Findings: The project meets all the requirements for issuance of an Administrative Permit set forth in Chapter 275 of the Southold Town Code. The issuance of an Administrative Permit allows for the operations as indicated on the plans prepared by Louis Paul Giacalone dated February 5, 2008 and survey prepared by John C. Ehlers last dated February 25, 2008. Conditions: Gutters and drywells are installed in accordance with Chapter 236- Stormwater Management, of the Town Code, and repair/replace, in-place, the chain-link fencing along the eastern end of the property. If the proposed activities do not meet the requirements for issuance of an Administrative Permit set forth in Chapter 275 of the Southold Town Code, a Wetland Permit will be required. SCTM#83-2-1,2&17.2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. If the action is approved the following best management practices (BMP's) are recommended: 1. Require a non disturbance buffer landward of the wetland boundary and top of bluff on SCTM# 1000-2-2 (east of the improved property 2. Update sanitary system to current SCDOH regulations. 3. Update on-site drainage to comply with Chapter 236; Stormwater Management. The BMP will further Policies 5, Protect and improve water quality in the Town of Southold and 6.3 Protect and restore tidal and freshwater wetlands, item D (below D. Provide adequate buffers between wetlands and adjacent or nearby uses and activities in order to ensure protection of the wetland's character, quality, values, and functions.
