The meeting began at 7:10 p.m. with five LPC members present. Adoption of Meeting Minutes: ?? Acceptance of meeting minutes from February 26, 2008 HOLD Applications and Inquiries: ?? SEPENOSKI PROPERTY (Old North Road) SCTM #: 1000-54-3-24.1 Zoned: A-C Location: 1655 Old North Rd, Southold CPF: Yes Total Acreage: 53.9 acres (GIS 53.83 acres) Subdividable: Yes Reviewed Reserve Area. Reviewed updated appraisal [executive session]. John Sepenoski not in attendance. Melissa Spiro and Eric Keil went over meeting they held with landowners. At the meeting, the size and location of the requested Reserve Area was discussed. Landowners decided to reserve 8± acres located in the southeasterly area of the farm, including and behind the existing barn. Committee reviewed and discussed whether or not to require ay agricultural structure restrictions. Committee determined not to require any restrictions. Committee reviewed and discussed whether or not to require any restrictions in regard to future subdivision of agricultural land. Committee felt that future agricultural subdivision should be allowed and agreed to allow for future agricultural subdivision into no more than two (2) farms with no one farm to be less than 10 acres of preserved farmland area. The Committee restricted the overall number of farms to two (2) in order to ensure that the farms remain viable farms since the existing farm is not adjacent to other farms. The members entered into EXECUTIVE SESSION. Committee reviewed and discussed the updated appraisal from Given Associates. MOTION made by Lillian Ball, seconded by Eric Keil, to increase the existing offer to that of the Given Associates updated appraisal. Motion carried: 5/0 (John Sepenoski absent from vote) END OF EXECUTIVE SESSION ?? PARADISE POINT HOLDING CORP. & Vj DEVELOPMENT CORP. PROPERTIES (Tall Pines subdivision) SCTM #: 1000-81-2-5 Zoned: A-C Location: 695 Paradise Pt Rd, Southold CPF: Yes Total Acreage: 19.95 acres Subdividable: Yes Fwet: 3.83 acres SCTM #: 1000-79-8-16 Zoned: A-C Location: 10250 N. Bayview Rd, Southold CPF: Yes Total Acreage: 2.08 acres (GIS 2.15 acres) Subdividable: NZ Reviewed status of offer [executive session]. HOLD – pending receipt of landowners’ appraisal for review by Committee. ?? N&J MANAGEMENT PROPERTY (f/k/a Young PDR) SCTM #: 1000-125-1-6.4 Zoned: A-C Location: Main Road, Laurel PDR Acres: 11.12 acres Norman Keil (7:30 p.m. appointment) attended to present his plans for property. Norman Keil requested meeting with LPC to discuss his plans for the former Young property as Town holds easement on land. Norman worked with Allan Connell (Suffolk County Soil and Water Conservation District) and Conservation Plan was presented. Norman explained that he is going to use property for growing mums. He will be regrading parts of the property, covering with mat, installing drip irrigation, installing a 4” thick by 6’-8’ wide concrete pathway, and installing an Agricultural Mixing Facility; all as outlined in the Conservation Plan. MOTION made by Michelle Zaloom, seconded by Monica Harbes to allow the items outlined in the Conservation Plan. Motion carried: 5/0/1 (Eric Keil abstained from vote) General Land Preservation Items: ?? Community Preservation Fund Melissa handed out Draft Discussion Paper she received from meeting earlier in the day with Vincent Orlando, Philip Beltz, and Kieran Corcoran re: Community Preservation Fund Tax Exemption for First Time Homebuyers. Committee discussed the Draft Discussion Paper. Committee does not support the proposed exemption for first time home buyers. Al Krupski to let Town Board know Committee’s position. ?? AgPDD HOLD – discussion to be held for next meeting. ?? Melissa Spiro’s confidential status report [executive session re: status of offers] Informational: ?? DEMCHAK – Melissa is working with State to insure that project will be eligible to receive the State funding awarded to this project. ?? STACKLER – Expect to close soon on this project. Town receiving grant from The Nature Conservancy and Town Board resolution to accept grant would need to go before the Town Board for adoption. ?? BLOCKER- Melissa & Jim McMahon are working on issues regarding the existing road that provides access to five “out” parcels which is in very poor shape. ?? BITTNER – closing on hold while landowner’s attorney works out title issues. ?? JACOBY – Melissa told LPC that County is in contract to purchase conservation easement on property, but that issues have arisen in regard to mowing of the existing field and continuance of the existing small garden area. County may ask Town to take over the project. ?? CUSTER PRESERVE – John Sepenoski gave history of project and distributed recent map he did showing the location of the existing trees. Committee raised concerns over plans for, and use of the property. It was decided to ask Jim McMahon to discuss the plans and use of the property at the next Stewardship & Management Committee meeting. Addition to Agenda: ?? GREAT POND AREA – Lillian Ball brought up for discussion the Mazzanobile and Georgiopoulos properties and asked that the Peconic Land Trust or The Nature Conservancy contact landowners to see if there is any interest to preserve. Lillian asked that Melissa contact the County to suggest that if the landowners do have an interest in selling, that County participate as 100% County project. ?? TOWN EASEMENTS / PLT PROPERTY – Chris Baiz explained that he owns property with development rights easement sold to Town on Albertson Lane. He said that he had been contacted by State Dept of Transportation, asking if they could temporarily store the dirt on his property that they needed to move from the on-going railroad bridge overpass construction project, and likely also onto the Peconic Land Trust owned property. Committee said that they are not in favor of allowing this use as the easement restricts the use of the property to agricultural uses and this is not an agricultural use. Next Regular Meeting: ?? The next regular meeting will be held on Tuesday, April 1, 2008, at 7:00 p.m., in the Town Hall Conference Room. (Ray Huntington will be absent.) Adjournment: ??
