HomeMy WebLinkAbout01/28/2008 Southold Transportation Commission Southold Town Hall January 28, 2008 Present: Neboysha Brashich, Margaret Brown, Frank Field, Capt Martin Flatley, Ruth Oliva, Supt. of Highways Pete Harris, Jamie Richter, Tom Wickham, Christine Rizzo - Suffolk Times, Richard McMurray, Cross Sound Ferry, Jim Baker Approval of November 26 Meeting Minutes: The Minutes of the December 17 meeting were not available. Town Orientation/Interpretive Signage Proiect Update: Neb reported that a memo was sent to all Stakeholder groups requesting which landmarks they wished to have referred to on the signage. Neb has heard from several of the Stakeholder groups but some are still incomplete. Neb asked Ruth to contact the Orient Stakeholder group for a reply. Neb reported that the contractor on this project, RBA, is actively working on the project and has submitted a progress report to Neb detailing their work. The Final Draft from RBA is expected sometime in late March/early April, which will be followed up with at least two visits to Southold to discuss same. North Fork Beach Condominium Request: Pete Harris was asked if his department has installed the signage for "Children At Play" on Soundview Avenue, Southold as requested. Pete stated that he was pretty sure it has been completed, but he will check on it. Neb and Jamie stated that they still would discuss the other concerns of the group with Suffolk County DPW prior to when their project starts in this area. SDPW County Road 48 - Roundabouts and Soundview Site Updates: Neb reported that he received a letter from the Suffolk County Legislature dated 12/17/07 stating that we received $100,000 for the roundabout study. Neb stated that he would contact SCDPW to attempt to have them include the Westphalia Avenue site in Mattituck with this study. Neb reports that he still has not received any correspondence back from SCDPW regarding the letter he wrote in reply to their recommendations for County Rte. 48 in front of the Soundview Inn and Motel. Neb will re-contact SCDPW on this matter. Pete Harris stated that SCPDW also needs to address the lighting in this area when the roadway is resurfaced because of the glare from lighting off the road surface. Neb will meet with Bill Hillman. SEEDS Update: Neb reported that at the SEEDS meeting bike routes were discussed. There is a question of how to handle signage of bicycle trails on public roads. Capt. Flatley did a drive around survey of the routes from Hampton Bays to Southampton Village and discovered that there is considerable variety in the way this signage is applied. In some cases there is a standing sign every Y2 mile, while in other cases there is only one sign at the entrance to a village, with bike figures embedded in the roadway identifying the bike lanes. SEEDS is looking for consistency in marking bike lanes. Tom Wickham asked Southold Town Board their preference for signage and their consensus was that they embrace bike routes but prefer fewer standing signs and endorse the bike image embedded in the roadway. Tanya Golikava of the DOT said that the 5 towns need to get together on a common protocol. Tom W. believes that if one town (Southold) were to take the lead with a set of recommendations, the other towns would agree. Neb suggested that we devote 45 minutes at our next meeting to develop a plan. Neb would like Margaret, Marty, Jamie and himself to meet as a sub committee to come up with a preliminary proposal for the next meeting. Also at the SEEDS meeting, the preliminary annual report to the Supervisors and Mayors Association was discussed. First they need to know who the new chairman of the Supervisors and Mayors will be. At the SEEDS meeting the upcoming visit of the Volpe representative was discussed. A copy of the contract was given to each of the five town signatories. Heather and Neb attended a meeting with the Volpe people during their two-day visit to begin data gathering for the NYS Shared Municipal Services Incentives (SMSI) grant feasibility study initiated by 5TRT. NYSDOT Bicycle Trails Program - Funding Request to Town Board: A funding request has been made to the Town Board to reprint the Bicycle Map. $3600 is needed for 10,000 maps. The maps have been very popular. Supervisor's Request re issues: 'Comer of Route 48 and Tucker's Lane · Albacore Olive & Dolphin Drive - NYSDOT Request for Input Supervisor Russell sent a memo to the Commission January 17 asking for advice on safety issues at the comer of Rte. 48 and Tuckers Lane in Southold. He would like to know how safety can be improved. Capt. Ratley provided an Motor Vehicle Accident (MV A) Report from 1999-2007. Part of the problem is vegetation limiting sight lines, but the biggest problem is the fact that Rte. 48 is in the process of going from four lanes to two lanes at that point. The County has made some changes in lane markings, but Jamie and Pete both have ideas about more effective re-striping. They will bring a diagram of a possible solution to the next meeting. The Southold Shores Association would like Albacore Drive and Dolphin Drive to be converted to one- way streets. The NYSDOT has been asked for input but before they respond, they need input from the Town of Southold. The Commission will invite Mr. Schiavetta, President of the Southold Shores Association, to come to our next meeting to discuss this issue. Councilman Krupski's Proposed Local Law - No Turn on Red: Councilman Krupski has proposed a local law providing for a "No Turn On Red" sign to be placed at Cox Lane and Rte. 48, northbound. He believes that the limited sight distance and permissible 55mph speed limit pose a serious safety hazard. Orient Causeway Project Status Re,port: Neb sent a letter January 15,2008 to Mr. Sherif Fathi, Regional Environmental Manager of the NYSDOT, asking him to meet with us to discuss the proposed design of the Orient Causeway Seawall reconstruction, now that funding for the project has been allocated. Five Town Rural Transit Update: Margaret reported that data collecting for the feasibility study is underway. Old Business: Tom Wickham is still concerned about the stop light on Cox Lane and Rte. 48. He feels there should be a "Yield on Green" sign in both directions on Rte. 48. The County still has not done this. Jamioe will check. The Commission agrees that there should be a "No Turn on Red" sign on Cox Lane northbound. New Business: No new business.
