Welcome Commissioner James Baker 1Il from New Suffolk: James "Jim" Baker was welcomed onto the Transportation Commission. Harbes Farm Stand Proiect Proposal: Bruno Semon reported that on February I, 2008, a New Active Site Plan was received by the Planning Department for the addition of a retail winery and wine production facility to the existing Harbes Family farm stand on Sound A venue in Mattituck. Cathy Masiano is the agent of record. The proposed work would be done in two phases in 2008 and 2009 or as soon as possible after that. Neb reminded Bruno and Mr. Harbes that this is a Scenic Byway and the plan should include preserving the trees. The Commission expressed concern about parking and traffic on both sides of the road. Bruno suggested the possibility of one common well-marked cross-walk. The Commission will study the documentation and meet with Mr. Harbes at the next meeting. Tom Wickham said that all farm stand applicants should be asked how many cars they expect as "overflow" parking. There should be a dedicated piece of property for cars and busses. Tom also pointed out that whether a car is parked for 5 minutes for brief shopping or two hours for family entertainment makes a big difference in needed parking spaces. In developing legislation for farm stands, the Transportation Commission should offer a comment on parking. Neb appointed Jim Baker to draft a plan for farm stand parking. Town Orientation/Intewretive Signage Proiect Update: Neb and Heather have been working on this. RBA is at a standstill because no information is coming in. Three kiosks and six interpretive signs are funded but the stakeholders must provide information for the content of the signs and their placement. Neb will give the stakeholders ten days to answer after receipt of the information. North Fork Beach Condominium Request: The signs are up ("Children at Play") and Suffolk County DPW will be asked to put pedestrian striping across Rte. 48 at the Town Beach and motel. SDPW County Road 48 - Roundabouts and Soundview Site l[pdates: Neb had a conversation with Bill Hillman. The County is developing an RFP which may be ready by late November or early December. Neb asked again to add Westphalia to the plan and Mr. Hillman wasn't sure if there would be enough money but he agreed to at least do preliminaries on the site. Hamlet Stakeholders Study Project - Transportation Recommendations: The commission received a 2005 draft Hamlet Study project/Recommendations for each village which will be discussed at the next meeting. The commission will look for a common thread of concern among all the hamlets and then seek funding to address these issues. SEEDS Updat<;: The annual report of EETC will be given to the Supervisors and Mayors at their next meeting. Two things have come to their attention. One, the US Census seems to have underestimated the population on the East End. Second, waste water treatment needs to be addressed if hamlet density is to be increased. The Suffolk County Water Authority has offered to put up money to study water treatment in Mattituck. Technology has been developed that may make this feasible. Suffolk County Bus is conducting a study on destination and usage. Each community should evaluate bus stops and shelters. Tom reported that the state is offering a Transportation Enhancements Program Grant of up to $2.5 million. The deadline to apply is June 27, 2008. Eligible projects include: Bicycle/Pedestrian paths, acquisition . of scenic or historic sites, rehabilitation of historic structures, preservation of abandoned railroad corridors, mitigation of high'?ay runoff, and transportation related museums. This is the second time the grant has been offered but last time Long Island got almost nothing. Tom suggested all five towns should make a joint request and also suggested that the EETC hire a person to make the application. Neb will discuss this with Tom Neely and get back to the Commission. Greeaport Bus Shelter Request: Neb asked Mayor Nyce of Greenport to identify bus shelter sites for the village. The County has re-submitted RFPs to get lower costs for the bus shelters. Bicycle Trails Program - Funding Request to Town Board: The Town Board has approved funding for new bicycle maps. Neb and Margaret will proof read the new draft. ~rvisor's Request re issues: 'Comer of Route 48 and Tucker's Lane - Jamie has made a proposal for Tuckers Lane and will show it to the County DPW. · Albacore Drive & Dolphin Drive - The Commission needs clarification of what part of the road is under consideration for one-way status. Cillmcilman Krupski's Proposed Local Law - No Turn on Red: Neb will draft a memo to the County saying the Commission approves "No Turn on Red" at Cox Lane and Rte. 48. Qrk]:,t Causeway PrQject Status Report: NYSDOT has begun to circulate an initial proposal for the east end of the causeway. Neb will ask to extend the life of the contract for another two years. Five Town Rural Transit Update: Margaret reported that the team from Volpe would address the next Supervisors and Mayors meeting on February 28, and 5TRT would meet with them that morning. Q!QJlusiness: The property owner on the corner of Rte. 48 and Tuckers Lane has trimmed his hedges and improved the sight distance. Resnrfacing of Rte. 48 from Hortons Lane to Greenport will not be done in 2009, but the County will try to address the safety problems at Soundview Restaurant and Motel.
