Present were: Chairman Bennett Orlowski,Jr. Member G. Ritchie Latham, Jr. Member Richard Ward Member Kenneth Edwards Town Planner David Emilita Planner James Bryer Executive Administrator Victor Lessard Absent: Member William F. Mullen, Jr. 7:30 p.m . Public hearing on the question of approal of the major subdivision for Edward and Charles Nalbantian located at Mattituck to be known as "Oregon Heights" for 6 lots on 12 acres. Mr. Orlowski: Good evening I would like to call thismeeting to order, the first oreder of business is a public hearing on the question of approval of the major subdivision for Edward and Charies Nalbantian. We have proof of publication in the Suffolk Times, signed by Carol Sgarlata and notorized by Mary Deegnan. We have proof of publication in the Long Island Traveler Watchmansigned by Pat Wood and notorized by Barbara Forbes. At this time, everything is in order and I will ask if there are any objections to this major subdivison. Hearing none. Are there any endorsements of this subdivision. Mr. Sulahian; Mr. Chairman and members of the Board, ny name is William Sulahian. I represent the proponents of the subdivision, the Edward and Charles Nalbantian brothers. And, I believe all the documentation has been submitted to this Board and respectfully refer the members of the Board to all the documentation. I believe there is a plan that has been submitted with te paperwork and would respectfully that final approval be made subsequent to the consent of the members of the Board. I have Mr. Howard Young who is a licensed civil engineer and assisted in the preparation and if there are any questions, we would be h~ppy to answer them. Hearing none, is there anyone out there neither pro nor con but withi~ information pertaining to this subdivsion whidh may be of interest to this board? Hearing none, any questions form the Board, None. Okay, being no further questions, I will declare this hearing closed and thank you for coming down. On a motion made by Mr. Edwards, seconded by Mr. Ward, it was RESOVLED that the Southold Town Planning Board set Monday, January 12, 1987 at 7:30 pim. at the Southold Town Hall as the time and lpalce for the next regular Planning Board meeting. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On am~Q~ion amde by Mr. Orlowski, seconded by Mr. Ward, it was RESOLVED that the Southold T6wn Planning Board recommend to the Town Board that the proposed Zoning Map and Zoning Ordinance be adopted since it has been worked on for a long time and the Board is inconcurrence with th~ Map and ordinance as proposed. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a motion made by Mr. Latham, seconded by]Mr. Edwards, it was RESOLVED that whereas a formal application for the approval of a subdivisin plat entitled "Thomas Samuels" located at Orient was submitted to the Planning Board~.on January 7, 1985 and filing fee was paid and WEHREAS a public hearing was held on~sald subdivision application and plat at the Town H~l12 Southold, New York, on December 8, 1986 at 8:00 p.m., and WHEREAS, the requirements of the Subdivision Regulations of the Town of Southold ahve been met by said subdivision plat and application, NOW, THEREFORE, be it RESOVLED that the application of Thomas Samuels for approval of said ~ubd±~ision plat prepared by Rod Van Tuyl dated as last amended September 30, 1986, be approved and the Chairman Planning Board Page 3 12/22/86 be uathorized to endorse app=oval on said subdivision plat, subject to the follwoing conditions: 1. NO lot shall be subdivided or its lot lines changed in any manner ataany future date unless authoried bythe Tow~ of Southold PLanning Bord. 2. No sanitary disposal facility shall be constructed or otherwise located within 100' df the upland edge of the tidal wetlands along the shoreline of Hallocks Bay. 3. No stormwter runoff resulting from the development and improvement of the subdivision or any of its lots shall be discharged down the face of the bluff inany maneer into the adjoining body of water and tidal wetlands bordering the parcel. 4. A conservaton or scenic easement having a minimum width of 50' shall be established along the shoreline of Hallocks Bay to insure that no development advers to the aesthetic quality of the shreline will take place~Rlong the shoreline. 5. Conditions 1-4, inclusive, sall be filed as covenants and rest~±ctions in the office of the County Cl~rk on or prior to the granting of approval to this subdivison. