ADOPTED AT THE REGULAR MEETING OF THE SOUTHOLD TOWN BOARD ON
JUNE 17, 2008:
RESOLVED that the Town Board of the Town of Southold hereby accepts the Grant in the
sum of $78.035.00 and further authorizes and directs Supervisor Scott A. Russell to execute
the.Grant Agreement between the Town of Southold and the Federal Aviation
Administration in connection with the Fishers Island Elizabeth Field Airport Layout Plan
Update, subject to the approval of the Town Attorney.

Administration and Independent Fee Estimate (IFE) costs

fraud, or coercion for the purpose of subjection to

slavery.
3. "Private Entity":
i. Means any entity other than a State, local
government, Indian tribe, or foreign public
entity, as those terms are defined in 2 CFR
175.25.

A. A nonprofit organization, including any
nonprofit institution of higher
education, hospital, or tribal
organization other than one included in
the definition of Indian tribe at 2 CFR
175.25(b).

4. "Severe forms of trafficking in persons," "commercial

section 103 of the TVPA, as amended (22 U.S.C. 7102).

As you know, the most current version of the "Master Agreement on Terms and Conditions for accepting
Airport Improvement Program Grants" is incorporated into this Grant Agreement by reference and becomes
binding upon your execution of the Grant Agreement.
The execution by this agency of Part I -Offer, indicates the intention of the United States to participate in the
allowable costs of the project in an amount not to exceed the maximum obligation of the United States and
subject to the terms and conditions set forth and described herein.
If the terms of the grant offer are satisfactory, you should accept the grant offer prior to 6-18-2008 and
have your attorney certify that the acceptance complies with the local and state laws and constitutes a legal and
binding obligation on the part of the airport sponsor.
The original and three (3) copies of the executed Grant Agreement should be returned to this office as soon as

Project Narrative Statement
Airport Layout Plan Update
Description: This project will involve an update of the Airport Layout Plan
prepared in 1988.
Justification: Revisions are needed to the ALP to better guide future
development. Over the last 20 years, the Airport's priorities, goals and objectives
have changed and need to be reflected on the ALP. Future scheduled projects
including the AWOS Installation and Airport Entrance Road Rehabilitation are not
currently shown on the ALP.
Consistency with ALP/FAA Standards
This project is recommended in the Airport Master Plan and appears on the
existing Airport Layout Plan.
Consultation with Users
Fisher's Island Ferry District confirms that Operators at Elizabeth Field have
been consulted and are aware of the proposed development project.
Displaced Persons Statement
The airport project proposed in this aid application does not involve the
displacement or relocation of persons residing on land needed for such
development.
Specific Opposition Statement
Fisher's Island Ferry District is not aware of any significant community opposition
to the proposed project.
