Trees in GreenQ~: Mayor Kapell complained to Supervisor Horton that several trees were arbitrarily cut down
in Greenport across from the High School However, the protocol newly established between the DOT, the Town
of Southold, the Tree Committee and LIPA was followed, (even though the State has ultimate jurisdiction over
trees on its right-of-way, which is where these trees were). Further, 16 trees are scheduled to be removed between
New Suffolk Road and Greenport in the coming weeks. Tom Wickham believes the Town Board needs to be
reminded that the tree protocol exists and also that the Scenic Byways designation affects the view-shed on both
Routes 25 and 48.
Ctucho¢ue: Tom Wickham is very concerned about a sump being built behind Sacred Heart School in
Cuts rogue. He has already talked to Neb, Pete Harris and Valerie, and feels that it is critically important to
maintain the charm of the hamlets and villages. He is afraid that the sump will be an eyesore in the heart of
Cutchogue and believes there is a better location for it. However, there is apparenlly no taming back from the
DOT's plans and work is already underway. Nevertheless, he wants to know how we can prevent similar things
from happening in the future. He asked if the Town has a process to deal with such proposed DOT projects. The
DOT did bring its plans for the Rte. 25 resurfacing project to Town Hall for public input and review and members
of the Conunission attended. But the impact of the sump was not recognized at the time.
In an effort to improve our ability to be more proactive, the Commission will give Tom a list of things
that should be taken to the Town Board for their support, including expansion of the engineering staff. The
Commission will also ask the DOT to beautify the sump with attractive landscaping.
SEEDS Update: Pain Thiele, the SEEDS Project Coordinator, repotted that the SEEDS meeting held Sept 20 was
well attended, with an equal number of EETC members and Stakeholders, offering a much clearer and more
convincing presentation of information, The next meeting will be November 1. After that meeting they hope to
do five public workshops, possibly before the holidays and if trot, then in February. The idea for the workshops is
to present information to the towns and Uren have a larger meeting with all the towns and villages represented so
that rt would be a tnily regiotral meeting. There will also be a second round of modeling with scenarios exploring
the impact of such things as a new casino or a new ferry terminal in Northville. The process will probably go
through 2005. There is hope of gaining consensus on several issues.
Ms. Thiele addressed the ferry lawsuit saying that she believes this will allow the ferry issue to be
removed from the current agenda, leaving time for other issues to be addressed. Tom Wickham thinks something
else must be brought to the forefront to replace the ferry issue, since many issues need clarification.. Valerie
suggested that the three towns involved in the lawsuit should say that they still formally support all other aspects
of SEEDS.
Seaview Trails: Mazgaret will place route maps in the ttailhead sign frames.
CVS Phamiacv Site Plan Certification: Supervisor Horton will attend a meeting on Thursday in Hauppauge at
the request of Pat Acampora. The residents of Marlene Lane are asking the NYSDOT for a curb cut on Rte. 25 in
an effort to ease anticipated traffic on Marlene Lane.
RMB Medical Atts Buildin¢ Proiect: The Town is still waiting for a revised site plan.
Orient Causeway Proiect: Neb has continued to press for a project manager. $10,000 is available for this person.
The project manager must be an employee of the town who rs empowered by the town to oversee the work. The
town engineering staff may need to be supplernented.
Petition -Make Tuckers Lane Rieht Tum Only: Neb sent Ms. Helinski's petition to the County and requested
that the County do a traffic study of that intersection and asked the County to consider re-striping the road so that
it is only two lanes by the time tt reaches Tucker's Lane.
NYS Route 25 Traffic/Cutchotme - Marland Henderson E-trail: Capt. Flatiey emailed Ms. Henderson in
response to her concerns about speeding in Cutchogue.
MTA/LIRR -Proposed Closing of Rottkotiltoma/Greenport Line: Neb sent a letter September 20, 2004 to Brian
P. Dolan, the Vice President of Market Development and Public Affairs of the LIRR saying we are opposed to
closing the GreenpoNRortkonkorna line. The East End Supervisors and Mayors have not decided yet whether to
scpd a letter regarding this proposed closing.
Five Towns Rural Ttansit Committee: Margaret will give a report of the planned Cape Cod field trip at the
October meeting.
County Executive Lew Safetv Request: Supervisor Horton received a letter from County Executive Steve levy
asking that we address safety issues in the Mattituck Plaza parking lot. The issue arose from a letter to the editor
in the TYaveler Watchman by Vincent Torre in which he as ed that single-row parking replace the current double-
row oo~guration. Since this is private property, it tray be up to the owners to make changes, but Neb will draft
a memo for Valerie to send to Supervisor Horton so that he can respond to Mr. Lery.
Passante/Mullen Motors Safetv Concerns: Supervisor Horton received an email from halo Passante of Founders
and L'hommedeau Lane regarding Mullen Motors testing vehicles in his neighborhood and driving at unsafe
speeds. The police department will try to address the speeding problem and will respond to Mr. Passante with a
ce to Supervisor Horton.
Old Business: This Thursday there will be a workshop of the Long Island Sound Ferry Coalition, at 10:30 AM in
Bridgeport, CT or Port Jefferson. Among the agenda topics will be Port Security, Transit Vouchers, Fast Ferry
Service, Incident Management, and Water Tau Service. Valerie will ask Tom Foz to be our Town representative
at the meeting, as he will also make a water taxi presentation.
New Business: Pete Harris had a call from a woman pertaining to an outfall pipe into Long Island Sound at the
Town Beach. She is dismayed that people must swim where runoff goes direct-y into the bathing area. This is a
Suffolk County DPW pipe. Pete will bring it up with the storm water runoff committee and if they need our
support we will help out.
Capt. Flatley has several topics for the next meeting's agenda: proposed traffic lights on Rte. 48 at Cox
Lane and Peconic Lane; a new traffic circle in Greenport at Rte. 4$ and Main Street; and a staggered light at
Orient Point to help control the flow of ferry traffic.
The next meeting will be Monday, October 25, 2004, at 10 AM, Southold Town Hall.
