Present were: Henry E. Raynor, Jr., Chairman William F. Mullen, Jr. Member Ritchie' Latham, Member On a motion made by Mr. Latham, seconded by Mr. Mullen it was RESOLVED that the South~ld Town Planning Board appr~es the stipulation of James and Stella Manos, Index 84-4256 which states that the petitioners shall withdraw and terminate the above action upon the respondents issuing a resolution determining that the installation of berms in the subject subdivision is not required or necessary; that the subdivision access road, namely ~rvan's Way., may be used for access to lots 2 and 3, as well as lot 4; and, subject to the approval of the Southold Town Planning Board different materials than those specified by road inspector Davis in his report No. 340 may be used in the construction of the access road. Vote of the Board: Ayes: Raynor, Mullen, Latham Sebastian's Cove On a motion made by Mr. Latham, seconded byMro Mullen it was RESOLVED that the Southold Town Planning Board refer the final maps for Sebastians Cove to the necessary State and County Agencies, and to Lawrence hill for the preparation of a bond estimate. Vote of the Board: Ayes, Raynor, Mullen, Latham On a motion made by Mr. Latham, seconded by Mr. Mullen it was RESOLVED that the Southold~Town Planning Board set Monday, May 7 1984 at~7~30 p.m. at the Sou~hold Town Hall~ Main Road, Southold as the time and place for the public hearing on the question of approval of the final maps of Sebastian's Cove located at Mattituck. Vote ofthe Board: Ayes: Raynor, Mullen, Latham Bayview Ventures On a motion made by Mr. Latham, seconded by Mr. Mullen it was RESOLVED that the Southold Town Planning Board grant a 90-da¥ extension for the filing of the final maps_of Bayview Ventures located at Matttiuck as per the request of Anthony T. Conforti, attorney for the applicants. Vote o'f the Board: Ayes, Raynor, Mul!en, Latham DESCRIPTION OF ACTION The major subdivision of Bayview Ventures, located at Mattituck is a 40 lot subdivision on 49.140 acres. The project has bee~ determined'not to have a significant effect on the environment for the following reasons: An environmental assessmenthas been submitted which indicated that no significant adverse effects to the environment were likely to occur should the project ha implemented as planned. ~ ? pg (3) ~' 3/30/84 Because there has been no response in the allotted time from the New York State Department of Environmental Conservation it is assumed that there is no objection nor comments by that agency. _ -- ~ Because there has been no response from the Suffolk County Department of Health Services in the allotted time, it is assumed that there is no objection nor comment by that agency. The project will meet all the requirements of the Code of the Town of Southold Subdivision of Land Regulations. Vote of the Board: Ayes: Raynor, Mullen, Latham On a motion made by Mr. Latham, seconded by Mr. Mullen it w~ RESOLVED that the Southold Town Planning Board approve the site plan "Cross Sound Ferry" for the construction of a ferry terminal subject to a one-year review. Site plan is dated January 21,1984, and located at Orient Vote of the Board: Ayes: Raynor, Mullen, Latham On a motion made by Mr. Mullen, seconded by Mr. Latham it was RESOLVED that the Southold Town Planning Board accept reDort No. 348 from Inspector John W. Davis for the access road to Lot No. 13 with the subdivision of Captain Kidd Estates located at Mattit~ck. Vote of the Board : Ayes: Raynor, Mullen, Latham Following a field iRspection the following action was taken on the Scire application. On a motion made by Mr. Mullen, seconded by Mr. Latham it was RESOLVED that the Southold Town Planning Board qr~nt sketch approva~ for the 4-Iot minor subdivision of Philip V. Scire, located at Cutchogue, dated November 15, 1983. Vote of the Board: Ayes: Raynor, Mullen, Latham On a motion made by Mr. Mullen, seconded by Mr.Latham it was RESOLVED that the So'uthold Town Planning Board grant sketch approval to the minor subdivision of Emil Conklin Estate following a field inspection of the area. The sketch plan is dated August 28,19.83 and located