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a motion made by mr, Edwards, seconded by Mr. Ward, it was RESOVLED that whe~as a formal application for the approval of a subdivision plat entitled "Howard Hoey" located at Orient was submitted to the Planning Board on April 24, 198§ and filing fee was paid on April 24, 1985 and WHEREAS, a public hearing was held on said subdivision application and plat at the Town Hall, Southold, New York, on December 8, 1986 a~ 7:45 p.m., and WHEREAS, the requirements of the Subdivision Regulations of the Town of Southold have been met by said subdivision plat and application, NOW, therefore, be it RESOLVED taht teh applicatin of Howard Hdey for approval of said subdivision plat prepared by Rod ~an Tuyl dated as last revised October 23, 1986 be approved and the Chairmmn be autorized to endorse approval on said subdivision plat, subject to the following: 1. Consideration of the comments of the Suffolk County Planning Commission. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards Planning]~Board Page 4 12/22/86 On a motion made by Mr. Ward, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board, ~following a public hearing, approve the preliminarymaps for the major subdivision of Daniel Marcucci located at Reydon Drive and North Bayview Road, Southold for 7 lots~ on 13.89 acres inthe cluster concept subject to the following: 1. Relocation of the access road 50' to the south. 2. INformatin with regard to the Homeowners Association. 3. Compliance oftthe recommendations of the Highway Superintendent with regard to the widening of Reydon Drive. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a~-~motion made by Mr. Latham, seconded by Mr. Ward, it was RESOLVED that the Southold Town Planing Board aprpove the amended site plan for Lynn Sciora for amending the parking area of the existing building located at Greenport, currently being used as ~a restaurant. The site plan dated August 21, 1986 has ~eceived certification from the Building Depmr~ment. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a motion made ~by Mr. Ward, seconded by Mr. Latham, it was RESOVLED that the Southold Twon Planning Board grant a 90-day extension on the~?action of the site plan ~or The Cove Properties located at southold purusant to the request of the attorney for the applicant in order to s~cure Health Department approval. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a motion made by Mr. Edwards, seconded by Mr. latham, it was RESOLVED that the Southold town Plan~lng Board, following a field inspection, approve the lot line change for Francis F. Adams located at Fisehrs Island as shown on the survey datd September 23, 1986, subject to receipt of amended surveys howing a re-configuration of the lot line to obtain more even lots and indicating the gravesites onthe property. Ward, it was RESOLVED that the southold Town Planing Board set Monday, DEcember 22, 1986 at 7:45 p.m. at the Southold Town Hall, Mailn Raod, Southold as the time~and place for a public hearing on theqquestion~of approval of the minor subdivision f~or Kenneth and Margaret Strachan located at Orient. Vote of the Board; Ayes; Orlowski, War~.~Ed~ards ~?,~'~.~w,~'-~ Abstained: Latham (related to applicant) On a~notion m~de by Mr. Ward, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board approve the site paln for the rnovation of the former North Fork Video to a take-out restaurant located at Main Road, Mattituck for Paula Clark and Joseph Taormina. Survey dated as amended October 31, 1986. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a motion amde by Mr. Ward, seconded by Mr. Edwards, it was RESOLVED that th~ Southold Town Planning Baord approve the'~site plan for North Fork Welding for construction of an accessory building to the existing welding use located at Main Road, Greenport, site~?plan dated as revised December 20, 1986; subject to: 1. Certification of the site paln by the Building Department. 2. Reciept a~d review and approval of a landscape plan indicating the size,ttype and quantity of landscape material. Vote of the Board; Ayes; Orlowski, Latham, Ward, Edwards On a~motinn~,made byMr. Latham, seconded by M~.. Edwards, it was RESOLVED that teh southold Town Planning Board accept Inspector John W. Davis report No. 558 with regard to the final inspection on the access road to b~b. known as "Wiliamsburg Drive" located at Southold for access ~ to the lot owned by Hansen.
