SEEDS Update: Pam Thiele, the SEEDS Project Coordinator, mentioned at the EETC meeting that having the
lawsuit by Southold, Shelter Island and Cross Sound Ferry against East Hampton allows the ferry issue to be
taken off the table and allows room for discussion of other important issues at SEEDS. She also reported that the
EETC unanimously supported our letter to the Long Island Railroad regazding rail service to the East End but
could not write a letter themselves because they must remain neutral. Neb received a reply from the LIRR
reiterating that budget deficits may require them to diminish service. Supervisor Josh Horton has been asked to
look at the mission statement and goals of the East End Sustainable Economic Development Institute, which is
being reactivated because $250,000 was found remaining in its treasury.
The SEEDS timeline has been updated. Meetings will be held in March or early April. They will try to
finalize the consensus over the summer. Funding will end when the work is completed, probably in September of
2005. For implementation to occur after consensus is reached, more funding is needed to fray a person to
coordinate the whole process. Pam's position has always been funded by the towns and villages. East Hampton,
Southampton, and Shelter Island have budgeted for all of next year. It would cost Southold about $8500 for its
share. Riverhead seems likely to agree. Valerie suggested that we ask the Town Board for SEEDS funding to
maintain a SEEDS Coordinator position.
Seaview Trails: Margaret has placed bicycle route maps in the trailhead sign frames.

Orient a ~cewav Protect: Neb has not received any response on his request for a project manager.
County Executive Lw Safety Rea pest: Neb has drafted a memo for Supervisor Horton regarding Vincent
Tome's concerns about parking lot safety at the Mattituck Plaza. He said that since this is private property, the
Commission does not have any jurisdiction.
Five Towns Rural Transit Committee: Margaret gave a report of the committee Cape Cod field trip . Tom
Wickham asked for a summary of the committee's findings.
Traffic Concerns and Needs:

The County will look al th of these intersections and decide whether traffic lights or new
striping would result in more safety.
Sit peered traffic light in Orient Point -The State DOT will take another look. They were considering a
light nearer the State Patk. They did a gap study this summer and found that the gap in traffic
was within their norms and found there were large enough gaps to allow for incoming traffic.
The State gave no time frame for their second look at a traffic light.
Traffic Circle or Lieht at Rtes 25 and 48 in Greenoort -The County has a set of plans for a rotary at this
spot. The State is geared to do an interim investigation of a traffic light as a stop gap while
reconsidering a rotary. Supervisor Horton brought this to the Town Board and was clear and
articulate about putting in a traffic circle. He recalled that there was one there before. Jamie
will get a copy of the executive summary of an earlier joint report by the County and State.
CVS Pharmacy Site Plan Certification: Things are at a standstill. The local citizens have asked the DOT for
another curb cut off of Rte. 25. There was interest on the part of the Supervisor and one board member to allow
trucks to enter the CVS property directly off Rte. 25 and exit behind the building onto Sigsbee Road. The fence
around the property is on CVS property and not in violation of Town rules.
A new problem has surfaced with Dickerson's Marine across Sigsbce from CVS. They need more room
to move boats without getting on the street. Tom, Pete, Jamie and Bruno met with the owner and discussed a
configuration of curbs and sidewalks that could work. However, the Town would not sanction boa[ maintenance.
The outcome will hinge on what happens at CVS and possible re-aligning of Sigsbee Road and Factory Avenue.
New Business: Valerie suggested that a special public citation of thanks either from the Town Board or Planning
Board should be given to the Southold IGA for their willingness to move the entrance to their parking lot. Also,
Victor should be thanked for his efforts and work with the DOT during the resurfacing project. We will send a
memo from the Commission.
The next meeting will be Monday, November 29, 2004, at 10 AM, Southold Town Hall.
