Called to Order: 10:18 AM Soulliuld Tc,v;n Clerk Members Present: Neb Brashich, Ruth Oliva, Jamie Richter, Frank Field, Tom Fox. Members Excused: Margaret Brown, Martin Flatley, Peter Harris, Tom Wickham. Visitor: Stan Mickus - Cross Sound Ferry. March 13,2007 Meeting with Town Board Orient Causeway Utilities Project - Neb Brashich advised that the TransCom recommends that the project be terminated, due to excessive costs. Signage Project - Jamie Richter will submit funding requirements for approval by the Board. Roundabouts on Route 48 - the status was discussed by Jamie Richter (details below). LIRR Bridge over Route 25 - work is expected to commence in the summer of 2007 with completion estimated in about one year. Peconic Bay Regional Transportation Council was discussed (details below). Greenport Relations - the status of Moore's Woods was discussed. It was also proposed that the new mayor of Greenport name a representative to the TransCom. Intermunicipal agreement - it was recommended that Southold Town sign that document, which, it is understood, has been done. SEEDS Update A working outline of the Implementation Plan is to be finalized and circulated. Town Orientationllnterpretive Signage Project Update An RFP for engineering, architectural and design services and roadway map were considered. Jamie Richter advised that three resolutions would be required by the Town Board: Final payment for the causeway project consultant. Budget line for the signage project, Authorize the RFP. SDPW County Road 48 Roundabouts (2) Project Update Jamie Richter reported that the project is pending and will substitute for the cancellation of other projects. Fred Thiele Assembly Bill 1735 - Home Rule Request This Home Rule Request would allow the State Legislature enact legislation enabling the five East End towns to create a Peconic Bay Regional Transportation Council. The board of the PBRTC would consist of twenty members, fourteen of whom would be appointed ex officio from all levels of government and would also include five citizens to be appointed by the respective town boards. In addition, the governor would appoint a member. The complete plan must be completed by March 31, 2008 and approved by July 3 I, 2008. The work of the Five Towns Rural Transit group concerning transportation improvements and its proposal for an East End Shuttle are recognized in the bill. A copy of the Southampton Town Board forwarding the Request to the Legislature was also provided. Five Towns Rural Transit Update Per Margaret Brown, Neb reported that work on funding was proceeding and that an article in the Suffolk Times reported on the group's progress.
