However, the EETC voted to extend Valerie's tenure as a member there until the SEEDS project is completed. The EETC will be looking at a larger more regional picture after SEEDS ends. There will be a meeting with the East End Supervisors and Mayors in September or October to brief them on the transportation scenarios once the weekend study is finished. After the meeting with the EES&M, there will be a public presentation of the findings. Orient CausewllY Project: Jamie and Neb went before the Town Board to present the contract and analysis. The Board liked the idea of splitting the project into two parts: "Part A" would be to look at the realistic costing of the project and identify funding for the construction. Cablevision, Verizon and LIP A will be consulted to learn the probable costs of the project. Jamie and Neb will report back to the Town Board in two months. Meanwhile, the Town Board accepted this plan and the contract is now in the hands of the Town Attorney. After this part is satisfactorily resolved, it will be time to move to part "B". Traffic Stul\y- Route 48.Middle Road & Cox Neck T ane in Mattituck: Supervisor Horton received a letter dated July 29, 2005 from Charles J. Bartha, Commissioner of the Suffolk County DPW, addressing the various traffic issues on CR 48, Middle Road and Cox Neck Lane. The County will pursue the installation of a traffic signal at Cox Neck Lane, and because there is so much traffic on this road, they will not put in additional pedestrian crossings. Comm. Bartha recommends that pedestrians cross at the existing light at Wickham Avenue. Scenic BywllYs Si~naee: There is now federal funding available for scenic improvements. We could make a grant request for funding for signage. This would be more comprehensive, including the entire Town for a more unified appearance. Michelle will look into this. Brid~e Improvement Project - Route 25 (Over LIRR): All the environmental work has been done. There will be public hearings next month. Neb, Jamie and the Town Clerk have copies of the proposals. After the public hearing, the State will make a decision on which plan to use. speed Reduction and No Parkine Request from Kenney's Beach Association: The Kenney's Beach Association has sent a letter to Police Chief Cochran who sent it to the Town Board who sent it to this Commission asking to have a lower speed limit and reduced parking in their area. However, any regulating sign must have a public hearing, so the Kenney's Beach Association would have to go to the State with their request. The consensus of the Commission is that they should trim their roadside shrubs to increase visibility. The official Town road right- of-way is 25 feet from the center of the road to each side. Therefore, the Town could actually go in and clear shrubbery within the Town right-of-way, but prefers to leave this to the residents if possible. Since most of the traffic in the area is generated by the local residents themselves, it is their responsibility to improve visibility for safety. A memo to this end will be sent to the Town Board. Five Towns Rural Transit Committee: Margaret reviewed the Transit Survey results. A copy of the Executive Summary was distributed to Commission members. Tom Fox reported that he has been in touch with Hank de Cillia regarding water taxis. Old Business: Margaret asked about left turns into The Shady Lady in Greenport and onto Horton's Lane in Southold. Jamie said it is OK to cross double yellow lines and zebra striping to make left turns. However, he will bring it up with the DOT. Margaret feels there should be designated left turning lanes at frequently used intersections. Pete Harris is worried about the curb reveal (the amount of curb projecting above the paved road surface) at Ackerly Pond Road. He says it is so low that there will be flooding over the curb in heavy rain. He was under the impression that all the curbs were being replaced during the resurfacing project, but they haven't been, including in front of Town Hall. The raised road divider requested (and argued over) in Cutchogue will not happen. This was intended as a traffic calming device, but the space will be striped instead. Residents of the Corey Creek Association have asked that there be no parking on Main Bayview Road near the intersection with Corey Creek Road. Parldng there creates a visibility problem and the Commission recognizes this as a valid complaint. They will recommend to the Town Board that No Parking signs be placed there. Pete Harris will determine the distance to keep clear for safety. New Business: Neb was asked to appoint an ad hoc person from this Commission to attend two EEfC meetings in his absence: on September I and October 18. Margaret was appointed. Someone should also represent the Town from the Planning Department. On a permanent basis, there needs to be someone from Southold Town on EEfC to replace Valerie.
