Marty Flatley, Tom Fox, Ruth Oliva, Jamie Richter, Michelle Zaloom, Supt. of Hwys Pete Hams, Victor L'eplattenier, Town Board Liason Tom Wickham Tom Wickham has been appointed to the Transportation Commission as [he Town Board Liason. xevrew or l'ranstrQrtation COmmjcSlon Mandate with Town Board: Tom thinks we should re-define the goals and parameters of the Transportation Commission. He feels that the Board may want to have more input upfront when projects are contemplated. He thinks it might be useful to discuss with the Town Board what its expectations are for the Commission. He will set up a meeting with Supervisor Horton and Commission members to prepare the groundwork for a Town Board worksession during which the relationship of the Board and Commission could be reviewed, re-defined and strengthened. SEEDS: Two groups are working on this project. The SEEDS Steering Committee, through the East End Transportation Committee, and the Stakeholders consisting of private individuals from the five towns and nine villages. The Steering Committee met and made a list of five scenarios of performance measures. The Stakeholders did the same. They will combine the lists. The Steering Committee met with the Supervisors and Mayors who are happy with the SEEDS progress. The modeling process should be finished by late summer. Review of Current Transportation Commission Projects: 1. Resurfacing of Rte. 25. Funding seems to be available now for resurfacing from Cutchogue to Greenport. The contract is to be passed by the end of March. Neb suggested that there should be a press release announcing that the work is going to start so that the communities will be prepared for the dismptions. He will talk to Supervisor Horton about this. (Tbe ponds in Greenport are disconnected from this resurfacing project and work is proceeding on them separately.) 2. Bridge on Rte. 25 (known as fire "Gateway Bridge') The local steering committee has met. The project will probably take place in 2005 and 2006. Currently the engineers are studying how to do the protect. Funding is in place and wetlands studies are finished and OK. 3. Rte. 48 -Resurfacing. No funding is available and Superintendent of Highways Pete Harris says no work is planned. 4. Landfill Traffic Re-direction. It is the unanimous opinion that all traffic leaving the dump should exit via Cox Lane using the new traffic light. The Town still needs to complete the swap of land with Corazzini for the exit road. The whole dump is being re-designed and it may be preferable to wait to change the traffic pattern in the dump (and thus the exit) until this work is done. 5. Bridge Lane Railroad Bridge. Jamie Richter says this project is on hold. Water Taxi: It was decided by the Commission to shelve this proposal until a discussion can be had with Supervisor Horton. Bus Shelters: Southold was asked to identify what is needed along Rte. 25 for bus shelters. We may get 2 or 3 in the next round of funding. The Hamptons and Riverhead are to get 8 bus shelters. Cedar Knoll Log Homes, Inc. offered a bus shelter proposal, building log house stye bus shelters. The Commission decided that the design would not be in keeping with our New England character. New Business: The Southold Library has asked about placing a mirror at the exit from their new parking lot on Rte. 25 as an aid in seeing oncoming traffic. V ictor reported that the DOT doesn't like mirrors because they cause dangerous reflections at certain times of the day and people do not use them reliably. The only suggestions at this point would be to remove some on-street parking and possibly cut a tree. Old Business: Victor reported from the tree committee that the DOT had planted unwelcome trees in East Marion and Orient. They were not well received and as a result Southold Town was able to salvage 13 of the 16 trees. They are being held in temporary quarters near Custer Institute in Southold, but are destined for Grcenport High School - 6 will be planted in front of the school and the rest will be placed around the playing field. The Tree Committee will meet with Jim McMahon and Tom Wickham Wednesday night to discuss the Tree Protocol with Jim and develop a better mechanism for tree replacement They may also coordinate with Jim as the new Parks Commissioner.
