Present: Neb Brashich, Margaret Brown, Ruth Oliva, Valerie Scopaz, John Ferrigno, LIPA, Kent
Edwards and Richard Gass, NYSDOT, Mike Domino and Dan Catillo, Southold Town Tree Committee
Trces: John Ferrigno of LIPA made a presentation about trees in their "trim zone" in Southold Town.
LIPA notifies all customers and the Tree Committee to make an on-site review in advance of all trees to
be trimmed. LIPA has three-year cycles. The Commission stated that it needs to have a single
document, coordinated from all departments of LIPA, giving us an overview of all the trees under
consideration for treatment The Town will be much more receptive if it knows why trees are coming
down and what is replacing them.
Neb asked how LIPA and the DOT coordinate on trees. Mr. Ferrigno says he contacts the
jurisdiction involved -town, state, or county. Neb stated that they should also contact the Highway
Department and the Tree Committee, especially since we now have a Scenic Byway Law.
Valerie noted that the actual crew may do things that the department didn't authorize. Quality
control in the field is important.
A contract written in 2000 and revised 6/2002 is in the "contract book" but is awarded to
individual contractors in parts. No work from that canttact has been done in Southold yet. Neb asked
them to revise the list, meet with the Tree Committee and the Town Highway Superintendent, and go
tree by tree for tmatment and replacement decisions.
Mr. Femgno said that KeySpan/LIPA sends a letter to each owner that work is going to be done
and allows the owner to object
Neb suggested that when pruning is to be done, it would be valuable for the contractor to sit
down with the Tree Committee to try to minimize poor cutting outcomes that could result in shortening
the lives of the trees.
Richard Gass said they try to have one contact person in every town to speak to when trees are
being discussed. Mike Domino is the person in Southold. They will set a date to go over the list of trees
and also out for field inspections before anything is done. The Tree Committee also wants input in the
decision on replacement trees.
The next meeting will be Monday, January 27, 2003, at 10 AM, Southold Town Hall.
