MISSION STATEMENT
Suffolk Community Council is a non-profit organization
established in 1933. The Council is dedicated to the improvement of
the quality of life for all of the citizens of Suffolk County.
The Council's membership and Board of Directors represent a
wide constituency which includes public and private social, health and
human service agencies, the business community, and members of the
community-at-large.
The Council gives special priority to the needs of
constituencies whose voices might not otherwise be heard: the poor,
the dependent and the handicapped. The Council believes in fostering
self-determination and the empowerment of those who feel
disenfranchised.
The Council assumes a leadership role in organizing individuals
and groups in joint action through planning and advocacy:
PLANNING of sound policies, the analysis of data,
the issuance of reports, and the implementation
of action-research projects concerning the
quality of life in Suffolk County.
ADVOCACY on behalf of all of the citizens of Suffolk
County to assure an appropriate level of public and
private resources that res~ond to identified and pro-
jected needs. This advocacy includes education,
training and public awareness programs.

SELECTED DEMOGRAPHIC CHARACTERISTICS OF THE EAST END OF SUFFOLK COUNTY
The East End of Suffolk County is comprised of five towns:
Southampton and East Hampton on the South Fork: Southold and Riverhead on
the North Fork; and Shelter Island located on the bay between the two
Forks. The East End covers an area of approximately 347 square miles,
with population of 106,593 persons (U.S. Census 1990). See Table 1 for
breakdown of area and population for each Town, and Table 2 for 1990
population and population projections from 1995 to 2010.
It should be noted that a 36.4 increase in population is expected in
the twenty year period between 1990 and 2010.
The population density (persons per square mile) has shown a
consistent increase in the past three decades for the East End. From the
data presented in Tables 2 and 3 it can be postulated that the population
density will continue to increase through the year 2010.
The population is fairly evenly distributed between the sexes in the
East End. However, as a percentage of total population, the female
population does exceed the male population by 3.6%. This data is
summarized in Table 4.
An analysis of the median age of the East End population reveals a
substantially higher median age than that of Suffolk County as a
whole. This is reflective of the greater concentration of senior
citizens. The data on median age is presented in Table 5.

According to the U.S. Census, 1990, the majority of the population on
the East End over 15 years of age is married, i.e., 50,026, or 56.7%, of a
total of 88,226 persons. 24.3% are single, 2.3% are separated, 10.4% are
widowed, and 6.3% are divorced. When this data is compared to data on the
West End, it is found that the East End has a higher percentage of
separated, widowed and divorced individuals. In the western part of
Suffolk, 2.0% of the population is separated; 6.5% is widowed, and 5.4% is
divorced. Complete data on marital status is illustrated in Table 6.
The population of Eastern Suffolk is predominantly White (90.4%).
However, 7.9% of the population is comprised of Blacks, while only 6.1% of
the population of Western Suffolk is Black. There is a need for greater
minority services on the East End. A complete breakdown
of racial characteristics is shown in Table 7.
The educational attainment data indicates that the majority of
the East End population over 25 years of age has completed high school.
Education data for the five East End Towns is presented in Table 8.
Data on occupational trends is presented in Tables 9 and 10.

Fa~ily - a family consists of a householder and one or more
other persons living in the same household who are related to the
householder by birth, marriage or adoption; all persons in a household
who are related to the householder are regarded as members of his or
her family,
Household - One person in each household is designated as the
"householder". In most cases, this is the person or one of the persons
in whose ~ame the home is owned or rented. If there is no such person
in the h0,~ehold, any adult household member could be designated as the
"householder" .
Non-Familv-Onlv Household - A non-family only household is a
household in which unrelated individuals live together - or an
unrelated individual may be living with a family.

(1) Median household income for each of the Eastern Suffolk
Towns is below that of Suffolk Cow cy.
(2) Number of Eastern Suffolk households make up approximately
10% of the County's households (42,924 vs 424,719).
(3) Persons per household for each of the Eastern Towns is
lower than that for Suffolk County and the Bi-County
region.
(4) Median family income for each of the Five Eastern Towns is
lower than that for Suffolk County.
(5) The number of persons residing in households in the East
End is 8% of the total number of persons residing in
households for the County (103,900 vs 1,292,470).
(6) The East End's total number of families '.:onstitutes 8.5% of
the County's total number of families (20,972 vs 340,593).

Table 13 shows that in 1980, 32.9% of East End families
had one worker. 45.8% had two or more workers, and 21.3%
had no working members. This latter statistic is substantially
greater than families having no workers in Western Suffolk
(9.1%). and is reflective of the higher proportion of senior
citizen population. Additionally, Eastern Suffolk had a
lower percentage of those in "one" and "two or more workers"
categories than Western Suffolk.

