Floor DisCussion: Mrs. Kee: Where will the ferr~ ~? ~emator: New London. Mr. Gada: Senator: Senator: W~en we have ourown district and our own ferry, will it be possible to run t~e~ferry.to other piaces besides New London,J if necessary? Yes. Is there any discussion against the esatblishment ef the Ferry District? Ne Discussion. Senator: Is there any discussion for .the establishment of the Ferry district? Mr. Griffin: It seems to~ me, there is ne for or against ~i~aving a Ferry District. Fishers Island needs a ferry and there- fore must hs~ve a FerryDistrict. - ~-~otion t t we make a resolution that a ~erry Mr, .FergUson. ~ District he established to be presented to_the S~ate. Senator: We will form a Resolution to establish a District. Resolution read by the Senator, acceDted' byljudge Klipp and seconded. Approved by the Ci~icAssociatien~ Senator: The County board will meet on October 27. All the paper's necessary for the District must be in and presented at, this time. The Resolution will be presented at this meeting. As soon as the District is set-up the.commissionerS can- start working om getting the boat. ~r. GOSS: You say that more Commissioners will be selected to work en the Ferry District. Will~epeople on Fishers Island be able to vote on this measure, that is, as te whether we want more Commissioners? Senator: Yes. It may not be in the form efa vote but if yo~ will let me know, it will be done as you want it. 0:7 Mr. Goss: If~ any amendments~are~con~empl~$ed in regard to this m~tber~ will copies be sent to us here on the Island. Mr, Goss: Senator: -Will the people have to vote on the boat issue? The Bill gives the Commissioners the right to vote the boat without the People themselves voting on the issue. Mr. Goss:'HeW much_notice is needed before Bonds can be on the market and in shape to sell. Senator: Quite awhile but the budget can probably cover the issue until the Bombs are on the market. A formal letter should be sent to the Town propqsing Bond issue. Mrs. : Will the people have any say~abeut'where~the boat will land, in New London and on Fishers Island:? Senator: Yes, that is to be .~aken care of by the people through their commissioners. Mr. Gadai If everything is not completed by the 6th'of Ney'., and if' the moneys can not_be raised by the end of the~year~ can it be borrowed? Senator: Yes. Mr~Gada: During this period when we are without moneys,,the · temporary commissioners are entirely responsible,for ,~ everything, is there amy way that the people can H~lp? Senator: ~It Shoul~ work itself out without obligating th4temPorary Commissiomers too much. You cannot make any legal ar- rangements until the District has been o~ganized. The Tempor- ary Cemmissiomers can send Bills to the District-after it has beemprganized but there is mo way to say.that they will be accepted. Mr. Gada: After the District is organized and all moneys~are sent to Long Island, Will the employees of the beat be paid.regularly. Senator: Yes. ~ - ~ Mr. Fergusem: Gove~nmemt is assuming ne responsibility 'for life er property. There is no possible way of getting any insur$~ce, That is the main reason for our wanting our own Ferry. Senator:~~We realize that and I have been checking on it, It is true that the Government will give no insurance and there is no way ,of getting any insurance om government transportatiom, You can keep on trying in every possible way but by,the time you ma~ find something you will, have ~your Fsrry disSrict amd will need only the insurance om.~that~ Mrs. Hedg~ What about a boat? I have heard everyone talk aboUt the district but ne one has mentioned 'the boat, Senator:~After the District~is organised an~ the~Cemmissioners start te work, it w-ill be their job to take care of a boat.
