Marty Flatley, Supt. of Hwys Pete Harris, Jamie Richter, Victor L'eplattenier SEEDS Update: The White Paper is nearly completed. The summer weekend traffic count is still needed but that will not change the overall outcome. Resolution No. 2006-253 was adopted at the regular Town Board meeting February 28, 2006 and it resolves that Neb Brashich and Tom Wickham will represent the Town of Southold on the EETC "to participate in inter-board deliberations and consultations regarding inter-municipal agreements of the five towns and ten villages concerning future regional/state/federal transportation support for the East End." This new "political" subcommittee will consist of two town board members from each of the five towns and will discuss and priori tize projects to be done in the near term and longer term. The committee can move ahead when the agreement has been signed by all five towns. It is hoped that this will be accomplished by August. The five towns must decide what the EETC will do - what its status is, who will sit on it and who will be the coordinator. Neb thinks it is valuable because it has brought our transportation problems to the forefront. Orient Causeway Project: Thus far, as per a memo from Bill Schlumpf, the consultants have met with all the utility companies and received technical and cost data from most of them. Jamie will invite Bill Schlumpf to attend our next meeting to report on their progress. County Road 48 Roundabout: Supervisor Russell has sent a letter (2/23/06) to Suffolk County Public Works Commissioner Charles Bartha thanking him for his revised proposal for a roundabout at the intersection of CR 48 and Cox Neck Road in Mattituck. There has been a positive response in the community to the idea and Jamie will attend a seminar in Albany on roundabouts in April. Bus Shelters Update: Neb and Jamie have reviewed the six sites and met with the town lawyers to learn if easements will be required. It also must be determined if the DOT right-of-way is wide enough. The Town needs funding for the $20,000 model. The shelters will all he identical. The proposed locations are: In front of the Mattituck Shopping Center, near the Arts and Crafts Guild in Cutchogue, between the Police Department and Peconic Lane in Peconic, at Feather Hill, North Fork Bank or the Gazebo in Southold, in front of the Price McMann property in Greenport, and near the East Marion Fire House. Jamie, Neb and Kevin Darcy will go look at the sites again and there will be public meetings once the sites are decided. Town Orientation/Intewretive Signage Proiect: In a March I, 2006 letter from the NYSDOT, the Town was informed that $200,000 had been approved in August 2005 under the SAFETEA- LU federal funding legislation to "Improve North Fork Trail, Southold". This funding may be applicable to the Orient Causeway Project but more research is necessary to determine this. In any case, the funding can he applied to interpretive signage. The Commission's recommendation is to ask the town to submit documentation for a two-phase project by the March 17,2006 deadline. We will need a logo for North Fork Trails and color coordinated signage that will be complementary with the Seaview Trails project. Neb will talk to the North Fork Promotion Council and get businesses involved. Five Town Rural Transit Update: Margaret reported that funding is being sought for the feasibility study for the East End Shuttle Development Proposal. Old Business: Neb feels that a left turn arrow would aid west-bound traffic on Rte. 48 desiring to turn left onto Cox Lane. However, the county says there is not enough volume, despite the fact that several accidents have occurred there. Ruth suggested a blinking light before the intersection to alert drivers of the upcoming signal. New Business: Pete said there should be "Public Parking" signs announcing the parking lot in Cutchogue behind the pharmacy and deli. Since the state is still installing signs as a result of the resurfacing project, he will talk to Joe Ludwig about installing a parking sign. The new town planner Amy Ford will attend the next meeting. The next meeting will be Monday April 24, 2006 at 10 AM, Southold Town Hall. Respectfully submitted, Margaret H. Brown
