Al1Ploval of February 25 Meeting Minutes: The Minutes of the February 25 recei ved unanimous approval after a
motion from Capt. Flatley and a second from Frank Field.
Town Orientation/lnteq>retive Signage Project Update: Neb received a submission from Jim Grathwohl for the
Landmark Preservation Commission identifying scenic landmarks on the west side of town. Mr Grathwohl will
also make a list for the east side of town. Some stakeholders are meeting today and Heather will email the results
of their meeting(s) to the RBA Group (consultant). The Commission received a draft of "North Fork Trail-
Scenic Byway" by RDA. We should look at it and be prepared to discuss it at the next meeting.
Harbes Farm Stand Proiect Proposal: The road in front of Harbes farm is a Town road, not a County road.
Therefore Town highway regulations apply. Ruth Oliva and Mr. Goeringer met with Mr. Harbes and discnssed
many aspects of his proposed project including a cross walk. Neb observed that seasonal (fall) traffic and parking
requirements must be taken into account. Marty and Jamie will look into solutions for seasonal crossing safety,
including possible regulations. Heather pointed out that another larger parking lot is planned north of the
buildings at the farm stand. Jamie and Heather discussed designating the north side of the road as "No Parking"
to relieve congestion and improve sight lines. Neb will send a memo to the Planning Board suggesting the "No
Parking" proposal, a cross walk, and signs indicating additional overflow parking.
Jim Baker has prepared a draft ordinance for farm stand parking and traffic control which we will discuss
at the next meeting if Mr. Baker is present.
s..uE.W County Road 48 - Roundabouts and Soundview Site Updates: Neb talked to SCDPW Chief Bill Hillman
and learned that none of the money ($100,000 - adopted 11/20/07 by Bond Resolution #1 169) allocated to study
the Cox Neck Lane Roundabout proposal could be applied to a similar proposal for Westphalia Avenue. The
County is working on an RFP and hopes a contract will be let by November or December 2008.
Hamlet Transportation Enhancement." A series of meetings with the Stakeholders was held ten days ago and
Mark gave a power point presentation of what has been suggested. &sentially, all the Stakeholder groups
identified traffic calming, sidewalk quality, and safety for pedestrians as issues. The Town needs an inventory of
sidewalks and their condition, as well as crosswalks and lighting for pedestrian safety. A NYMTC Transportation
Enhancements grant could be written to fund the implementation of a town-wide pedestrian plan. Twelve
categories eligible for enhancement include: Facilities for pedestrians and bicycles, Safety and education for
pedestrians and bicycles, Acquisition of scenic easements and scenic or historic sites, Scenic or historic highway
programs including tourist or welcome centers, Landscaping and other scenic beautification, Historic
preservation, Restoration and operation of historic transportation buildings, Preservation of abandoned railway
corridors, Inventory, control and removal of outdoor advertising, Archeological planning and research,
Environmental mitigation to address water pollution due to road runoff or reduction of vehicle-caused wildlife
morudity. In order to receive funding, we must have a Town-wide plan.

which Heather provided. Heather cautioned that there was more to the report than what appears in the 'Referrals
to the Transportation Commission' and explained the major points. Heather then referred to the summary at the
end of the report on page 5, which includes some of the common themes among all hamlet stakeholders: traffic
calming and pedestrian and bicycle safety. Mark Terry suggested that the Town mighf consider a consultant to
address these specific concerns and added that certain tasks/assignments have already been distributed to the
Highway Department, Police Department and Town Engineer's Office. Councilman Wickham stated that the
Board is looking for a suggestion/memo from the Commission on items to be covered for their NYMTC grant
request. Chairman Brashich stated that he would compose a letter to the Board from the Commission suggesting
that the Board consider the above two common themes in their grant application.
Hamlet Implementation Committee Recommendations: Jamie Richter reports the following from the meeting:
. Crosswalks along State Rt. 25 in the following locations wen: requested by stakeholder groups: Seven-
Eleven, Greenport and Southold, East Marion by the Post Office, and Southold Village by Beckwith
Avenue. Chairman Brashich requested Jamie Richter and Captain Flatley to also include this in their
Crosswalk Report assigned earlier in the meeting.
. That a group had requested a full traffic light at Main Street and County Rt. 48 in Greenport (by the
Shady Lady). Jamie advised the group that we had already looked at a proposed roundabout at this
location and suggested the Commission actively pursue this project.
. That groups had suggested the Commission look into more municipal parking lots for the individual
hamlets. Chairman Brashich advised that this is too vast an undertaking for the Commission at this time.
SEEDS Update: A report by Volpe was submitted to the members with the Scope of Work Tasks and Schedule
for the Rail and Bus Network.
Current Transportation Issues Updates:
Corner Route 48 aud Tuckers Laue: Jamie Richter prepared a restriping plan for this intersection and
forwarded it to the Suffolk County DPW on 2/27/08.
Albacore Drive & Dolphiu Drive - NYSDOT Request for Input: Mter a meeting with the police
Chief and residents, temporary signs - "One Way" in and "One Way" out seemed to be satisfactory and will be
made permanent.
Proposed Local Law - No Turu on Red- CouuciIman Krupski: This was passed on to the SCDPW
with our recommendation to do this but we recognize that the sign would be placed in DPW right-of-way, north-
bound on Cox Lane.
North Fork Beach Condomiuium Signage Request: This request has been made to the SCDPW and
Neb and Jamie will meet with the DPW to also discuss the drainage pipe at the same location.
Seaview Bicycle Trails Maps & Curreut Signage Status: Two drafts of revised bicycle maps will be
ready in the next ten days. One will be pocket sized and one will be larger. Neb and Margaret will review them
and decide which to use. Neb asked that the highway department replace missing trail marking signs.
Tom Wickham reported that the Town Board discussed a proposed new trail system from the Bay to the
Sound. It would be a hiking/biking trail from Pipe's Cove to Clark's Beach through Moore's Woods and by
Silver Lake. John Stepnoski will lead this project. They may be able to use the $71,161 left over from the
Causeway wires undergrounding project. The Group for the East End would be willing to prepare a grant
application and Mayor Nyce and Councilperson Osinski are supportive..
Reduction of Speed Limit on Orient Causeway: The NYSDOT has informed us that they are willing to
decrease the speed limit from 55mph to 50mph on the Orient Causeway after an accident analysis review. New
signs will be installed as soon as their work schedule permits.
Posting of Bridge Clearance Signage in Mattituck: There is no need for a height clearance sign.
East Marion Fire District Request for Signaee No "U" Turns: With regards to the letter submitted to the
Commission on the District's request for no U-Turns in the direct hamlet of East Marion, Jamie Richter state that
he already contacted the NYSDOT advising them of this request.
Capt. Flatley advised that it does create an unsafe condition when vehicles make U-Turns along Rt. 25 in
this location. Heather reminded the Commission that this request was also made in the Stakeholder's report.
Chairnlan Brashich advised he would compose a letter to the NYSDOT making this request.
Fi ve Town Rural Transit Update: Margaret left the meeting early and gave no report.
New Business: Chairman Brashich discussed a letter he received from Supervisor Russell regarding a request by
Harbor Lights, Southold residents to restrict truck traffic on Peanut AlIey/ Corwin Lane in Southold. Mter a brief
discussion, this topic was tabled to the next meeting after it could be determined if the Town had ownership of
this roadway or make improvements. Peter Harris to be consulted with.
