Present: Neb Brashich, Margaret Brown, Frank Field, Tom Fox, Ruth Oliva, Capt. Marty Flatley, Jamie Richter, Supt. of Hwys. Pete Hanis; Freddie Wachsberger, Stan Mickus (Tom Wickham at end of meeting) SRFns IIpdH'''' The Towns of Riverhead, Southampton, and Shelter Island and the Villages of Sag Harbor and Southampton have voted for the Memorandum of Understanding. Southold is still waiting for information from the Supervisors and Mayors meeting on December 14. The Town of East Hampton wants some major changes in the MoU - they objected to precedents being set, but will bring these up at the December S&M meeting. Southold asked that town boards be allowed to have input into the discussions and eventual decisions and not just the Supervisors and Mayors (a point raised by Tom Wickham). The Southold Town Board will probably pass a resolution making this request. After all parties have signed the document, projects will be decided, prioritized, funding sought. It could be two towns working on a project or all towns. The basic goal is coordination of projects and cooperation. The hiring of a Project Coordinator was discussed. Funding will be needed. Orient Causewl\Y Prqject Status Rt:port: The consultant has tried for months to speak to the land management person (Karen) at Dee with no success. Neb finally spoke to her and she has responded to the consultant. He is trying to set up an appointment and Karen said that if undergrounding is to take place, it must be under the existing pavement (right-of-way) and there can be test bores as long as they don't impinge on the environment. The consultant could have the report before Christmas if he can meet with Karen this week. Otherwise, it will be after the first of the year. This is Phase I - to identify what has to be done, the actual cost of the project, and to seek sources of funding. Phase II will happen only if the Phase I cost projection is not too high. Question from guest Freddie Wachsberger - "Is this also going to shore up the causeway?" Ruth Oliva: "No, but that needs to be done before 2009." Ruth asked that the commission send a letter to DOT asking for quicker action. Neb will call LaValle's office to see what their stance is on the subject. Stan Mickus of Cross Sound Ferry offered to add their voice of support to get more action from the DOT. Town OrientationlInte(pretive Si~na~e Proiect l!pdate: Neb was told that NYSDOT has given Southold a project number. The project is now in Albany in Hevesi's office. He also asked, on behalf of the Supervisor, for an advance of funds of $35,000. Neb asked for volunteers from the Commission to work on the RFP to find funding. This will be a 2-phase project: first to discover the needs for signage with input from the business community, and second, the construction/placement of signs and interpretive kiosks. We can use the existing information booths. County Road 48 Roundabout: Neb tried to reach the County person to find out the timing for a feasibility study. Bus Shelters: Of six possible shelters, only three will be constructed since easements are not available for the other three. Jamie gave the OK to the County to go out to bid. We have heard nothing else. MHna~ement Plan Lon~ Island North Shore Heritalle Area: The Town Board has passed a North Shore Heritage Resolution. This will result in a potential for funding for the town. Five Town Rural Transitl.[pdate: Margaret reported that now that funding has been granted, representatives from the Volpe Center will be meeting with Southampton, the project coordinator for the feasibility study to discuss next steps for the project. Old Business: None New Business: The County is planning a transportation study. Tom Neely of EETC will sit in on this study. They will examine the over-all layout/service of the Suffolk County Transit bus routes with the objectives of studying the effectiveness of their service, user compatability, development of enhanced bus route schedules, and develop computer software for better coordination.
