Mullen~ TELEPHONE 765 - 1938 A regular meeting of the Southold Town Planning Board was held at 7:35 p.m., Monday August 3, 1981, at the Town Hall, Main Road, Southold, New York. Present were: Chairman Henry E. Raynor, Jr. Member Bennett Orlowski, Jr. Member G. Ritchie Latham, Jr. Member William Mullen, Jr. Jeff Miller, Suffolk Times Ruth Ol±va, President, North Fork Environmental Council Millicent Gossner, League of Women Voters Richmond Creek Farms. Mr. Richard T. Haefeli appeared to ask the board about the status of this subdivision. Mr. Raynor stated that since time has elapsed for the boards proceedings, we would have to resubmit the information to the state and county agencies. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in regard to the minor subdivision of David Brawner located' at Orient under the State Environmental Quality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On mc~tion made by Mr. Orlowski, seconded by Mr. Mutlen, it was RESOLVED to approve the sketch map Df David Brawner located at Orient subject to receipt of a letter of grading and a filing fee of $100. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Planning Board ~J -2- August 3, 1981 James Manos minor subdivision. During the discussion of the field report it was noted that this subdivision should be sent to the ZBA for a 280-A (right of access). On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in the matter of the minor subdivision of James Manos located in Mattituck under the State Environmental Quality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Long Island Nurseries minor subdivisign. During the discussion of the field report it was noted that the board should request a large-lot easement for this property. On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in the matter of the minor subdivision of Long Island Nurseries located at Mattituck under the State Environmental Quality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to approve the sketch map of the minor subdivision of Paradise Point Corporation said map dated June 30, 1981 located at $outhold. Vote of the Board: Ayes: Raynorv Orlowski, Latham, Mullen On motion made by Mr. Latham, seconded by Mr. Orl©wski, it was RESOLVED to set 7:30 p.m., Monday, August 31, 1981, at the Town Hall, Main Road, Southold, New York, as the time and place for a public hearing on the question of the approval of the minor subdivision of Paradise Point Corporation located at Southold, subject to receipt of any outstanding paper work. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Planning Board ~i -3- August 3, 1981 On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to approve the sketch map of the minor subdivision of Harold Tuth%~, said map dated April 9, 1973, located at $outhold. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in the matter of the minor subdivision of Harold Tuthill located at Southold under the State Environmental Q~ality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Robert Johnson & Georq~ L. Pennz IV minor subdivision. Mr. Raynor delegated Mr. Latham and Mr. Mullen to do a field inspection of this property. Mr. Raynor pointed out that the map of the road profiles need to be amended to show the right of way being thirty feet (30'). On motion made by Mr. Latham, seconded by Mr. Orlowski, it was RESOLVED to approve the sketch map of the minor subdivisions of Robert Johnson & G~r~e L. Pen__ny ~, said map dated July 8, 1981, located at Southold. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Hillcrest Estates.~ The Southold Town Planning Board stated to Mr. Harold Reese that since there being only one road going in to this subdivision, that the surrounding Brown Hills people should be nctified of this fact by Mr. Reese. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED to approve the sketch map of the subdivision Hillcrest Estates, said map dated April 21, 1981, located at Orient. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Planning Board ~ -4- August 3, 1981 On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in the matter of the major subdivision of Hillcrest Estates located at Orient under the State Environmental Quality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED to set 7:45 p.m., Monday August 31, 1981, at the Town Hall, Main Road, Southold, New York, as the time and place for a public hearing on the question of the approval of the minor sub- division of Marie Cassidy located at Arshamomaque. Vote of the Board: Ayes: Raynor, Orlcwski, Latham, Mullen On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to grant a ninety (90) day extension in regard to Golden View Estates commencing from July 20, 1981. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen Brecknock Hall. Mr. Raynor stated that between now and the meeting of August 12, on Fishers Island, he would like all the input that the board may have in regard to condominium proposals. Margaret McGowan. This is ZBA action. The board feels that there is inadequate information to make any determination in regard to this matter. Patricia Bai~e_~. This is ZBA action. This property should be reprocessed as a new subdivision. There is an undersized lot that the board feels should be brought up to an acre. Planning Board -5- August 3, 1981 Northville Industries Corporation. This is ZBA action. This piece of property does not constitute a new subdivision. How- ever, the board feels that changing the use of this area should be opposed due to the fact that it would downgrade the surrounding areas. Zeneski minor subdivision. This is a subdivision that has already been approved. George Fisher, building inspector, has requested from the board to state whether this would need to be handled as a new subdivision as to the fact that there will be an exchange of the property line. The board feels that there is no objection in this matter. Harbor ~ight~, Section IV. The board now needs the bond on this subdivision to approve subject to the Town Boards approval. On motion made by Mr. Latham, seconded by Mr. Orlowski, it was RESOLVED to accept the updated bond for the subdivision known as Bayview Woods, and to forward to the Town Board for their approval. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was RESOLVED to add an amendement to the minutes of July 13, 1981, on page four (4) to read as follows: I am going to adjourn this public hearing at this time, or until there is a quorum present, and it will be taken up at a later time. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen There being no further ~usiness to come before the board, Mr. Orlowski made a motion, seconded by Mr. Latham and carried to adjourn.
