MULLEN, Jr. TELEPHONE 765 - 1938 A meeting of the SoUthold Town Planning Board was called to order by Henry E. Raynor, ~r., Chairman, at 9:30 a.m. August 17, 1983 on the Ferry "Olinda" en route to Fishers Island. Present were: Henry E. Raynor, Jr., Chairman G. Ritchie Latham, Jr., Member William F. Mullen, Jr., Member Paula Gilbert, Raymond, Parish, Pine & Weiner The Board reviewed maps with regard to areas to be designated for marine use within the town. Low density on the coastal areas was discussed with consideration of the Federal Flood Plain. Mr. Raynor stated, after a meeting with Greenport Village Planners,~ that some of the water mains are 100 years old, and consideration of water supply to high density areas should be studied. Mr. Raynor asked Raymond Jacobs, Deputy Superintend~ of Highways, to give input regarding public accesses ~ to beaches verses private accesses~ Mr. Jacobs stated the Town presently is responsible for clearing 300 barrels at road ends. He stated no parking signs would be necessary for neighboring houses. Mr. Jacobs stated more access on the sound is defini~ needed. On mOtion made by Mr. Latham, seconded by Mr. Mullen, it was~ RESOLVED that the Southold Town Planning Board approve the minutes of the Planning Board meeting July 11, 1983. Vote of the Board: Ayes: Raynor, Latham, Mullen On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board approve the minutes of the Planning Board meeting July 25, 1983. Vote of the Board: Ayes: Raynor, Latham, Mullen pg. (2) 8/17/83 On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board accept Inspector John W. Davis' report ~312 regardinq road construction within the subdivision known ,as Sea Aire Estates, located at Matt'ituck. Vote of the Board: Ayes: Raynor, Latham, Mullen On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board ~cept Inspector John W. Davis' report #310 regarding the access road within the subdivision of Folly Beach Ltd; C. Edmonds Allen & Peter F. Kreh~ ~ located at Mattituck. Vote of the Board: Ayes: Raynor, Latham, Mullen The following was introduced by Mr. Latham, seconded by Mr. Mullen, and carried. NEGATIVE DECLARATION Notice of Determination of Non-Significance PROJECT NAME: Southold Commons This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 of the State Environmental Quality Review Act of the Environmental Conservation Law. This board determines the within uroject not to have a signifi- cant adverse effect on the environment. Also, please take notice that this declaration should not be considered a determination made for any other department of agency which may also have an application pending for the same or similar project. TYPE OF ACTION: Unlisted DESCRIPTION OF ACTION: Construction of 92 two-bedroom units to house senior citizens, to be constructed on a 23 acre parcel zoned M-1. LOCATION OF PROJECT: Hamlet of Southold, Town of Southold, County of Suffolk and State of New-York. pg. (3) 8/17/83 REASONfS) SUPPORTING THIS DETERMINATION: (1) An Environmental Assessment in the Long Form has been sub- mitted which indicates that no significant adverse e~fects to the envoronment are likely to occur should this project be implemented as planned. Long, Secretary, Southold Town Planning Board, Main Road, Southold, New York 11971 On motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board set 7:30 p.m.~ Monday, September 19, 1983 at the Town Hall, Main Road, Southold, New York as the time and place for the next reqular meetinq of the Board. Vote of the Board: Ayes: Raynor, Latham, Mullen MEETING RECESSED AT 10:20 a.m. MEETING RECOVENED AT 1:00 p.m. at Fishers Island Schoolhouse. James Wall, member, was present. On motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board arranqe a final inspection "Peconic Knolls" for Planning Board recommendations re- garding bond upon completion of the two recommendations stated in Raymond C. Dean's letter dated July 29, 1983. Vote of the Board: Ayes: Raynor, Latham, Mullen, Wall Grand View Estates - The Board reviewed correspondence between Planning Board Office and the Town Attorney, along with Inspector Davis' report #313. It was the concensus of the Board that a recharge basin be built according to town specifications. Mr. Latham was instructed to inspect the condition O~ the road con- struction for the issuance of building permits. pg. (4) 8/17/83 Katherine Heins at Orient - The Board reviewed correspondsnce from the applicant explaining their reasons for subdividing this