Approval of April 23 Minutes: The minutes of the April 23 meeting were approved by a motion from Pete Harris
and second by Ruth Oliva.
Greenport Villa"e STC Commission Participation: Neb met with Mayor Nyce after Tom Wickham asked about
having a Greenport Village board member on the Transportation Commission. Neb sent him copies of our
minutes and invited him to appoint someone. Neb will also send him a copy of code establishing the Commission
and our charge.
SEEDS UJ1date: Neb reported that close to 14 entities have agreed to sign the Memorandum of Understanding.
The only town not signing is Shelter Island.
Qrimt C'AlusewllY PrQject Status Report: Jamie was going to talk to the DOT about using the money left over from
the Orient Causeway Project to shore up the seawall and put in a kayak launching platform. Also, some of the
funds could be used to buy property near the causeway. But nothing has been decided and Neb needs to tell
Albany if we plan to use this money.
Town OrientationlInteq>retive Si"na"e Project l!pdate: A draft agreement was signed by Scott Russell and the
DOT sent back two resolutions. The town is to select one. The first phase would cost $10,000. Once an
agreement is in hand, the town can go to the RFP process.
County Road 48 Roundabout: Neb talked to County Engineer Hillman who was aware of what Scott had sent and
what was in the papers. It appears that the repaving project won't happen until 2009, but Neb stated that we need
something done sooner. Hillman said he needed three or four weeks to get documentation together and would
then set up a meeting to reach an interim solution.
Pete Harris reported that he attended a forum of the Suffolk County Contractors Association with Steve
Levy as the keynote speaker. Levy announced that he was proposing $100 million for highway projects but
Southold Town was not included in the list. . When Pete was introduced he asked Levy why Southold wasn't
included and said we need only $1 million to start the pilot project on roundabouts. The Commission suggested
that Scott and the Board write a letter to Levy formally pointing out this inequity and officially asking for a more
satisfactory division of funding. We need $100,000 for a feasibility study and $1 million for one roundabout.
Traffic U"hts: Marty reported that the new traffic lights at Cox Neck will go on after Memorial Day. There is a
radio signal between the three lights set for 45 mph. Traveling at that speed should allow one to have all green
lights.
~own Rural Transit l!pdate: Margaret reported that Fred Thiele's Assembly Bill 1735 to establish an East
End Transit Authority is not active at this time and will not be reintroduced until after input from the feasibility
study is incorporated. There is ample time for the 5 towns and II villages to discuss and make suggestions for the
final bill.
Other Business: Neb drafted two memos. One was to Supervisor Scott Russell regarding the Peconic Bay
Transportation Council stating that the Commission has some questions and reservations about the proposed
Assembly Bill 1735 and suggesting that Assemblyman Thiele be invited to meet with the Town Board. The
second memo was to Town Attorney Pat Finnegan stating that the Commission agrees that No Parking signs
(during school hours) should be placed near Greenport and Mattituck High Schools. And Neb also mentioned
that the parking problems in New Suffolk are scheduled to be addressed, adding 30% more parking.
Old Business: The Oki-Do Resort is undergoing a draft environmental study at this time. Concern about parking
and egress at the new Cliff Side Resort in Greenport was discussed. Everything has apparently received approval
from the Planuing Board.
New Business: Capt. Flatley reported several new projects underway with the Police Department. He wrote a
plan for Mattituck to Greenport and Greenport to Orient to be patrolled by un-marked cars seeking to deal with
aggressive drivers, tailgating, speeding, and unsafe use of travel lanes. He received a grant of $800 for this.
Southold Police Department also received an $8000 NY grant to write seat belt tickets. And finally, they received
a $19, 000 Stop OWl grant for officers working overtime from Memorial Day through Thanksgiving.
The next meeting will be Monday June 25, 2007 at 10 AM, Southold Town Hall.
