".. '" . " SELECTED DEMOGRAPHIC CHARACTERISTICS OF THE EAST END OF SUFFOLK COUNTY The East End of Suffolk County is comprised of five towns: Southampton and East Hampton on the South Fork: Southold and Riverhead on the North Fork; and Shelter Island located on the bay between the two Forks. The East End covers an area of approximately 347 square miles, with population of 106,593 persons (U.S. Census 1990). See Table 1 for breakdown of area and population for each Town, and Table 2 for 1990 population and population projections from 1995 to 2010. It should be noted that a 36.4 increase in population is expected in the twenty year period between 1990 and 2010. The population density (persons per square mile) has shown a consistent increase in the past three decades for the East End. From the data presented in Tables 2 and 3 it can be postulated that the population density will continue to increase through the year 2010. The population is fairly evenly distributed between the sexes in the East End. However, as a percentage of total population, the female population does exceed the male population by 3.6%. This data is summarized in Table 4. An analysis of the median age of the East End population reveals a substantially higher median age than that of Suffolk County as a whole. This is reflective of the greater concentration of senior citizens. The data on median age is presented in Table 5. -6- . """,. According to the U.S. Census, 1990, the majority of the population on the East End over 15 years of age is married, i.e., 50,026, or 56.7%, of a total of 88,226 persons. 24.3% are single, 2.3% are separated, 10.4% are widowed, and 6.3% are divorced. When this data is compared to data on the West End, it is found that the East End has a higher percentage of separated, widowed and divorced individuals. In the western part of Suffolk, 2.0% of the population is separated; 6.5% is widowed, and 5.4% is divorced. Complete data on marital status is illustrated in Table 6. The population of Eastern Suffolk is predominantly White (90.4%). However, 7.9% of the population is comprised of Blacks, while only 6.1% of the population of Western Suffolk is Black. There is a need for greater minority services on the East End. A complete breakdown of racial characteristics is shown in Table 7. The educational attainment data indicates that the majority of the East End population over 25 years of age has completed high school. Education data for the five East End Towns is presented in Table 8. Data on occupational trends is presented in Tables 9 and 10. SCC-1992 -12- -. -' . -, Suffolk Bi-County E.Hamo. Riverhead She1.Is. TABLE 13 - SUMMARY TABLE 13 - DATA ABOUT THE NUMBER OF WORKERS IN A FAMILY AND THEIR AVERAGE EARNINGS IS IMPORTANT WHEN ANALYZING THE INCOME OF AN AREA. TABLE 13 PROVIDES INFORMATION ON THE NUMBER OF WORKERS IN EAST END FAMILIES AND THEIR AVERAGE EARNINGS. Table 13 shows that in 1980, 32.9% of East End families had one worker. 45.8% had two or more workers, and 21.3% had no working members. This latter statistic is substantially greater than families having no workers in Western Suffolk (9.1%). and is reflective of the higher proportion of senior citizen population. Additionally, Eastern Suffolk had a lower percentage of those in "one" and "two or more workers" categories than Western Suffolk. SCC-1990 -24- , .' , .' . TABLES 14 AND 15 - SUMMARIES TABLES 14 AND 15 OFFER DATA THAT GIVES A PICTURE OF THE HOUSING CHARACTERISTICS OF THE EASTERN SUFFOLK REGION. Table 14 shows that the Five Eastern Towns had a 20.85% increase in the number of housing units from 1980 to 1990, while Suffolk County had a 11.49% increase, and the Bi-County region had a 7.14% increase. Table 15 illustrates that in 1990 Eastern Suffolk had a greater percentage of housing units that are renter occupied, and a lower percentage of housing units that are owner occupied, compared to Suffolk County. There are some people living in units in Eastern Suffolk that are not considered owner or renter occupied. Some of these people can be characterized as living ih group quarters. As defined by the U.S. Bureau-of the Census, group quarters are defined as all persons not living in households. Two general categories of persons in group quarters are recognized: (1) Inmate of Institution, and (2) Other. The latter category includes all persons living in group quarters who are not inmates of institutions. For example, rooming and boarding houses, communes, farm and non-farm workers' dormitories, or in sorority and fraternity houses; patients in general or maternity wards of hospitals who have no usual residence elsewhere; staff members in institutuional quarters; and persons enumerated in missions, flophouses, Salvation Army shelters, railroad stations, etc. SCC-1992 -26- TABLE 14 Change in the Number and Distribution of Housing Units. 