A regular meeting of the Southold Town Planning Board was held
at 9:30 a.m., Wednesday, February 11, 1981, at the Town Hall, Main
Road, S0uthold, New York.
Present were:
Chairman Henry E. Raynor, Jr.
Member Bennett Orlowski, Jr.
Member William F. Mullen, Jr.
Ruth Oliva, North Fork Environmental Council
Golden View Estates. Howard Young appeared at the meeting. Due to
the objection of area property owners it was decided that Eagles Nest
Court will end at the east boundary line and not make an angle to the
south. The area which was intended to be a road will be held out as
'reserved for future dedication to the Town of Southold'. It is not
the intention of the Planning Board that a turnaround be built at this
location.
Cove Beach Estates. Richard Cron, Esq., and Howard Young appeared
at the meeting. The recommendations and comments of Lawrence M.
Tuthill, Town Engineer, were reviewed by the board and Messrs. Cron
and Young. A copy of this report will be forwarded to Mr. Cron.
Natural drainage areas without fencing were discussed and suggestion
was made that the town could be indemnified in this regard.
Brecknock Hall Condominiums. Richard Lark, Esq., Howard Young and
Gus Schad appeared before the board. The proposal is for 385 units.
The project will be developed in sections. Discussion has been held
with the Village of Greenport Utility Superintendent and it is likely
that both sewer and water will be available from the village. This
will increase the number of units allowed. Mr. Lark stated there is
a possibility a change of zone will be sought for the nine acres by
the Sound which is zoned residential with no increase in the density
overall. They are also looking to reduce tke size of the buffer on
the east from 100 feet to 50 feet.

Genevieve Richard minor subdivision. This is a proposal of a two
lot subdivision of a piece of business property on the Main Road in
Southold. Mr. Latham will be asked to make an inspection of the
property and report back to the board at the next meeting.
The following was introduced by Mr. Orlowski, seconded by Mr.
Mullen and carried.
Pursuant to Article 8 of the Environmental Conservation Law
State Environmental Quality Review Act and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice is
hereby given that Southeld Town Planning Board as lead agency for
the action described below has determined that the project will not
have a significant effect on the environment.
DESCRIPTION OF ACTION
The major subdivision to be known as "Mount Beulah Acres" owned
by Clement W. Booth is a seven lot residential subdivision located
at Southold comprising 6.875 acres, more or less.
The pro3ect has been determined not to have a significant
effect on the environment for the following reasons:
An environmental assessment has been submitted which
indicated that no significant adverse effects to the
environment were likely to occur should the project
be implemented as planned.
Because it is more than 300 feet from tidal wetlands
comments were not solicited nor received from the New
York State Department of Environmental ConservatiOn.
The Suffolk County Department of Health Services has
indicated there may be problems with obtaining potable
water due to high nitrate concentrations and pesticide
contamination and that special consideration will have
to be given to the sewage disposal systems due to poor
soils in the area.
The project will meet all the requirements of the Code
of the Town of Southold Subdivision of Land Regulations.

On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of property of Reynold F.
Blum and William A. Littell located at Cutchogue. An initial
determination of non-significance has been made.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen
On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED that the Southold Town Planning Board grant approval
to the sketch map dated JaDuary 26, 1981 of the minor subdivision of
Reynold F. Blum and William A. Littell located at Cutchogue.

Reese Orient Subdivision - Amelia Sledjeski property. Grand View
E__state.s. Conference between board members and John Davis, Planning
Board Inspector, and Lawrence Tuthill, Planning Board Engineer.
The recharge basin has been designed for a-two inch rather than a
six inch rainfall as required. There should be ten pools on each
side of the entrance at 10 foot diameter each with flat tops. T~e
road grades should be changed to get the capacity for the recharge
on Grand View Drive. The basin should be enlarged by the appropriate
dimension. The information will be sent to Mr. Reese along with the
recommendations of Mr. Tuthill. The road adjoining the property to
the west should be drawn to 60 feet in width.
On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED to set 8:45 p.m., Thursday, February 26, 1981, at the
Town Hall, Main Road, Southold, New York, as the time and place for
a public hearing on the question of the approval of the preliminary
map of the subdivision to be known as "Grand View Estates" located
at Orient.

RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the subdivision of property to be known as "Grand
View Estates" located at Orient. An initial determination of--

On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED to approve the sketch map dated January 30, 1981 of
the minor subdivision of Hilary Pridgen located at Laurel subject
to the right-of-way being increased to 25 feet in width following
the property line to the east into Lot 3 for 125 feet to establish
frontage of the property, said right-of-way to be constructed to
the specifications of the Planning Board Inspector.

On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of property of Hilary Pridgen
located at Laurel. An initial determination of non-significance has
been made.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen
Edward Booth subdivision. Mr. Orlowski will make an inspection of
the property to determine if land subject to flooding has been
included in the base for the number of lots allowed.
The meeting was recessed at 12:15 p.m. and reconvened at 1:45 p.m.
On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board has inspected
the property of the Southold Savings Bank and finds that it complies
with the site plan as approved by this board and approves same
subject to a one year review.

On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED to set 8:15 p.m., Thursday, February 26, 1981 at the
Town Hall, Main Road, Southold, New York, as the time and place for
a public hearing on the question of the approval of the minor
subdivision of Martha Husinq.

RESOLVED to set 8:00 p.m., Thursday, February 26, 1981, at the
Tow~ Hall, Main Road, Southold, New York, as the time and plaCe for
a public hearing on the question of the approval of the minor
subdivision of Nina Stevens located at Cutchogue.

On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED to approve the sketch map of the minor subdivision of
Gertrude Duchow located at Peconic, said map dated June 26, 1973
and amended October 28, 1980, subject to the width Of the right-of-way
being increased to 25 feet.

On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of property of Gertrude
Duchow located at Peconic. An initial determination of non-significance
has been made.

John and Mary Pietrodan~elo referral from the Zoning Board of Appeals.
Because the property is in a residential zone, the Planning Board
feels that until such time as a variance is granted by the Zoning
Board of Appeals and the square footage of the sales area computed,
it is impossible to determine if the parking is adequate.
On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED that in compliance with Section A106-13 of the Code
of the Town of Southold, the setoff or creation of two lots on the
property of Frederick P. Rich located at Southold does not
constitute a subdivision.

On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED that in compliance with Section A106-13 of the Code
of the Town of Southold, the setoff or creation of two lots on the
property of Thomas J. DeBorger located at Cutchogue does not
constitute a subdivision.

Robert T. Bayley referral from Zoning Board of Appeals.
The Planning Board reviewed the approval of access request. Its
only concern was how many people use this right-of-way and whether
the division of the property would jeopardize the traffic flow.
Leo F. and Lillian Brac referral from Zoning Board of Appeals.
The Planning Board feels that the change of line proposed poses no
objectionable change to the existing properties because the amount
of property involved is minimal.
On motion made by Mr. Orlowski, seconded by Mr. Mullen, it was
RESOLVED to approve the sketch map of the property of Donald P.
Robinson, Dorothy R. Binns & Marion R. Mears located at Cutchogue,
said map dated January 4, 1980, subject to the lots in the subdivision
being numbered.

On mction made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Plannin~ Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of property of Donald P.
Robinson, Dorothy R. Binns & Marion R. Mears located at Cutchogue.
An initial determination of non-significance has been made.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen
Harry Annabel Estate. Mr. Raynor made an inspection of the property
and sees no problem with two lots. Mr. Vincent Annabel, who is
representing the owners, will be asked to send in six maps that
comply with the Code of the Town of Southold.

RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of the Harry Annabel Estate
located at Cutchogue. An initial determination of non-significance
has been made.

On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED to approve the sketch map of the minor subdivision of
Smith/Carter/Blanchard located at Fishers Island, said map dated
January 22, 1981.

On motion made by Mr. Mullen, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board declare itself
lead agency in regard to the State Environmental Quality Review Act
in the matter of the minor subdivision of Smith/Carter/Blanchard
located at Fishers Island. An initial determination of non-significance
has been made.
Vote of the Board: Ayes: Raynor, Orlowski, Mullen
The board again reviewed the Brecknock Hall Condominium project.
There being no further business to come before the board, Mr.
Orlowski made a motion, seconded by Mr. Mullen and carried to adjourn.