CHARACTERISTICS OF THE EASTERN SUFFOLK REGION.
Table 14 shows that the Five Eastern Towns had a 20.85% increase
in the number of housing units from 1980 to 1990, while Suffolk County
had a 11.49% increase, and the Bi-County region had a 7.14% increase.
Table 15 illustrates that in 1990 Eastern Suffolk had a greater
percentage of housing units that are renter occupied, and a lower
percentage of housing units that are owner occupied, compared to
Suffolk County.
There are some people living in units in Eastern Suffolk that are
not considered owner or renter occupied. Some of these people can be
characterized as living ih group quarters. As defined by the U.S.
Bureau-of the Census, group quarters are defined as all persons not
living in households. Two general categories of persons in group
quarters are recognized: (1) Inmate of Institution, and (2) Other.
The latter category includes all persons living in group quarters who
are not inmates of institutions. For example, rooming and boarding
houses, communes, farm and non-farm workers' dormitories, or in
sorority and fraternity houses; patients in general or maternity wards
of hospitals who have no usual residence elsewhere; staff members in
institutuional quarters; and persons enumerated in missions,
flophouses, Salvation Army shelters, railroad stations, etc.

In October 1991 the Department had an active Public Assistance
caseload of 1,572 in the Eastern Towns. Of this number, 1,100
persons received Aid to Families with Dependent Children and 423
persons received Home Relief (Suffolk County Department of Social
Services). Food Stamps total 2.294 active caseloads as of
October 1991; 1,165 of these cases also received Public
Assistance.
Also, as of October 1991 there were 1,254 active Medical
Assistance cases.
This data is summarized in Table 28.
NOTE: There are many agencies. in addition to the Suffolk
County Department of Social Services, which provide
services to the poor of the East End. Information on
agencies of this type can be obtained from the East End
service member agencies and the Suffolk Community
Council. Suffolk County Inter-Agency Coordinating

SENIOR CITIZENS
The problems of the elderly are becoming increasingly
difficult in Suffolk County. In this time of dwindling county,
state and federal budgets, resources for all groups are becoming
more scarce. This is most especially true of seniors, since the
number of elderly in Suffolk is increasing at a more rapid rate
than other segments of the population,
By the year 2010, the population of seniors in Suffolk county
will represent 14.3% of the total population.
Some of the issues that concern the elderly in Suffolk are
the lack of affordable housing for low and moderate income
seniors, the paucity of doctors who have been trained as
gerontologists, and the increasing incidence of substance abuse
and abuse of elders.
Another problem for seniors is the shortage of public
transporation available in the County. This is especially
problematic for East End residents since the distances between
shopping, medical facilities and County facilities are so spread
out. A senior living on either the North or South Fork must
travel a relatively great distance to get social service
assistance - since the closest Suffolk County offices are located
in Riverhead.
Elderly abuse is be~oming increasingly prevalent, as
evidenced by the fact that the County has instituted an Office for
Adult Protective Services. One of the possible reasons for the
increase in abuse of the elderly is that, for the economic reasons
previously mentioned, many elders are forced to reside with their
children. This places unusual stress on both parties and
increases the opportunity for mistreatment of the senior.

Based on the 1990 census, 20.4% - or 21,754 persons - of
the East End population is made up of children and youths
under age 18.
The population of youth has its own particular problems
and needs which include: court related problems (e.g.,
persons in need of supervision, admissions to county jails,
family court petitions): services for the mentally and
emotionally handicapped; suicide rates: physically
handicapped youths: unemployment: child abuse: dropout

MIGRANT AND SEASONAL FARMWORKERS
Agriculture is one of Eastern Suffolk's leading industries.
Its success relies heavily upon migrant and seasonal workers. Migrant
farmworkers are those primarily from Puerto Rico who move through the
Eastern States in response to seasonal and agricultural harvesting
changes.

Women make up the majority of the population of the East End.
In 1990. women comprised 51.8% of the population at a total of 55.251.
Blacks and Hispanics made up 7.9% and 2.9% of the East End population.
respectively. There were. according to 1990 census data. 8.370 Blacks
and 3,039 Hispanics in the Eastern Towns.
Issues which continue to concern women on the East End are the
shortage of affordable child care for working women. domestic
violence. poverty, substance abuse. and others too numerous to
mention.
Another problem difficult to quantify is the matter of abused
women. The reported number of cases is probably just an indication of
the actual number of battered women on the East End.

FAMILIES AND ADULTS
The 1990 Census cites that there are 50,026 married; 21,470
single; 2,028 separated; 9,178 widowed; and 5,524 divorced persons
on the East End. There were 28,972 families and 42,924 households in
Eastern Suffolk. The Census Bureau defines a household and a family
as: A household includes all persons who occupy a housing unit.
"Persons per household" is obtained by dividing the number of persons
in households by the number of households. A family consists of a
householder and one or more other persons living in the same household
who are rela.ted to the householder by birth, marriage, or adoption.
There are many problems facing East End families and adults as
well as Suffolk County families and adults. One of the most
pronounced problems is substance abuse. Alcohol abuse has been
reported by East End clinics and counseling agencies as the primary
type of substance abuse by their clientele followed by marijuana and
cocaine. The Riverhead County Center reported 1,700 for alcohol
counseling in 1988. North Suffolk Operation reported 4,000 visits in
1988.
There are concerns for East End families whose members are
experiencing psychiatric problems. This is at a time when the state
is discharging an increasing number of clients from state psychiatric
centers and putting these seriously mentally ill people out into the
community. Unfortunately, a series of budget reductions over the last
few years have sharply reduced the mental health clinics' ability to
help meet all these mental health needs.