1980 and 1990 1980 1990 % of % of Change 1980-90 ;~ of Bi-County II of Bi-County ,~ of Towns Units Total Units Total J.!!I..ill ~ East Hampton 12.971 1.50 17.068 1. 84 4.097 31. 59 Riverhead 9,158 1.06 10.801 1.16 1.643 17.94 Shelter Island 1,818 0.21 2.148 0.23 330 18.15 Southampt:r:Hl 28,466 3.29 33,795 3.64 5.329 18.72 Southold 11,130 1.29 12,979 1. 40 1. 849 16.61 Suffolk County 431, 722 49.87 481.317 51. 89 49.595 11.49 Bi-County Region 865,767 100.00 927,609 100.00 61,842 7.14 DATA SOURCE: U.S. Census of Population & Housing. 1980 & 1990 SCC - 1992 -27- TABLE 15 Tenure of Occupied Housing 1980 and 1990 1980 All Occupied Units Owner Occupied Renter Occupied Municioalitv Total Number % of Total Number % of Total Riverhead 7,492 5,719 76,33 1. 773 23.67 Shelter Island 887 740 83.43 147 16.57 East Hampton 5,760 4,534 78.72 1,226 21.28 Southampton 16,747 12,724 75.98 4,023 24.02 Southold 7,461 5,983 80.19 1. 478 19.81 Eastem Suffolk 38,347 29,700 77.50 8.647 22.50 Suffolk County 385,719 308,006 79.85 77,713 20.15 1990 All Occupied Units Owner Occupied Renter Occupied Municioalitv Total Number % of Total Number % of Total Riverhead 8 736 6,824 78.11 1,912 21.89 Shelter Island 1. 01,7 862 84.76 155 15.24 East Hampton 6,882 5,437 .79.00 1. 445 21.00 Southampton 18,164 13,794 75.94 4,370 24.06 Southold 8,125 6,421 79.00 1,704 21. 00 Eastern Suffolk Suffolk County 42,924 424,719 33,338 340,253 77.67 80.11 9,586 84.466 22.33 19.89 DATA SOURCE: U.S. Census - 1980 & 1990 SCC - 1992 -28- . These specified poverty levels are obtained by multiplying the income cutoffs at the poverty level by the appropriate factor. For example. the income cutoff at 125% of the poverty level was $15.844 for a family of four persons. Source: U.S. Census 1990; L.I. Date Source: Suffolk County Department of Labor. SCC - 1991 -47- .' ,; SENIOR CITIZENS The problems of the elderly are becoming increasingly difficult in Suffolk County. In this time of dwindling county, state and federal budgets, resources for all groups are becoming more scarce. This is most especially true of seniors, since the number of elderly in Suffolk is increasing at a more rapid rate than other segments of the population, By the year 2010, the population of seniors in Suffolk county will represent 14.3% of the total population. Some of the issues that concern the elderly in Suffolk are the lack of affordable housing for low and moderate income seniors, the paucity of doctors who have been trained as gerontologists, and the increasing incidence of substance abuse and abuse of elders. Another problem for seniors is the shortage of public transporation available in the County. This is especially problematic for East End residents since the distances between shopping, medical facilities and County facilities are so spread out. A senior living on either the North or South Fork must travel a relatively great distance to get social service assistance - since the closest Suffolk County offices are located in Riverhead. Elderly abuse is be~oming increasingly prevalent, as evidenced by the fact that the County has instituted an Office for Adult Protective Services. One of the possible reasons for the increase in abuse of the elderly is that, for the economic reasons previously mentioned, many elders are forced to reside with their children. This places unusual stress on both parties and increases the opportunity for mistreatment of the senior. SCC-1992 -49- -..J},". . There are many problems facing East End families and adults as well as Suffolk County families and adults. One of the most pronounced problems is substance abuse. Alcohol abuse has been reported by East End clinics and counseling agencies as the primary type of substance abuse by their clientele followed by marijuana and cocaine. The Riverhead County Center reported 1,700 for alcohol counseling in 1988. North Suffolk Operation reported 4,000 visits in 1988. There are concerns for East End families whose members are experiencing psychiatric problems. This is at a time when the state is discharging an increasing number of clients from state psychiatric centers and putting these seriously mentally ill people out into the community. Unfortunately, a series of budget reductions over the last few years have sharply reduced the mental health clinics' ability to help meet all these mental health needs. SCC-1992 -71-