at Greenport. Vot~of the Board: Ayes: Raynor, Mullen, Latham On a motion made by Mr. Latham, seconded by Mr. Mullen it was RESOLVED that following a field inspection the Southold Town Planning Board has no objection to the lay-out of the proposed pg (5) f~ 3/30/84 set-off of David and Jeanne Brawn~r, however~ the Board disapproves the set-off due to insufficient area, 100-31. Vote of the Board: Ayes: Raynor, Mullen, Latham Following a field inspection, the following action was takeny on the Grigonis application. On a motion made by Mr. Latham, seconded by Mr. Mullen it was RESOLVED that the South'old Town Planning Board d~sapprove the set-off of Mary Gr~gonis l®cated at Southold due to'insufficient area (100-31) The Board also noted that they had no objection to the t~y out. Vote of the Board: Ayes: Raynor, Mullen, Latham On a motion made by Mr. Mullen, seconded by Mr. Latham it was RESOLVED that the Southold Town Planning Board recommend that John and Frances DiVello petition the Town Board for relief from the tWo-acre zoning, with regard to the minor subdivision application located at Mattituck. Vote of the Board: Ayes: Raynor, Mullen, Latham On a motion made by Mr. Mullen, seconded by Mr. Latham it was RESOLVED that the Southold Town Planning Board deny the application of Arnold and Karen Blair located at East Marion due to the undersized lots (100-31). Vote of the Board: Ayes: Raynor, Mullen, Latham Howard Rosenstone at Cutchogue: On' a motion made by Mr.Mullen~%sseonded by Mr. Latham it was RESOLVED that the Southold Town Planning Board declare itself lead agency under the State Environmental Quality Review Act. An initial determination of non-significance has been made. Vote of the Board: Ayes: Raynor, Mutlen, Latham On a motion made by Mr. Mullen, seconded by Mr. Latham it was RESOLVED that the Southold Town Planning Board grant sketch aDproval for the 2-lot minor subdivision of Howard Rosens~one loCked at Cutchogue, dated February 3, 1984. Vote of the Board: Ayes: Raynor, Mullen, Latham -~ pg (6) ~ 3/30/84 Following a fie~d inspection, the following action was taken regarding the set-off of Wanat at Mattituck. On a motion made by Mr. Mullen, seconded by Mr. Latham it was RESOLVED that the Sout~Qld Town Planning Board deny the set-off of Joseph A. Wanat. located at. Matt±tuck due to the insufficient width of the parcel to be set-off, Parcel No. 2. Vote of the Board: Ayes: Raynor, Mullen, Latham Winds Way-following a field inspection and review of this application it was the concensus of the Board that his subdivision Would be favored if the lots were re-designed to show 2 lots instead of the 3 p~oposed, and the building envelopes should be above the 5'foot contour. Greenport Mall- It was the con~ensus of the Board that this applicant be brought in at the next available meeting to discuss this proposed site plan. Sledjeski-Char!esT following ~ field inspection and review of this application for a set-of~ at ~rient it was noted that the buil_dab~fe~ ~rea of t~e~ S:~-~o~cis ~ tha~ 8~0:;000 sq~ar~~ feet thus creating an undersized tot. And, there are two existing ~d~e~ll..i~ng u~n~ts ~on ~he~ par~cel~j~~D~%r~arcel to be set'off. This house lot should be 160,~0'0 square feet, therefore, it too would be undersized as a res~t of the proposed set-off. ~- following a field ~nspection of this subdivision and on review of the file it was ~oted that the land is held by the Southold Equities C°rpora~ion~ . The Board requests that a certificate of disclosur~be ~urnished listing the principals Of this corporation. The Board will hold this application in abeyance until this is furnished. On a motion made by Mr. Mulle~, seconded by Mr. Latham it was RESOLVED that the Southold To~n Planning Board aDprove the sketch map of Richard and Sophia Greenfield located at Peconic, dated February 2, 1984, s~bject to ~he Zoning Board of Appeals ~approval of the riGht-of-way outside t~e metes and bounds of the subdivision. Vote of the Board: Ayes: R~ynor,~Mu~len, Latham Being no further business to c~ome ~b~fore the Board Mr. Mullen made a motion to adjourn, seconded by Mr. Latham and carried.
