Present Were: Don Wilder, Chairman Jack McGreevy, Member Peter Young, Member James Eckert, Member Chris Kempner, Member Doug Hardy, Member Glen McNab, Member Scott Worth, Student Member Lauren Standish, Secretary Absent Were: Jacob Smith, Student Member Bob Ghosio, Trustee CALL TO ORDER Chairman Don Wilder. called the meeting to order at 6:00 PM CHAIRMAN'S ANNOUNCEMENTS REPORTS Member Peter Young distributed copies of the National Bio and Agro-Defense Facility Environmental Impact Statement to each of the members for their review. 2 GUEST SPEAKER Merlon Wiggins gave a presentation on Historic Lighthouses, focusing in on the lighthouse on Plum Island. He would like to see the Town take over this lighthouse, in case federal management phases out. APPROVAL OF MINUTES Moved by James Eckert, seconded by Jack McGreevy, to Approve the Minutes of March 12, 2008. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Don Wilder, seconded by Peter Young, it was RESOLVED to SUPPORT the Wetland Permit application of ROBERT & RUTH UNGERLEIDER to break-up remnants of collapsed seawall section on beach area and construct 32'+/- of new 1 to 2 ton rock retaining wall within old seawall line. Place broken remnants of collapsed seawall section behind new retaining wall as fill. Located: 11292 Main Rd., East Marion. SCTM#31-13-9.1 Inspected by: Don Wilder, Glen McNab, Peter Young Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of HANK & SUSAN RUGGIERO for the renovation to the existing residence, existing 20 sq. ft. front entry with second-story above, replacement of poured concrete retaining walls, and new 22'X 30' stone patio. Located: 425 Calves Neck Rd., Southold. SCTM#63-7-29.1 Inspected by: Don Wilder, Glen McNab, Peter Young, Jack McGreevy The CAC Supports the application with the Condition a drainage plan to contain all roof run-off is submitted, a 20' non-turf buffer is installed landward of the bulkhead, and a pervious driveway. The CAC also observed a drainage problem along the west side of the driveway, where the run-off was being discharged into Town Creek. The CAC also questions the irrigation within the 20' buffer zone. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Peter Young, it was 3 RESOLVED to SUPPORT the Wetland Permit application of PATRICIA & THOMAS NADHERNY to construct asecond-floor addition onto the existing dwelling, renovate the first floor, new windows and siding. Located: 1025 Pine Neck Rd., Southold. SCTM#70-5-34 Inspected by: Don Wilder, Glen McNab, Peter Young The CAC Supports the application with the Condition a line of staked hay bales is installed prior to construction activities and drywells and gutters are installed to contain all roof run- off. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of ARIELLE S. GEROSA to construct a new full second-story addition to the existing one-story dwelling, reconstruct existing deck, and increase the size of the existing septic system. Located: 415 Aquaview Ave., East Marion. SCTM#21-2-5.1 Inspected by: Don Wilder, Glen McNab, Peter Young The CAC Supports the application with the Condition gutters and drywells are installed to contain all roof run-off, and the installation of a 10' non-turf buffer. In the event the first floor cannot support the second-floor addition, the CAC requests the opportunity to re-visit the site for a further review of the project. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND PERMITS Moved by Peter Young, seconded by Don Wilder, it was RESOLVED to NOT SUPPORT the application of SPYRO AVDOULOS to Amend Permit Wetland Permit #6553 and Coastal Erosion Permit #6553C to demolish the existing second floor and construct new second floor landward of the CEHA, new two-story addition landward of existing residence, and alterations to the east side of the foundation wall. Located: 54985 North Rd., Greenport. SCTM#44-1-5 Inspected by: Don Wilder, Glen McNab, Peter Young The CAC does Not Support the application because the dwelling has been demolished and the application should be amended to included the demolition and complete reconstruction of a new dwelling. Vote of Council: Ayes: All 4 Motion Carried The next meeting of the Conservation Advisory Council has been set for Wed., May 14, 2008 at 5:30 PM at Down's Farm Presence.
