Minutes of Meeting held
Tuesday, May 13, 2008 at 7:00 p.m.

The meeting began at 7:20 p.m. with four LPC members present.

Acceptance of meeting minutes from April 29, 2008.

Committee meeting minutes from April 29, 2008, as amended.

HOLD – will try to reschedule a special Land Preservation Committee meeting when more members
are available to attend in order to discuss this project in further detail.

CPF draft legislative proposal
Proposed “Memo on original draft of bill – An Act to amend the town law, in relation to the Peconic
Bay region community preservation fund” sponsored by Thiele, Alessi and LaValle was distributed to
LPC members. Melissa Spiro brought members up-to-date on several key points of the proposed
legislation and her report on attending a meeting with East End Town Supervisors. Proposal has
significant changes and the five East End Towns have concerns re: changes.

Community Preservation Project Plan Update
LPC is reviewing and recommending purchase of Ficner property. Ficner property, because it is less
than 10 acres was not included in the Community Preservation Project Plan (CPPP). John Sepenoski
ran computer query to find all farm properties between 7-10 acres that were not already on CPPP.
Three farms were found in this manner, one being Ficner. LPC recommends amendment to Plan to
include Ficner and two other farm parcels that are on farm inventory and were left off because they
were <10 acres.
Since the original text of the Community Preservation Plan has not been updated since adoption, it
needs to be updated. A re-write of the entire plan will be needed and Melissa will work on drafting
revisions to bring the plan up-to-date in accordance with several Code changes, etc. The adoption of
a revised plan will take place after the amendment to include Ficner.

TDR Comments on DGEIS
Special Town Board Meeting to be held on Tuesday, May 27, 2008 at 7:30 p.m. – Public Hearing. On
DGEIS for Transfer of Development Rights (TDR) Program.
Sending/Receiving Areas for TDR were discussed.

Next Regular Meeting:

The next regular meeting will be held on Tuesday, May 27, 2008, at 6:30 p.m., in the Town Hall
Conference Room. Meeting will be held half an hour earlier than normally scheduled time to allow
participation in Special Town Board Meeting Public Hearing on DGEIS for TDR.
