The Sou~hOld Town Board met at the office of Supervisor ~Norm~ E.
Klipp at.Greenport, on Tuesday~AuEust~7, 1951. The meeting was
called-to order at 1:30 P.M., ~th~:.~he~.~fellowing present:~ SuPervisOr
N/~ipp; Justices TuthilI; ~lbertson and Ciark; TOr~ Superintendent of
Highways Price; Town Attorney Terry and Town Cler Booth.
The Board sat as a committee on audit to examine claims against the
Town~ concluding the audit work at 2;30 P.M.
The minutes of the three previous meetings were read and were duly~
approved as read.
~equests were made to the Town Board from the Southolg, Nattituck,
Cutchogue, Greenport and Fishers Island Public Librarmes to in-
crease the appropriation from $10,000.00 to $12,500.OO for the sup-
portof~the public libraries throughout the Town.

Whereas.,.the Resolution duly adopted by the Southold To,~oarc on
April 25, 1951, be and the same is hereby rescinded,~and the following
resoiuti6h substituted:
Resolved: That the TOwn Board does hereby approve an appropriation
of Twelve Thousand Five Hundred Dollars ($12,500.OO) annually for
the s~p/0ort of the Public Libraries of SoutholdToWn,- for the years
1952-~, and }hat the followin~pr0p~sition be submitted to the
elector~ at the next annual election~ Shall the sum of Twelve
Thousand Five Hundred ($12,500.00) Dollars be appropriated annually
for~the Support of the Public Libraries of Southold~Town for the
years 1952-~9537

Oscar Goldin appeared before the Town Board and read the following
letter:
Members of the Southold Town Board:
I appear before you today as a private citizen and, although
in an uaofficial capacity, as a representative of the citizens of
Greenport.
I have noted, at various times, inequities that exist in the
property assessments in Southold Town. As a member of the Village
Board, a~ with othersof that Board I have met j~intly with the Board
of~ ~Ssessors and discussed the matter with them, I have spoken
~o Several assessors separately.
~'~'~ These men not only admit that a great ma~y of the assessments
placed on local properties are not in accord with either good
judgment or-real valuations, bu~ say that they are powerless to
rectify the injustices because of lack of time and inadequate
pay.
Since we have an admi~tted state of error and likewise an
admission of inability to cope with the situation or an unwillingness
to do so, it would seem that the Town Board is in a position
where it should take remedial action.
I submit that if it is not practical.to obtain assessors,
adequately qualified, who can give the necessary time and energy
to the job at the present salary, this Board should substantially
raise the wages of theassessors to enable them to do the work
properly and in accordance with the requirements of the law,
Many people believe a complete reassessment is due and neces-
sary. This Board should certainly now thoroughly inquire into
that and take, by the m~thod proposed or a referendum, prompt
action to correct the existing situation.

A ~ommunication was read from the Nassau Farms Association~ dated
Aug. 3~ 1951, relative to the maintenance of work on the Inlet at
Little ~Cr.eek~ Cutchogue~ the letter was placed on file for further
consideration for the spring of 1952.

Resolved: That the Police Report for the month of July be accepted

Resolved: That the street lighting contract between theTown, of
Southold and the Long Island Lighting Compamy~ covering the East
Marion Lighting District for a period of five (5) years beginning
with the first day of September, 1951~ and terminating on thej31st
day of August~ 19~6~ be and the same is hereby approved by the Town
Board.

NO. l: This amount partially replaces monies previously transferred
from E. ccount No. 1 to Account No. 2.

ORDER ESTABLISHING DISTRICT.
In the Matter of The Establishment of the Light District
in the Town of Southold, County of Suffolk, New York.
A Petition in the matter for the creation of a Light District
having been duly presented to the Town Board~ and an order having
been duly adopted by the Town Board on July 10, 1951 for the hearing
of all persons interested in-the matter on the 27th day of July,
1951, at 7:30 o'clock P.M. at the Municipal Building in the
Village of Greenport, and a hearing by said Board having been duly
held at such time and place, and it having been duly resolved and
determined following such hearing that the petition herein was
signed and acknowledged or proved as required by law and otherwise
sufficient, that all the property and property owners within the
proposed district were benefited thereby, ttm t all property and
proDerty owners benefited were included within the limits of the
proposed district, and that it was in public interest to grant in
whole the relief sought, and it having been then and there further
duly resolved that the establishment of such district as proposed
be a proved, and that the improvement be financed solely by budget-
--- ~ ...... ~+~no and since ~ursuant to Section 19~ (6), Town. Law~
~ ~~f~he State ~o~ptroller is .not required, it is nereo~
ORDERED, that a L~ghting District be established in the said
Town of Southoldt Suff61k County, New York, to be designated as the
West Greenport L ghting District of the Town of Southold, and to be
of the following description and boundaries, to wit:- -
Beginning at a point on the northerly line of Front Street,'at .the
southwesterly corner of land of Arthur A. Levine, distant, along
the northerly line of Front Street, one hundred (100') feet
from Sixth Avenue, and running thence in a northerly direction along
the westerly line of said land of Arthur A. Levine a distance
of one hundred and fifty (150') feet, more or less, to a point;
running thence in a westerly direction along the northerly line of
land of The Knights of Columbus a distance of one hundred and
seventy-five (175')feet, more or less, to a point; running
thence in a southerly direction along said land of the Knights of
Columbus a distance of fifty (50') feet, more or less~ to a point;
running thence in a westerly ~irection ~long said land of The
Knights of Columbus and the northerly line of land of Harry Brown
a distance of fifty (50') feet, more or less, to a point; running

direction along the westerly line of said land of Elizabeth Herzog
Estate a distance of two hundred (200') feet, more or less~ to
the northerly line of Front Street; running thence in a south-
easterly direction diagonally across Front Street to the south-
westerly corner of the intersection of Front Street and Ninth
Street; running thence southerly along the westerly line of
Ninth Street a distance of fifteen hundred and fifty (1550')
feet, more or less, to a point; running thence easterly across

Greenport:Dri~ing Park, a distance of nine htmdred: (900') feet~
more or less~ to the westerly boundary line of the~ Village of
Greenport; runn~ug thence in a northerly direction along the

northerly line of Front Street~ a distance of sixteen hundred
and seventy-five (167~') feet~ more or less; running thence in an
easterly direction along the northerly line of Front Street~ a
