Present: Neb Brashich, Margaret Brown, Capt. Marty Hatley, Tom Fox, Supt. of Hwys Pete Harris, Tom

Bus Shelters Update: Joanne Liquori, Supervisor Horton's executive secretary, reported that no decisions had
been made on bus shelters for Southold Town because of unresolved placement and cost issues. Since they will
mostly be located on private property, the Town must first acquire easements from the property owners. The
style the Town is interested, the "Southampton" model, is more costly than the standard county shelter by about
$3500. It would cost about $13,500 per shelter. We need to find out if the county has Southold on the list for
new shelters, which model they intend to use, and how much it will cost the town. Jim McMahon will be asked if
he could retrofit the standard model of shelter for less money. It is also important to know the time frame within
which this could or must be done.
SEEDS Update: Tom Wickham reported that on December 8 the EETC will host a meeting at Southampton
College to review the outcome of the SEEDS project. He tried to get the Town Board to think about
intermuuicipal agreements. He wondered if there is anything more the town could possibly ask from the DOT,
now that the repaving project is nearly finished. And if this is so, then is there a need for intermunicipal
agreements. The answer, mostly from Neb, was that there may be more funding available from the DOT for
projects besides road improvement, such as improved public transportation, but eligibility for funding will now
depend on more regional cooperation endorsed by intermunicipal agreements. On December 8, Jerry Bogacz will
give the SEEDS conclusions which are land-use based. Tom expressed a wish that this information could go
directly to the Town Boards and not just to the Supervisors and Mayors.
Tom suggested forming a small committee of elected officials from each town to carry on the SEEDS
concept. He proposed two people from each town board in the five East End towns. This suggestion received a
positive response. Neb urged all of our Commission members to attend the December 8 meeting.
Pam reported that there will be no final data on the "Weekend Model" because the model is too unstable.
It may be available next spring.
Five Towns Rural Transit Committee: Margaret reported that "East End Shuttle" Development Proposal is
nearing completion. The pamphlet and formal proposal are complete, and the committee is in negotiations for a
consultant for the feasibility study.
Orient C.auseway Proiect: There is nothing new to report.
Scenic Byways Si l:nage: Our first request for federal funding was refused. We could go back and ask again for
$75,000 but the item will be tabled until the new year, when Supervisor Russell is in office. A proposal was
made to use color to consolidate all of the signs. At this point there is too much visual clutter.
John Carter 10/28 Letter - Speed on New Suffolk Ave: A letter was received from John Carter to Supervisor
Horton and the Town Board regarding a June 2005 petition asking for a reduced speed limit on New Suffolk
A venue in the viciuity of the Mattituck Airport. The posted speed limit is 35mph. The Petition asks for a
reduction to 25mph. Capt. Hatley has spoken to John Carter. He told him that the "speed trailer" would be
placed there for two weeks after which tickets would be written. "Children at Play" signs have been installed.
Pete Harris also talked to Mr. Carter explaining that warning signs, but not regulatory signs, could be placed by
the town. The Police Department will keep a log of traffic incidents in the area, place the trailer there periodically
and maintain intermittent patrols. Neb will send a memo to that effect to the Town Board stating that the
Commission has done what could effectively be done: place signs, monitor traffic and issue tickets. There is no
recommendation to lower the speed limit at this time.
Speed alonl: Route 25 a. per lady Adams: The Commission acknowledged a letter dated October 26, 2005 from
Jody Adams regarding speed and traffic safety on Route 25. Neb will send a memo to her saying her concerns
have been forwarded to the police department.

Old Business: Margaret asked if the bike route signs are being maintained as she noticed some have been
damaged or knocked down. Pete said someone from the highway department will look into this.
Neb sent a memo to Lynda Bohn, Deputy Town Clerk with regard to No Parking signs on Oaklawn,
saying that the Commission concurred with the proposed local law.
The parking lot at Goldsmith's Inlet has been resurfaced.
New Business: Pam Thiele was thanked for her attendance at our meetings. Her SEEDS job is finished as of
December 12,2005.
The next meeting will be Monday January 30, 2006 at 10 AM, Southold Town Hall.
