Mullen, Jr. TELEPHONE 765 - 1938 A regular meeting of the Southold Town Planning Board was held at 7:30 p.m., Monday June~, 1981, at the Town Hall, Main Road, Southold, New York. Present were: Chairman Henry E. Raynor, Jr. Member Bennett Orlowski, Jr. Member G. Ritchie Latham, Jr. Member William F. Mullen, Jr. Ruth Oliva, North Fork Environmental Council Jeff Miller, Suffolk Times Paul Demery, Travler-Watchman Marie-Cassidy minor subdivision. A discussion of the field report done by Mr. Latham, Mr. Multen, and Mr. ©rlowskio Their report back to the board was that there seems to be no problem at all with this property. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED to approve the sketch map of the minor subdivision of Marie Cassid¥ located at Arshamomaque. Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in regard to the State Environmental Quality Review Act in the matter of the minor subdivision of Marie Cassid¥ located at Arshamomaque. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham Planning Board ~ -2- June 22 John Klasfeld minor subdivision. Mr. John Munzel appeared on of Mr. Kalsfeld. Mr. Raynor asked Mr. Munzet for a letter of for this proposed subdivision. The board feels that if this division is approved there should be no further subdivisions property. On motion made by Mr. Latham, seconded by Mr. Orlowski, it was RESOLVED that whereas, a formal application for the approval of a subdivision plat entitled Minor Subdivision of Henry Jennings Estate was submitted to the Planning Board on May 5, 1981, and an application fee of $50 was received May 6, 1981, and WHEREAS, a public hearing was neld on the said Subdivision application and plat at the Town Hall, Southold, New York, on June 1, 1981 at 7:45 p.m., and WHEREAS, the requirements of the Subdivision Regulations of the Town of Southold have been met by said subdivision plat and application, Now, therefore, be it RESOLVED that the application of Henry Jennings Estate for approval of said subdivision plat prepared by Roderick Van Tuyl dated April 29, 1981, be approved and the chairman be authorized to endorse approval on said subdivision map subject to the following conditions, excluding number six. 1. Each driveway shall have a turnaround provision, such as a T-shaped shunt, so that vehicles leaVing the site will not have to back out into the traffic stream on Middle Road. 2. Any change in the present driveway location along Middle Road.shall be submitted to and approved by the Suffolk County Department of Public Works before proposed relocation and con- struction is undertaken. 3. Ail stormwater runoff resulting from the development and improvement o-f the subdivision or any of its lots shall be re- tained on the site by adequate drainage structures so that it will not flow out into Middle Road. 4. No lot shall be subdivided or changed in any manner at any future date unless authorized by the Southold Town Planning Board. Planning Board 5. Planning Board -5- June 22, 1981 The Suffolk County Department of Health Services has indicated its agreement with the lead agency designation. It has reviewed the project and finds that the area has a history of poor soils which may affect the installation of a septic system. The project will meet all the requirements of the Code of the Town of Southold Subdivision of Land Regulations. This approval is subject to a three (3) month review. 2. The Certificate of Occupancy be held until approval of condition number 1. A discussion on the field report done by Mr. Orlowski and Mr. Mullen. The board feels that the right-of-way should be improved. A letter to be sent of John W. Davis for his suggestions of improvements. On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was RESOLVED to approve the sketch map of the minor subdivision of Robert C. Nelson located at Southold. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham George R. Latham~ Jr. minor subdivision. A discussion on the field report done by Mr. Raynor and Mr. Mullen. There seemed to be no problems with this land. Mr. Latham will be applying for a letter of conservation easement. On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was RESOLVED to approve the sketch map of the minor subdivision of George R. Latham~ Jr. located at Pete Neck Point. Vote of the Board: Ayes: Raynor, Mullen, Orlowski Mr. Latham abstained from taking action regarding this subdivision as he is the owner and filer of this application. On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was RESOLVED to set 7:30 p.m., Monday July 13, 1981, at the Town Hall, Main Road, Southold, New ¥ork~ as the time and place for a public hearing on the question of the approval of the minor sub- division of George R. Latham, Jr. Vote of the Board: Ayes: Raynor, Mullen, Orlowski Mr. Latham abstained from taking action regarding this subdivision as he is the owner and filer of this application. On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to set 7:45 p.m., Monday July 13, 1981, at the Town Hall, Main Road, Southold, New York, as the time and place for a public hearing on the question of the approval of the minor sub- division of Nicholas Fontana. Planning Board June 22, 1981 Vote of the Board: Ayes: Raynor, Orlowski, Latham, Mullen On motion made by Mr. Latham, Seconded by Mr. Mullen, it was RESOLVED to authorize the chairman to sign and endorse the map of the minor subdivision of Blum and Littell. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham On motion made by Mr. Latham, Seconded by Mr. Mullen, it was RESOLVED to approve the recommendations set by the Highway Committee on Harbor Lights~ Section I. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham On motion made by Mr. Orlowski, seconded by Mr. Latham, it was RESOLVED to set 8:00 p.m., Monday July 13, 1981, at the Town Hall, Main Road, Southold, New York, as the time and place for a public hearing on the question of the approval of the minor sub- division of George and Jane Toumanoff. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was RESOLVED to approve #1-6 and ~8 of the Suffolk County Planning Commissions recommendations for the minor subdivision of Geneieve Richards. The board feels that #7 of these conditions should be excluded for the reason that they do not feel that the district will have to be rezoned. Vote of the Board: Ayes: Raynor, Orlowski, Mullen, Latham Colonial Corners. This is ZBA action. The board feels that if the ZBA approves this it should be reprocessed at a subdivision. Phebe Bridge Estate. This is ZBA action. The board feels that if the ZBA approves this it should be reprocessed as a subdivision. Board stated that #3 should-be incorporated to ~1 sot that it will conform with the zoning coverage. Planning Board '~ -8- June 22, 1981 Shorecrest (Battel). This is ZBA actiQn. The board does not feel that this would have to be reprocessed/as a new subdivision.