property. On motion made by Mr. Mullen, seconded by Mr. Latham,it was RESOLVED that the Southold Town Planning Board disapprove the minor subdivision of Katherine Heins, located at Orient, based on insufficient area, 100-31. Vote of the Board: Ayes: Raynor, Latham, Mullen, Wall Future Machines Site Plan - The Board reviewed correspondence from Donald A. Denis, Architect, requesting Planning Board consideration of reducing side yard requirement. On motion made by Mr. Latham,seconded by Mr. Wall, it was RESOLVED that the Southold Town Planning Board remain in agreement that the site plan "Future Machines" be amended by increasing the easterly side yard to a minimum of six (6) feet and the westerly driveway to a minimum of 12 feet. Vote of the Board: Ayes: Raynor, Latham, Mullen, Wall ~eon Marcus at Orient - The Board reviewed correspondence from the Town Attorney regarding the subdivision of this property. On motion made by Mr. Wall, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board declare itself lead agency in regard to the State Environmental Quality Review Act in the matter of the minor subdivision of Leon Marcus, located at Orient. An initial determination of nonsignificance has been made. ~ote of the Board: Ayes: Raynor, Latham, Mullen, Wall On motion made by Mr. Mullen, seconded by Mr. Wall it was RESOLVED that the Southold Town Planning Board approve the sketch map of the minor subdivision of Leon Marcus, located at Orient, dated February 11, 1983. Vote of the Board: Ayes: Raynor, Latham, Mullen, Wall pg. (5) ~ 8/17/83 ~incent Annabel minor subdivision - The Board reviewed correspon- dence from Edward Tashjian, lot owner, dated August 9, 1983. It was the concensus of the Board not to relinquish restriction number three, as this condition was place by the Suffolk County Planning Commission in their reco~endations necessary for approval, and applicant seek relief from the Commission. Blue Dolphin Motel/Spinthourakis at East Marion - It was the concen- sus of the Board to make an on site field inspection of this p~operty prior to any anction. John Simicich/Dolomite - The Board reviewed Mr. Dolomite's contractor's proposal regarding improvements to the right-of-way on this property. and noted that the Board had not yet received correspondence from the Town Attorney regarding who is responsible for the cost of improve- ments necessary. On motion made by Mr. Wall, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board accept Inspector John W. Davis' report ~302 regardinq improvements to the access road within the subdivision "John Simicich", located at Southold. Vote of the Board: Ayes: Raynor, Latham, Mullen, Wall CutchQgue Library Expansion - The Board reviewed certification from Edward Hindermann, Building Inspector. It was the concensus of the Board to request clarification from this office based on the appeals approved by the Zoning Board of Appeals. Serge Doyan Property Split - The Board will request that the applicant submit a letter requesting a set-off (106-13). PG. (6) 8/17/83 On motion made by Mr. Latham, seconded by Mr. Wall, it was RESOLVED that the Southold Town Planning Board accept Inspector John W. ~avis' report ~311 with regard to the status of road con- struction and improvements reported in Roderick Van Tuyl, P.C. report dated July 5, 1983, within the subdivision knownas Long Pond Estates, Section I, located at Southold. Vote of the Board: Ayes: Raynor, Latham, Mullen, Wall John & Olivia Fellinger-Ihar - The Board read correspondence from the ~pplicant's regarding this major proposal filed as "Woodbine Manor". The Board will notify the applicant's to contact the Review Board regarding the status of this subdivision and the present two- acre zoning. Paula Gilbert, RPP&W, discussed the concept of transfer of develop- ments rights within the town as part of the master plan update to preserve farmland and large open lands in Mattituck, Cutchogue, Southold and Orient. The Board was in agreement to discuss this concept- with George Raymond, President of RPP&W, August 30, 1983. A need for marine commercial use was expressed, along with the need for a public pool. On motion made by Mr. Wall, seconded by Mr. Latham, it was resolved that the meeting be adjourned. Meeting adjourned at 2:40 p.m. Vote of the Board: Ayes: Raynor, Latham, Mullen, 5:45 p.m. The Board members and Paula Gilbert reviewed and refined the hamlet maps of Southo!d, Orient, Mattituck and Cutchogue with regard to the present uses within the areas.
