approval of February 25 Meeting inure : The Minutes of the February 25 and March 31 meetings received
unanimous approval after a motion from Frank Field and a second from Ruth Oliva.
Town Orientation/Interpretive ignag~pLjecr t per; Members need to email comments on the Interpretive
Signs draft to Neb. Neb has been giving information from the Stakeholders to RBA. There will be three kiosks
and six interpretive signs throughout the town. Toni Booth, Historian and Jim Gmthwohl have also contributed
information.
Harbes Farm S nd Project Proposal: The Planning Board has met twice with the Harbes Family to discuss their
Winery Proposal. Neb has conveyed the consensus of the Commission to the Planning Department that there
should be "No Parking" on the north side of Rte. 48, and Harbes must provide the Commission with overall north
and south parking plans. They will also need to consider seasonal pedestrian cross-walks during peak times.
Hamlet Tmnsportation Enhancements Program: Neb prepared a document for the Town Board outlining issues of
transportation for the Town, with possible solutions. At the March 31 meeting of the Commission, the Hamlet
Stakeholder Implementation Panel presented a list of Stakeholders' recommendations related to issues of
transportation. The Commission identified three themes that seem common to most hamlets: Traffic Calming,
Pedestrian Safety, and Pedestrian Connectivity. Because outside funding would be necessary to meet these needs,
the Conunission suggested an NYSDOT funding source that could provide up to $2.5 million (with a Town match
of $625,000) and recommended that the Town submit a grant proposal for this program. Since the deadline for
submission is June 25, The Commission suggested that an RFP for the potential grant writer be done quickly.
Proposals were submitted by RBA ($I 1,000), L.K.McLean Associates ($10,000) and studio a/b ($30,400). After
a lengthy discussion of the three proposals, [he Commission decided to recommend RBA [o the Town Board.
There will be a special meeting of the Town Board on Wednesday April 30, 2008 at 6 PM to review this decision.

Curren[ Transportation__.Issu~pdates:
North Fork Beach Condominium Signage Request: Neb and Jamie will meet with the DPW to discuss
the drainage pipe at the same location.
Seaview Bicycle Trails Maps: The new maps will be small pocket maps. 5000 copies will be made.
Neanu[ Alley/Corwin Lane Traffic Concerns: Jamie talked to Jack Sherwood. The road is 16 ~ feet
wide (narrower than town standards). However, because of the necessarily slow speeds there, Capt. Flatley
reported that there are few accidents, and none of a serious nature. Limiting truck traffic may make things worse.
At present no further action is recommended.
Meeting with DOT, Town and Stakeholders: A meeting organized by [he Supervisor's office with Mr.
Frank Peazson and Mc Michael Ufko for the State DOT was held April 7, 2008 to discuss traffic/pedestrian
concerns at Rte. 25 and New Suffolk Road in Cutchogue. The State may do a traffic count in late July. It is
possible that a Pedestrian Countdown Timer could be insta0ed, and also a Pedestrian Control to give pedestrians
an extra 3 to 5 seconds to negotiate the crosswalk, prior to the movement of vehicles. The State will also
reconsider the installation of a slightly raised island in the median for pedestrian refuge and also for traffic
calming. Mr. AI Terp, owner of businesses on the north side of the street is in agreement. The NYSDOT will
provide a schematic drawing of the installation.
East Marion Fire District Request for No U Turn: Jamie received a letter dated March 21 from the
East Marion Fire Department requesting that the Town Board contact the NYSDOT about placing "No U Turn"
signs to prevent people from making U toms in front of the fire house. Jamie sent a letter to Frank Pearson of the
NYSDOT expressing this concern. The Commission discussed the situation briefly with no conclusions. A
response is awaited from NYSDOT.
Update of Cox Neck Road & CR 48 Roundabout: The County will probably be ready to select a
contractor at the end of the year and the project will begin then. Any money left over would go to the actual
project, not to a study of a roundabout at Westphalia. The County Legislature was adamant on this point.
Town/Greenport Village Bike/Hiking Trail Project - $71,181 available: Funding is still available and
Neb is working with the committee to include this in the project proposal.
Draft Farm Stand Ordinance -Tran~ortation Element: Discussion of this draft proposal by Jim Baker will be
postponed until the next meeting. Tom Wickham said that farm stands are also being discussed by other town
committees such as the Agricultural Advisory Committee. He felt it would be useful for them to see our draft and
have input. They will be invited to attend our next meeting at l lam.
Five Town Rural Transit U ate: There was nothing new to report. However, Neb gave Commission members a
questionnaire to help identify key transit concerns, sent by Tom Neely (EETC Chair) for the Volpe Center.
Old Business: Tom suggested that since Mr. Terp is now amenable to a pedestrian island in Cutchogue, perhaps
he would also consider a bus shelter. Neb explained that this is no longer a possibility because the Town has
formally requested three shelters and any funds left over would be applied to the more recently requested
Greenport bus shelter.
New Business: The North Fork Head Start School on Main Bayview Road in Southold has requested that "Slow
School Ahead" signs be placed east and west of the school. The Town Highway Department will do this.
lamie reported that there has been a request to change the blinking light at Rte. 25 and CR 48 in
Greenport (Shady Lady) to a regular traffic light. Jamie will write a memo to Frank Pearson to have another look
at this intersection.
The next meeting is scheduled for 10 AM, Tuesday, May 27, 2008.
