Marty Aatley, Supt. of Highways Pete Harris, Jamie Richter, Amy Ford JUL 3 1 2006 Informal Discussion about Love T aRe: Marty mentioned that businesses on Love Lane in Mattituck are proposing to have Love Lane be closed from 5PM on Saturday until 5PM on Sunday each weekend in July and August. The Town Board passed a resolution to have this idea forwarded to the Highway Department, NYSOOT, and the Southold Town Police Department. Chief Cochran, who has officially objected. The ensuing discussion revealed that barricades would have to be positioned to stop traffic, it would cost the town $12 per hour to have a traffic control officer in place and coverage would be needed for most of the 24 hours. It is also late in the season to be introducing such a complex proposal since the police department may not have adequate staff. However, since the Commission does not officially know about the proposal, it cannot make a recommendation. SEEDS Update: The official phase of the SEEDS process is over. A document has been published and will be distributed to all Town and Village Board members in July. The document will contain a draft memo of understanding with a list of potential projects. The Joint Town/Village Working Group will be formed. Tom Neely and Jerry Bogacz of the EETC will go to each Town and larger Village to explain the document. Southold ('",rridor Transportation Stul\y: A new traffic study has been proposed by the Town Board. Oki-Do Ud. Proiect Shipyard T aRe. East Marion: We must be concerned about how much traffic there will be on Shipyard Lane and how the intersection with Rte. 25 will be designed. We also must consider delivery truck traffic and jitney service. A memo will be sent to the Planning Board expressing concern about traffic flow and a turning lane into Shipyard. Amy said DOT has already suggested a turning lane. Orient CausewllY Proiect Status R~rt: There has been a request for partial payment from the consultant. We will ask for a meeting. County Road 48 Roundabout: Jamie reported that interest has now been raised about putting roundabouts at the Cox Neck Road intersection and also in Greenport at Rte 25 and Main Street. It was suggested that a letter be sent to the NYSDOT requesting that the Greenport roundabout be kept in consideration for future funding.. The County had the original study done and is knowledgeable about the proposal. Jamie, Neb and Pete Harris will go to the Town Board to discuss the value of roundabouts. Rte. 25 Bridge Improvement PrQject Update: In a letter to the LIRR dated June 15,2006, Neb stated that the Commission does not agree with the requirement of security fencing for the new bridge. Citing "Scenic Byway" status, lack of pedestrian traffic. history. and the limited rail service. he asked that the requirement be waived. Town Orientation/lnteq)retive Sienaee Project U.pdate: Will wait until next meeting for further word. Five Town Rural Transit Update: Margaret reported that 5TRT is still waiting to hear about funding for its feasibility study.
