A special meeting of the Southold Town Planning Board was held 2:00
p.m., Friday, September 9, 1983 at the home of Bennett Orlowski.
Present were:
Chairman Henry E. Raynor, Jr.
Member G. Ritchie Latham, Jr.
Member Bennett Orlowski, Jr.
On motion made by Mr. Latham, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board approve a set-off
(106-13) on the property presently owned by Richard ~iraglia, to be
conveyed to Lonald E. Strain for a one-family residence subject to
the following conditions:
(1)
The two flag-lot configuarations to be eliminated and
a right-of-way, in a minimum width of 25' to be desig-
nated on the map to assure access to the two rear ad-
joining parcels in the event this property is further
subdivided in the future.
(2) Receipt of filing fee in the amount of $50, payable to
the Southold Town Clerk.
Vote of the Board: Ayes: Raynor, Latham Orlowski
On motion made by Mr. Latham, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board approve a set-off
(106-13) as indicated on the map of William and Richard Gillooly,
dated September 1, 1983, located at Orient, with a condition that
covenants and restirictions be filed stating no further subdivision
will be made on the one-acre business property in the future.
Vote of the Board: Ayes: Raynor, Latham, Orlowski

On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED that th~ Southold Town Planning Board approve a set-off
(106'13) as indigated on the map of Christina M. Dinizio, located
at Greenport, with a condition that a single family residence only
be permitted for each lot.
Vote of the Board: Ayes: Raynor, Latham, Orlowski
On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED that the Southold Town Planning Board approve a set-off
(106-13) of the Estate of Alexander Wilcenski as indicated on the
survey dated Mar~h 1, 1983, to be merged with the adjoining property
of Mitchell and Theresa Wilcenskio

On motion made by Mr. Latham, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board approve the site plan
of Gary Ftanner Olsen, located at Cutchogue, subject to certification
from the Building Inspector's Office, an on site field inspection by
the Planning Board prior to the issuance of a Certificate of Occupancy
and a one year review.

On motion made by Mr. Latham, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board approve the site
plan "Future Machines Crop.", located at Southold, subject to
certification from the Building Inspector's Office, an on site
field inspection by the Planning Board prior to the issuance of a
Certificate of Occupancy and a one year review.

On motion made by Mr. Latham, seconded by Mr. Orlowski, it was
RESOLVED that the Southold Town Planning Board approve a set-off
(106-13) as indicated on the map "Andrew Lettieri", dated March 29,
1983, subject to the filing of covenants and restrictions stating
no further subdivision will be made on the one-acre business prop-
erty.

On motion made by Mr. Orlowski,seconded by Mr. Latham, it was
RESOLVED that the Southold Town Planning Board approve the site plan
to be known as "Windsway of $outhold Associates", located at Southold,
subject to certification from the Building Inspector's Office, an on
site field inspection by the Planning Board prior to the issuance of
a Certificate of Occupancy and a one year review.

On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED that the Southold Town Planning Board declare itseld lead
agency with regard to the State Environmental Quality Review Act in
the matter of the proposed subdivision "Laurel Estates, located at
Laurel.

On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED that the Southold Town Planning Board approve the sketch
map of the proposed cluster development as indicated on the map
"Laurel Estates", located at Laurel, subject to the following con-
ditions:
(1) Town board approval for this property to be
developed in a cluster concept.
(2) Coienants and restrictions stating the interior
22~ acres will remain open space in perpetuity.
(3) Covenants and restrictions stating the easterly
24~ acres will not be subdivided in more than four (4)
parcels.

On motion made by Mr. Orlowski, seconded by Mr. Latham, it was
RESOLVED that the Southold Town Planning Board approve the amended
site plan of Athanasios Spinthourakis/Blue Dolphin Motel, located at
East Marion, subject to certification from the Buildin~ Inspector's
Office, an on site field inspection by the Planning Board prior to the
issuance of a Certificate of Occupancy and a one year review.
Vote of the Board: Ayes: Raynor, Latham, Orlowski
It was the concensus of the members present that the Building Depart-
ment be notivice that a snack bar appeared to be in operation, as in-
dicated by a sign in formt of the existing motel, and the Planning
Board Office has no record of approving its use.
Director's Seat/Razmataz - The Board noted after inspecting this
area, that no fencing of parking has been done on this site.
Being no further business to come before the Board, Mr. Orlowski
made a motion to adjourn, seconded by Mr. Latham, and carried.
Meeting adjourned at 3:00 p.m.

WAIVER OF NOTICE OF PLANNING BOARD MEETING
WE, the undersigned, being members of the Planning Board, of
the Town of Southold, Suffolk County, New York, do hereby
severally waive notice of time, place and purpose of the
meeting of the Planning Board to be held at 2:00 p.m. at the
Town Hall, Main Road, Southold, New York on September 9, 1983,
at the home of Bennett Orlowski, Jr. located at Cutchogue,
and do hereby consent that the same be held on said date for
the transaction of any business which may properly come before
said meeting.
