HomeMy WebLinkAboutLP-04/15/2008LAND PRESERVATION COMMITTEE MEETING Minutes of Meeting held Tuesday, April 15, 2008 at 7:00 p.m. Members Present: John Sepenoski, Chairman (left 8:30 p.m.) Monica Harbes Ray Huntington Chris Baiz Lillian Ball Eric Keil (7:40 p.m.) Members Absent: Michelle Zaloom Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison (7:30 p.m.) Commencement: ?? The meeting began at 7:22 p.m. with five LPC members present. Adoption of Meeting Minutes: HOLD for future meeting. Applications and Inquiries: ?? CHARNEWS PROPERTY SCTM #: 1000-63-1-25 Zoned: R-80 Location: 3005 Youngs Ave, Southold CPF: Yes Total Acreage: 23.5 acres (23.27 GIS) Subdividable: Yes Reviewed appraisal [executive session]. Al Krupski recused himself from appraisal discussion due to family member living in proximity. The members entered into EXECUTIVE SESSION. Peconic Land Trust is due to purchase the property at a closing in the upcoming week and have an application before LPC to sell development rights easement to Town. PLT would like to have a reserved area of 3± acres around the residential home and two areas < 1 acre each on road frontage (Hortons Lane & Youngs Avenue) for possibly future farmstands that would not be located within the easement area. Appraisal reviewed. MOTION made by Ray Huntington, seconded by Lillian Ball, to present a purchase offer to Peconic Land Trust, Incorporated for the purchase of a development rights easement on approximately 20.4 acres as shown on aerial sketch plan presented. A Reserve Area of approximately +3 acres will be located around and behind the existing residential home and two areas < 1 acre each for possible future farmstand locations with road frontage on Youngs Avenue and Horton Lane that will not be used for residential or commercial use. The Land Preservation Committee’s offer will restrict the placement of future agricultural structures within the easement area to the area shown on the aerial sketch. The purpose of the acquisition is for farmland and scenic protection. The parcel is located with the R-80 zoning district. The offer is subject to approval by the Town Board after a Town Board Public Hearing on the project. Motion carried: 6/0 ?? John Sepenoski recused and absented himself from any discussions on this project due to family relationship. Appraisal reviewed. General discussion about the layout of the farm was discussed. Farm slopes upward heading in a northerly direction towards LI Sound. Viewshed is from northerly end of property facing southerly towards the Bay. Restrictions discussed but not concluded. HOLD for further discussion. LPC members encourage to inspect property before next LPC meeting. END OF EXECUTIVE SESSION General Land Preservation Items: ?? 2009 New York State Open Space Conservation Plan Melissa Spiro is a member of the selected Advisory Committee and will be meeting with other members at Belmont Lake State Park on Thursday. Melissa is happy to report that the majority of projects that were listed for the last State Open Space Conservation Plan were completed or in the works (Pipes Creek, Peconic Dunes, Laurel Lake). Other projects need to be nominated. Suggestions included Macari (Bergen Avenue), Schneider, New Suffolk Shipyard, Terry and Tuthill properties. ?? Melissa Spiro’s confidential status report [executive session re: status of offers] Informational: ?? BITTNER – closing held April 7, 2008. An e-mail invitation to “Toast to Preservation of the Bittner Properties” has gone out. Hosted by private residents on Diamond Lane in Peconic. To be held on th Friday, April 25 from 5:30-7:30 p.m. ?? SEPENOSKI – signed offer letter received for sale of development rights easement. Contract being prepared by Lisa Kombrink, Esq. ?? PARADISE POINT HOLDING/VJ DEVELOPMENT CORPS – signed offer letter received for sale of fee title to properties. Property owners would like to close as soon as possible. ?? CPF POLICY TASK FORCE – proposed changes presented to Thiele and LaValle. ?? STEWARDSHIP MANAGEMENT PLAN FOR STACKLER/REESE PROPERTIES – John Sepenoski reported that The Nature Conservancy signed off on Management Plan. Revised Management Plan to be presented to Town Board for adoption. Next Regular Meeting: ??
