Committee meeting minutes from February 5, 2008.

Stephen Searl gave status update on “Visioning” PLT is doing. LPC did a roundtable discussion on
their preliminary “visioning” – discussed potential uses such as drainage, parking, use of waterfront
for boating/sailing facilities, beach access, Town pier, transient docking, affordable marina,
community boathouse with kayak/canoe rentals, public/private partnership, club venture, small
profit/not-for-profit organization operation, Town use (not solely for community), possible sale to
Cutchogue/New Suffolk Park District for their residents’ use, public boat ramp access.
LPC will continue visioning and will coordinate with Town Board as PLT’s visioning process
continues.

Contract has been signed and Town Board public hearing for purchase of development rights
easement has been set for Tuesday, March 11, 2008 at 4:35 p.m. Al Krupski will make presentation
at Town Board public hearing in Melissa’s absence.
Melissa and Melanie working on State grant requirement in order for project to be eligible for State
grant partial funding.

Update re: County application status.
County contacted Melissa. County in contract to purchase conservation easement. Tabled at County
Park Trustees’ meeting – recommendation made for no mowing or clearing, and to not allow
landowner to continue use of small garden. Landowner didn’t negotiate contract with this
understanding. Melissa working to try to resolve issues as this property is key to future trail around
Laurel Lake.

Letters from Executor of Wesnofske Estate requested by LPC have been received. Proceed to order
updated appraisal with the understanding that this will be the final appraisal and offer thereafter
presented will be the final offer presented to landowners for consideration.

John Sepenoski absented himself from room during discussions on this project due to his family
relationship to landowners.
New application discussed. Landowners have offered a ±20 acre development rights easement for
sale to the Town, requesting to retain an 80,000 sq. ft. area with road frontage on Route 25.
MOTION made by Michelle Zaloom, seconded by Monica Harbes, to direct Melissa Spiro to
commission an appraisal on the Droskoski property and value the easement area in two ways: 1) 2%
to 5% lot coverage for future agricultural structures; and 2) with no restrictions for agricultural
structures.
Motion carried: 4/0 (Eric Keil and John Sepenoski absent from vote)
General Land Preservation Items:

Update re: County Greenhouse Policy
John Sepenoski gave update on County Greenhouse Policy from his attendance at Town’s
Agricultural Advisory Committee meeting. Joe Gergela had attended Agricultural Advisory meeting
and reported the County’s information to its members. County plans to be making restrictions part of
policy when purchasing development rights easements. Proposal is that greenhouses will be limited
to a maximum of 30% lot coverage with no waiver for more coverage. No case by case
considerations. Temporary and permanent greenhouses will be treated in the same way.

Horseback Riding Lesson Inquiries
Melissa told LPC that she had recently received general inquiries re: horseback riding lessons on
PDR land. Town easements do not allow for horseback riding lessons on PDR unless easement
language is tailored in certain easements. Horseback riding lessons are considered a commercial use
of the property. Only the keeping, breeding, bordering of horses are considered farm
operations/agricultural production.

Farmland Protection Strategy – Melissa participated in a telephone conference call with members
of Stakeholders Group for State Ag & Markets Farmland Protection Program (Melissa is a
stakeholder). Melissa gave update on pending legislation and changes to farmland program they are
working on: RFP changes, consistency to timing for awards (RFP in June, due September, awarded
December); new procedure for preliminary review; timing for grant re-imbursement.
