Martin Flatley, Jamie Richter, Pete Harris, Supt. of Hwys; Visitors Freddie Wachsberger, Jady Adams, Commission Membership: Neb spoke to Michelle Zaloom about continuing on the Transportation Commission and requested that if she is too busy to attend regular meetings, perhaps she should submit her resignation. SEEDS Update: Tom Neely, Chairman of the East End Transportation Council went to the Town Board meeting August 22 to present the executive summary of the SEEDS initiative. He will make this presentation to each of the fi ve East End towns and many of the villages. Each town will be asked to sign an intermunicipal memorandum of understanding. This will be a non-binding consensus and will make it possible to address common area-wide problems such as transportation, traffic and land use issues, and ambulance and police jurisdictions, among other things. In order to work efficiently, a working group needs to be formed with representatives from each town and village board. Tom Wickham, Neb Brashich and possibly Mark Terry will represent Southold. Tom Wickham expressed concern that authority is apparently given to the Supervisors and Mayors rather than to the Town Boards. He thinks it should be specified that Town Boards are part of the . process. He would like the Memorandum of Understanding to be amended to that effect and will take this amendment to the Town Board and also try to get a Board resolution to sign the Memorandum of Understanding. Orient Causeway Project Status Rc:port: Jamie talked to the consultant who has all the DEC information. He will talk to DOT to see what else needs to be done. The final report is expected by Labor Day weekend. The report will detail what the project will entail, where the lines will go, what it would cost, and it will look into potential grant funding, whether state or federal. Town Orientation/Inteq>retive Si~na~e Project Update: Neb sent a draft Agreement and Town Board Resolution to the Town Board to accept the $200,000 SAFETEA-LU grant for the interpretive signage project. In his cover memo, Neb reported that the commission recommends the Board's approval of the agreement and resolution. County Road 48 Roundabouts (2): We have not heard anything about funding these. The traffic light at Westphalia would be temporary. Neb suggested that we go to the Town Board specifically to discuss the many positive aspects of roundabouts, including inviting the DOT roundabout expert from Albany to come down and address the safety, traffic calming, and traffic flow benefits resulting from roundabouts in difficult intersections. Mana~ement Plan - Lon~ Island North Shore Heritage Area: A culmination of a 4-year effort (with no representatives from the East End) resulted in a plan reaching from Great Neck to Orient. The project requires that all the Towns participate. Neb submitted a memo that the Commission approves, and also the North Fork Promotion Council approves. This plan fits very well with Southold general concept and progress made thus far: North Fork Scenic Corridor, a Local Waterfront Revitalization Plan, and the Town Orientation/Interpretive Signage Project. The Town Board is urged to approve the sample resolution in support of this plan. Warex Proiect. Main Road. Mattituck: Because of safety and congestion issues, the Commission does not recommend the changes suggested by the Citgo station in Mattituck. No Parkin~ on Latham l.ane: A request was made by Doug Fleming of Orient for "No Parking" signs to be placed on Latham Lane. For the request to be implemented, there must be a public hearing and then approval by the Town Board. The Commission would like input from the Police Department and would then be guided by input from the hearing. Five Town Rural Transit Update: Margaret reported that 5TRT is still waiting to hear about funding for its feasibility study. Old Business: The bus shelter project is still waiting for easements in Greenport and East Marion. Neb wants to get this finished within the fiscal year. Jamie will report at the next meeting. New Business: Torn Wickham brought up the Hamlet Stakeholders. There are eight hamlets, all trying to define more clearly how each hamlet should grow, with halo areas, transfer of development and open space preservation. He thinks there should be a "mini -master plan" for each hamlet to have a planning framework, especially for roads, and to avoid sprawl. Transportation and traffic are becoming the drivers of what happens in hamlets and hamlet design.
