budget for Recreation
Department insufficient lines.
Authorize and direct Supervisor Cochran to execute a release regarding a performance bond
for Elijah Lane Estates roads now dedicated to the Town.
Authorize and direct Supervisor Cochran to execute an agreement with Fundamental
Business Service for parking enforcement management.
Grant permission to Personnel Assistant Linda Scarpinella to attend the 2001 NYS Health
Insurance Program Regional Meeting on November 12, 2001 in Smithtown.
Accept the resignation of Thomas Cervelli, School Crossing Guard, Oaklawn Avenue &
Route 25.
Appoint Frank Lyburt to the School Crossing Guard post at Oaklawn Avenue & Route 25
in Southold.
Appoint Fred Dawson, Sr. to the position of School Crossing Guard at Wickham Avenue
and Pike Street, Mattituck.
Authorize and direct Supervisor Cochran to execute the 2002 Suffolk County Youth Bureau
Program Application and Budget.
Authorize and direct Supervisor Cochran to submit to the NYS DEC a formal application
for a permit to construct and operate a municipal yard waste composting facility.
Authorize Town Clerk Elizabeth Neville to advertise for bids for the materials and labor
necessary for the construction of a yard waste compost facility.

Authorize modification to the Solid Waste District 2001 budget for miscellaneous supplies
and services.
Authorize modification to the General Whole Town 2001 budget for computers.
Accept letter of credit from the Bank of Smithtown as a performance bond for the
completion of roads and other improvements in the proposed major subdivision "Laurel
Links, Ltd."
Authorize closure of Town roads for Mattituck Junior High School's Harvest walk on
November 20, 2001.
Authorize and direct Town Clerk Neville to advertise for the provisional position of Senior
Planner.
Authorize and direct Town Clerk Neville to advertise for members of the Anti-Bias Task
Force Committee.
Create the position of Senior Environmental Planner and establish salary scale.
Appoint Amy K. Martin as a member of the Tree Committee.
Authorize modification to the 2001 Police budget for uniforms and accessories.
Authorize and direct Town Clerk Neville to re-advertise for bids for removal of certain
items from the Landfill.
Accept the bid of International Salt Company, LLC for bulk salt for snow and ice control
for the Highway Department.
Accept the bid of Charles Greenblatt Inc. for furnishing uniform clothing to the Police
Department.
Accept the bid of East End Cleaners for furnishing uniform cleaning for the Police
Department.
Accept the bid of Arshamomaque Dairy Farm, Inc. to supply milk to the Human Resource
Center.
Accept the bid of Petro Heating Oil and Services for diesel fuel.

Accept the bid of Petro, Inc. for unleaded and unleaded plus gasoline.
Accept the bid of Petro, Inc. for #2 fuel oil.
Appoint Dawn Thomas as Hearing Officer in the matter of disciplinary proceedings against a
Town employee.
Suspend without pay a Town employee against whom disciplinary charges have been filed
pending the hearing and determination of charges.
Request the Suffolk County Department of Public Works to conduct a traffic study at the
corner of Cox Lane and Route 48 for the purpose of placing a traffic light at that
intersection for safe ingress and egress to the Southold Town Transfer Station.
Rescind the Resolution of the Town Board of May 1,2001 authorizing Supervisor Cochran
to present a check to Greenport Village for settlement of disputed debts.
Enact "A Local Law in Relation to installing a four-way stop sign at the intersection of
Oaklawn Avenue, Wells Avenue, and Jockey Creek Drive, Southold."
Approve the purchase of certain parcels of property from the Peconic Land Trust as
contract vendee with owners Andrew and Bernice Lettieri, SCTM #1000-23-1-3.4 and 20,
and SCTM #1000-31-5-1.2.
Authorize and direct Town Clerk Neville to advertise for the position of Environmental
Planner.
Determine that the purchase of parcels of property identified as SCTM # 1000-23-1-3.4 and
20 and SCTM #1000- 31-5-1.2 would have no significant adverse impact the environment.
Adopt the Preliminary Budget for 2002.
Adopt the Preliminary Capital Budget for 2002.
