Members Present: Chairman Neb Brashich, Peter Harris, Jamie Richter,
Amy Ford, Ruth Oliver, Frank Field, Capt. Martin Flatley. Excused: Tom Fox
and Margaret Brown.
The Memorandum of Understanding was revised at the request of
Easthampton. Three Towns and five Villages have signed off on the MOU,
Southold Town will be signing off. Shelter Island remains the lone holdout on
signing. Means of transportation to medical services (particularly Stony
Brook Hospital and associated services) for residents of the East End are also
being studied.

Jamie Richter reported that Bill Schumpf met with the NYS DEC and the
NYS DOT to conduct a walk-thru on the Orient Causeway recently and came
to a compromise on the construction issues at hand. Bill's report will be ready
for next month's meeting, but will be distributed beforehand to Commission
members for review.
Town Orientation! Interpretive SiPatre P:rojectWpdate
The Federal-Aid Project Agreement form for thE~ $45,000 grant was
distributed by Neb at the meeting, signifying the awarding of the monies on
this project. A committee was formed of Neb, Jamie and Ruth to start
working on the project with Pete and the undersigned to sit in also for input
on the project.
County Itt. 48 ltoundabGuts(2) Projeet Update
Neb reported that Suffolk County DPW was still working on the funding and
that he tried to ascertain the status of this process, but was unsuccessful in
reaching the contact. A short discussion was held as to the plans for including
other intersections in the Town in the Roundabout Project.
Bus Sbeltel's Project Update
Jamie reported that this project is still in progress and that the bids for
constructing the approved sites have gone out, with construction most likely

Both Commission members sitting on this committee were not present for
this update.
Neb reports that Supervisor Russell requested the Commission's input on a
proposed full and half marathon being planned for October 21, 2007
throughout the North Fork being called the North Fork Vineyard
Marathon. After a brief discussion, it was suggested that the proposal
should be given consideration by the Town. Capt. Flatley states that as part
of the application process, the Police Department will be contacted separately
for its recommendation of traffic issues associated with the proposed
marathon.
Pete Harris advised the Commission that he attended a meeting being held
by the Cleaves Point Condominium Owners Association and that this group
is gathering support against the OKI-DO (?) spa projeet being planned for the
vacant Oysterfarms plant property on Shipyard Lane, East Marion. Pete
advises that the group has had their own traffic study conducted for the area
with regards to traffic issues with the project. Pete advises the group is also
concerned that Shipyard Lane may have to be widened to support the project,
which Pete did not anticipate a need for. Amy Ford states that the project is
still 3-4 months away from completing and submitting an Environmental
Impact Study for the project.
Amy Ford reports that there has not been any new movement on the
submitted project for the Citgo gas station on the corner of Factory Avenue
and Rt. 25 in Mattituck.
Neb report that a resident of Mattituck is still requesting a four way stop
sign for Bray Avenue and Peconic Bay Blvd. in Mattituck and that he
redirected the resident to the Police Department with his request.
Neb reports that he has no knowledge of the Town-sponsored traffic study.
Cross Sound Ferry representatives Rich MacMurray and Stan Micus report
that they have had their own traffic study conducted and although they show
a higher volume of traffic in the Greenport area east of Main Street, the
traffic drops off to the east and that their ridership levels have declined to the
2003 levels. A discussion ensued of Peconic Landings impact on the traffic
studies.
Pete Harris advised the Commission that a compromise deal is close with
Suffolk County, Southold Town and the residents of Orient By the Sea
development as to the repair and maintenance of Ryder Farm Lane, Orient.
Jamie Richter advised that this was an agreement worked on by Supervisor
Russell and the particulars have not been finalized to his knowledge.
Capt. Martin Flatley advised the Commission of a STEP grant the Police
Department received which will be used to pay overtime for officers strictly to
enforce speed, disobeying traffic signals, aggressive driving and related
infractions on Rt. 48 from Mattituck to Greenport and Rt. 25 from Greenport
to Orient Point (best route corridor).
Meeting adjourned at 1115 hrs., next meeting on February 12, 2007 at 1000
hrs.
