June 1999
Dear Colleague:
On behalf of Peconic Community Council, Inc. (PCC), its Board of Directors and
members, I would like to say how pleased we are to be presenting this Transportation
Resource Guide. To my knowledge it is the first time such a Guide has been
published for the East End Community. This Guide came about after the PCC
Transportation Committee recognized that many people needing transportation were
not aware of many of the services available. This Committee was convened last
September to address the long-standing problem people in the five eastern towns of
Long Island experience in getting to critical services and employment. Many of the
affected are the frail elderly, the disabled, people who are sick needing medical care,
the physically challenged, people on a low income and youth.
This Transportation Resource Guide also serves as a tool to assist human service
professionals to help their clients maneuver through the system and enhances their
ability to meet the transportation needs of their clients when making referrals by
providing information on the organizations that provide transportation. In addition,
this Guide is an important planning tool for transportation planners and providers of
transportation services as a comprehensive listing of information on what services are
available so they can avoid duplication and plan services where needed. Lastly, this
database of resources provides an opportunity for Peconic Community Council to
reach out to all transportation providers to bring them to the table to discuss ways
that they can all work together by collaboration and coordination to fully utilize these
resources in a more cost-effective manner and begin to address the gaps in services.
This Resource Guide contains information on organizations currently providing
transportation services on the East End. An organization is not included in the
directory if they did not respond to the survey that was sent or they requested that
they not be included. While every effort was made to send a survey to all possible
providers, we recognize that some may have been missed. PCC plans to do an
update later in the year if there are a sufficient number of changes and/or additions.
Any updates made can easily be inserted into the binder.
Special thanks to Cliff Hymowitz who has worked very hard to make the
PCC Transpottation Resource Guide a reality.

.
Peconic Community Council, Inc. (PCC) evolved from the efforts of the grass roots
organization called SCIACC (Suffolk County Inter-Agency Coordinating Council).
SCIACC was formed in 1976 by a volunteer group of dedicated and truly visionary
health, mental health, and human service providers serving East End residents.
Concerned by extensive gaps in some needed services and duplication of other
services, they joined together to correct these conditions through advocacy,
networking and collaboration, thus creatively and cost-effectively "giving a voice"
to the more vulnerable residents of eastern Suffolk County.
During the ensuing years, SCIACC (now PCC) has forged a strong and productive
coalition of 200 agencies, private practitioners, institutions, businesses and
government serving the east end. This coalition has resulted in increased
communication and cooperation among the various groups, a forum for sharing and
disseminating information, and identification and innovative solving of the unique
problems faced by East End residents. PCC has become an integral part of fiscally
responsible planning for quality health and human services by State, County and
. local government officials together with health and human service representatives.

Suffolk County Accessible
Transportation
SCAT
A
specialized service that makes
mobility a
reality for everyone!
Operating since 1994, Suffolk County Accessible Transportation
(SCAT) provides curb-to-curb service to individuals with
disabilities Eligibility to use SCAT is determined based on
guidelines contained in the Americans With Disabilities Act of
1990 (ADA).
SCAT provides safe, reliable transportation service designed to
increase your mobility in Suffolk County.
How Do I Know If I Am Eligible?
You are eligible to ride SCAT if you have permanent or
temporary disabilities that prevent you from using regular
Suffolk County Transit (SCT) public bus service. Those
individuals are eligible whose disabilities are defined by
federal regulation and who:
· Cannot use SCT buses without assistance; or
. Cannot use SCT buses because the route(s) they wish to use
are not accessible; or
. Have a disability that, combined with environmental
barriers or circumstances, prevent them from accessing the
system.
Once registered with SCAT as an "ADA Eligible" rider, you will
be issued an 1.0. card and number which will allow you to use
SCAT as well as other ADA paratransit services throughout the
country. If you have a temporary disability you may be
eligible for SCAT service however, your eligibility will
expire when you no longer have the disability.
e
e
e
When Is SCAT Service Available
SCAT service is available during normal service hours, Monday
through Friday, 6:00 AM to 8:30 PM; Saturday, 7:00 AM to 8:30
PM.
What Kind Of Service Can I Expect From SCAT
SCAT provides curb-to-curb transportation and will pick you up
and drop you off between any two points in Suffolk County
within 3/4 mile of a Suffolk County Transit or HART bus route.
SCAT dispatchers will make every effort to make your trip as
direct and quick as possible. However, SCAT is a form of
public transit and your trip may be combined with those of
others. if you are not sure whether SCAT can provide your
trip, please call Suffolk Transit at 852-5200 or our
Reservation Office at 491-6500.
SCAT drivers will help you on and off the vehicle. They are
not required to escort you to and from buildings or carry
packages for you. if you need assistance getting to and from
pickup location, please arrange for someone to help you.
What If My Travel Plans Change
Because it is a shared ride service, your promptness in being
ready to travel at your pickup time will help us keep on
schedule for others using the service. So will telling us
right away about any changes in your travel plans.
Cancellation must be made no later than two hours prior to
your trip in order for your cancellation not to be considered
a "no show". Emergency cancellations can be made any time.
Please make reservations only for the trips you intend to
make. Once your reservation is made, others seeking to travel
when you wish to may be denied their request.
Are There Any Restrictions on the Type of
Trip I Can Make?
All types of trips may be requested, including social, recreational,
e
e
e
medical, work or shopping trips. No priority will be placed on trip
purpose, nor are you required to identify the purpose of your trip.
Trip reservations are assigned on a first-come, first-served basis.
Under Federal regulations, SCAT is not to replace other existing
program transportation. SCAT is designed to complement the existing
public bus system.
Must I Make A Reservation To Use SCAT?
You must make a reservation to use SCAT. Reservations may be
made up to 7 days in advance and no later than one day prior
to the day you want to ride. Reservations will be accepted
Monday through Friday, from 8:00 AM to 4:30 PM. Just call 491-

Here are the optiolls:
~1 EMPLOYEE BENEFIT
W OR BONUS
Employers may give theu employees up 10
$65 per month 10 commute to work by transit by
purchasing pre-paid tickets and diSlributing them
to employees as a benelit or bonus. The employer
receives an equivalent deduction from his business
income laxes.
~kels giving employees a portion as a tax-tree
benefit, and then the employees use Iheir own pre-
tax income 10 pay for Ihe remainder of Ihe $65
monthly maximum.
SuITolk County Transit is within easy walking
distance of most neighborhoods in SulTolk County
BIld serves virtually every induslrial park and
commercial-industrial area. Currently 5000 people
use SCT to get to and from work each day and
ridership continues to grow steadily. Especially if
you are a manufacturing concern. SCT increases
your ability to attract employees in this tight labor

1':12 EMPLOYEE SET.
~ASIDE
Employers may penn it Iheir employees to
set aside some of their pre-lax income to pay for
Iransit. Employers do not pay for Ihe benefit but
permit employees to use some of their gross
income to pay for commuting expenses, before
taxes are computed up 10 565 per month.
Employees save income taxes on the amount of the
benefit they purchase, since that amount is no
longer Ireated or reported as laxnble salary.
Employers' payroll costs are reduced since payroll
taxes do not apply to the set aside amount since it
is treated as a benefit. In this case, the employer
still initially purchases the pre-paid rickets, bul
then sells them to the employees.
Tickets are sold in
books of 50 for
$75 each. Each
licket represents
a one-way ride and
has a serial
