March 31 and April 28 Meeting Minutes: The Minutes of the February 25 and March 31, and April 28 meetings received unanimous approval. epricultural Advisory Committee: Members of the Agricultural Advisory Committee attended the meeting to discuss a possible Farm Stand Ordinance. Jim Baker led a discussion of his own proposal. Capt. Flatlet' noted that parking needs will differ with various uses of farm stands, from quick stops to lengthy visits for events. There aze 32 farm stands in the Town of Southold. The five largest ones have enough space for cars to pazk off the road. The Agricultural Committee and Supervisor Russell have been working on a new Farm Stand wde for two years and it is nearly ready to be submitted for public hearing. [t is important to design an overall agricultural policy that will make financial sense if farming is to remain a key contributor to the North Fork ewnomy. There was a lengthy discussion of parking provisions for farm stands and/or winery operations for destination type crowds. Neb asked Jim to broaden his proposal to include all destination facilities. Jim will re-draft the proposal and send It back to the Commission and to the Agricultural Advisory Committee. The biggest overall concerns are safety and overflow parking at agricultural destinations including wineries. Town Carthage/Haulage Prof ce t. Depot Lane -Call for Traffic Light: Bruno Semon called Neb to let him know that Councilman Al ICrupski believes there should be a traffic light at Depot Lane and Rte. 48. There is currently a blinking light there. At present, the Commission feels that the blinking light is sufficient, and another traffic light so near the Cox Lane light would be unnecessary. Neb will send a memo to that effect. Hamlet Transportation Enhancements Program: Neb, Heather and Jamie met with RBA to discuss past projects. June 27 is the deadline for RBA to submit the grant proposal. SEEDS Update: There was no SEEDS meeting and there is no report. Current Transportation Issues - U ales: North Fork Beach Condominium Signage Request: Jamie will meet with the DPW engineers. They may need to use part of the Town Beach for a temporary staging and storage area. Signage Project: Neb will find out when the draft is ready and send it to us. Harbes Winery: No further information. East Marion Fire District Request for No U Turn: No news from DPW. Bicycle Maps: The new maps are ready. Update of Cox Neck Road & CR 48 Roundabout: There was a front page article in Suffolk Life, May 21, 2008 edition, discussing the proposed roundabout at CR. 48 and Cox Neck Lane. Town/Greenporl Village BikelHiking Trail Project: Funding is still available and Neb has sent "Amendment 2" to include this ($71,162) in the "Bay to Sound Integrated Trails Initiative" to Mazk Woods of the NYS Scenic Byways Program in Albany. Three- Way Traffic Light at Main Street and CR 48 in Greenport: On May 7, 2008 Neb sent a note to NYSDOT Engineer Frank Pearson asking for an evaluation of the feasibility of placing athree-way traffic light at this intersection, with the ultimate goal of installing a roundabout at that location, when funding permits. Five Town Rural Transit Update: There was nothing new to report. New Business: Tom Wickham mentioned that the intersection of Pequash Ave. and Rte. 25 is a difficult intersection because of limited sight distance. The owners of the corner property have trimmed some of their bushes and Jamie will look into this and report back at the next meeting. The next meeting is scheduled for 10 AM, Monday, June 23, 2008.
