Approval of March Minutes: The minutes of the March 26 meeting, written by Tom Fox, were approved. SEEDS Update: Neb reported that Supervisor Russell was the first to sign the Memo of Understanding brought to the Town Board by Tom Neely. Neb expects three other towns to sign within the next two weeks. Shelter Island may not sign. Neb hopes the other towns will understand the HALO concept being adopted in Southold. There is concern/interest in uniformity of gateway signage throughout the 5 towns. The transportation sub-committee of the EETC, which Tom Wickham and Neb are on, will study land use and zoning. Tom will need help with the land use part. Oril:nt C~useway Proiect Status R<:port: Neb wrote a letter to Town Board with a copy to Albany stating that we do not intend to pursue undergrounding of the utility lines on the Orient Cuseway because of cost factors. A NYSDOT representative suggested that we find a use for the remaining funds in such areas as signage, bicycle maps or kayak launch sites. Jamie will investigate further. Town Orientation/Intell'retive Signalle Project Ilpdate: All documentation is finished and the final contract is about to go out. Neb will call Steve Ridler for names to send the RFP to. County Road 48 Roundabout: Nothing more has been heard from the County about funding roundabouts. A major safety concern was revived by the fatal accident in front of Soundview Restaurant. Supervisor Russell sent the Commission a memo asking for help in controlling traffic. Neb reviewed for Russell the old County plan for re-routing traffic in front of Soundview. This plan was underfunded and did not proceed but Neb will send a note to Bill Hillman inviting him to meet with US to discuss possibilities of what can be done. Capt. Flatley suggested lowering the speed limit there from 50 to 45 mph. Fred Thiele Assembly Bill 1735: Fred Thiele has written to the Town for approval of the Home Rule Request Procedure. The purpose of the request is to permit state legislation to create the Peconic Bay Transportation Council. The Commission had several questions including how representatives would be elected, how it will be funded, who will oversee the Council, how it will affect land use. It was suggested that Fred Thiele be invited to come and explain the details of the proposed legislation. No Parkinll Si~s durinll School Hours: The Police department, Supervisor Russell, and the Transportation Commission received a memo from the town attorney regarding parking issues in Greenport near the High School, and Mattituck on Mary's Road and Pike Streets near Mattituck High School, PllK:ing new signs will require a resolution by the Town Board. We agree signs should be pllK:ed and Neb will respond to the memo. Parlcinll Overflow at Town Beach in New Suffolk: The preceding memo also included a concern about parking at the New Suft'olk town beach. Jamie has plans to reconstruct the beach parking lot and would also like to repave it and improve drainage in the area. Also there is an issue of private planters encroaching on Town right-of-way. This will be taken to Ed Forrester and revisited at the next meeting. Five Town Rural Transit U,pdate: A question was raised about who actually owns the railroad and what will happen if the ownership changes - will it revert back to the original farmers. Margaret reported that the feasibility study is making its way through channels for funding approval. Old Rusiness: There was no old business. New Business: There was now new business.
