Southold Transportation Commission Southold Town Hall July 18, 2005 Soutbold Town Clerk Present: Neb Brashich, Margaret Brown, Frank Field, Ruth Oliva, Tom Wickham, Capt. Marty Flatley, Supt. of Highways Pete Harris, Jamie Richter, Bruno Semon, George Solomon, SEEDS Coordinator, Pam Thiele SEEDS Update: Pam Thiele gave an update of the SEEDS project. As SEEDS reaches a conclusion, it will need to continue the work underway possibly through the EETC. Since the EETC is the research arm of the East End Supervisors and Mayors, the EETC will very likely help implement the SEEDS proposals. Route 25 Resurfacine Update: Neb has talked with the regional director working on the project. Neb, thinks they are doing a good job even though the work is being done by non-union workers. (The Teamsters are on strike.) Mostly the work is on schedule and should be finished in October. Orient CAuseway PrQject: Neb presented a timeline and an invitation to bid on the undergrounding of utility lines on the Orient Causeway. One company, Island Structures Engineering, P.C.Joined by The Nova Group,Inc. of Northport, answered. Jamie and Neb will meet with their president William R. Schlumph, PE Wednesday afternoon July 20. They will be invited to submit a bid for the first phase called Phase IA. This should require fairly minimal funding. Neb and Jamie will negotiate a package which will be presented to the Town Board for approval. It is understood that we will not proceed with the project if the projected cost is unfeasible for the Town. The purpose of Phase IA is to determine the feasibility of this project. Traffic Study: We were asked to look at a letter from the Suffolk County DPW regarding the intersection at Rte. 48 and Cox Neck Lane in Mattituck. The Town Board does not want to hire a consultant to study this problem and may ask the County to do so instead. During an extensive discussion of this matter, the safety of drivers and pedestrians was discussed as well as the impact of a new State boat launch proposed for the Mattituck Inlet. Tom has drafted a letter for Supervisor Horton suggesting reorganization of Rte. 48 in Mattituck based on a recent Hamlet Study document and its recommendations. The Town Board has adopted the Hamlet Study. Neb asked Tom to ask the Town Board if it wishes the Transportation Commission to review the relevant transportation issues in the Hamlet Studies. Tom will ask the Town Board. Scenic Byways Signa~e: Will wait to hear from Michelle Zaloom. Five Towns Rural Transit Committee: Margaret reported that the committee has completed a Survey of transportation needs in the five East End Towns. The results of this survey will be previewed at a special meeting Wednesday July 27 for the elected East End town government officials and planners. There was discussion of the possibility of creating an East End transit authority independent of the MT A, and its feasibility. Frank Field wondered about the replacement of the South Fork "cannon-ball" train on the weekends. Old Business: With regard to a raised median on Rte. 25 in Cutchogue, part of the DOT resurfacing project: The Town Board passed a resolution eight weeks ago asking to reduce the height of the median from 4" to 2". There has been no response and if the issue is not addressed and resolved immediately, there will be no raised median. The value of this median would be as a traffic calming device. Neb and Jamie will draft a letter for Supervisor Horton to remind the State DOT uf the resolution by the Town Board in an effort to have the median reinstated. Bruno Semon reported, regarding the North Fork Deli in Mattituck, that the underground tanks will be removed at the time of construction. The water well still needs to be approved by the Health Department. Bruno will attend Commission meetings, when Victor is not available, to keep us posted on site plans.
