ApJ)roval of Ml\}' 21 Minutes: The minutes of the June meeting were approved by a motion from Marty Flatley and seconded by Frank Field. Herita~e at Cutcho~ue: The applicant for Heritage must do a detailed environmental analysis because of a positive declaration from SEQRA. In addition, Tom Wickham sees serious traffic concerns. He would like to explore ways to move traffic out of the center of Cutchogue Village and move it north if possible. One option would be to acquire some farm property north on Cox Lane and have traffic exit Heritage up near the Ostrabrama Church. A northern access route would also help in getting traffic to Rte. 48. Marty is concerned about additional traffic on Griffing Street. Even though 2 traffic studies have been done by the developer, Tom suggested that the town undertake its own traffic study. Jamie thinks the applicant should pay for this. The proposed spur road into Crown Land Estates would be a benefit to the community as well as to the Heritage because it would give an alternate route to the Post Office and the central business district of Cutchogue. County Rcml 48 Roundabout and Soundview Site UJ)dates: Neb had gotten nothing hack about the status of roundabouts. The town has received accident reports on the Soundview site. County Engineer Bill Hillman met with the Levin family to discuss cross walks, lighting, rumble strips and other safety and traffic calming devices to make crossing at the Soundview safer. The Commission will await a report on the outcome of that meeting. Town Orientation/lnte\1lretive Si~na~e Proiect UJ)date: Three proposals from three companies have been received. Neb will read all the proposals and set up the interviews. Their representatives will come in for interviews and then we will present suggestions to the Town Board. SEEDS UJ)date: Eleven East End municipalities have now sigued a non-binding agreement to pursue transportation linked issues in a cooperative manner. The resulting agreement was also broadened to encourage regional cooperation in Human Service transportation and volunteer Emergency Service transportation matters. Action plans for cooperation in these fields are already being pursued between specific municipal partners to this agreement. Orient Causewl\}' Project Status Rc:port: There is still a question whether remaining funding can be used for work on the causeway. Engineers are in the preliminary stages of looking at pedestrian and kayak use, protection of road and shoreline erosion. They are getting the Army Corps of Engineers to help design a solution to prevent further erosion. There are also private property issues and DOT engineers are working with those property owners. Five Town Rural Transit l!pdate: Margaret reported that the USOOT Volpe Center and the Town of Southampton are still working to finalize the details of the East End Shuttle Feasibility Study. A late August signing date is anticipated. Old Business: Capt. Flatley asked if work is being done to repair the railroad bridge on Bridge Lane. Jamie said they are working on it now and it will be repaired exactly as it was. Marty will suggest to the L1RR that they police the bridge to protect it from further damage by heavy trucks. Staging has begun at the construction site of the new "Gateway Bridge". A construction timetable is not available yet. New Business: Tom Wickham is concerned by the noise of many of the motorcycles traveling on the North Fork. He asked if motorcycles can be ticketed for excess noise. Marty said they are setting up checkpoints for exhaust, helments, equipment problems and excess noise. The traffic signal at Rte. 48 and Cox Lane seems to be confnsing people. Tom would like to add a sign that says "Left Turn Yield on Green". Such a sign is in place at Westphalia and Rte. 48 in Mattituck. A question about the height limit at the underpass on the railroad bridge in Mattituck revealed that there is no height limit anymore. The old truck detour sign was never abandoned but it no longer is relevant for safety. Tom is concerned that there is not a town-wide comprehensive approach to traffic congestion problems. He would like an item on the agenda to discuss traffic solutions. The next meeting will be Monday August 27, 2007 at 10 AM, Southold Town Hall. Respectfully submitted, Margaret H. Brown
