Ritchie Latham, Jr. Member William F. Mullen,Jr. Member Richard G. Schultze 7:30 p.m. Public hearing on the question of approval of the major subdivision to be known as Harbor View located at Mattituck, 38 lots on 40 acres. Chairman: Good Evening. I would like to call t]~is meetinq to order. The first order of business is a public hearinq on the final map of the major subdivision to be known as "Harbo~ Mattituck. This is 38 lots on 40 acres. I've been here fo~ four years. Aside from my request to grant final approval o the map as filed, I would further request that the Board ake into consideration waiving a park fee and taking the rights to lo s 1 and 2 on the map, those are the areas that are set aside fo~ the water treatment facility. I have nothing more to say on that. Mr. Orlowski: Okay. Mr. Conforti: Thank you. Mr. Orlowski: Are there any other endorsements of this subdivision? Hearing none. Is there anyone out there neither pro nor con but may have information pertaining to this subdivision that might be of interest to the Board? Mr. Suter: Mr. Chairman, my name is Martin Suter and I reside in Mattituck, I am a property owner adjoining this and I understand there is approval of a water system and I don't know whether it is in this record or not, but in the Zoning Board of Appeals that adjoining property owners will have access to the water supply. I understand that will be part of your approval? Mr. Orlowski: Adjoining owners? Mr. Surer: They have consented to that before t~e Zoning Baord of Appeals, and they don't have any thing in the record. And, I just want it on your record. Mr. Orlowski: Can you answer that? Mr. Conforti: May I address that Mr. Chairman. Mr. Orlowski: Adjoining owners will have access to the water supply system? Mr. Conforti: It is our intention after conveyance to the Homeowners Association to have the Homeowners Association Dffer membership to adjoining owners. At this point in time, we can't hold it, otherwise it is going to determinably delay our prospectus with the Attorney General's office. But, it is the intention of the homeowners association to offer membership to adjoining property owners for the purpose of hooking up to the watDr treatment system. We are asking thought, that that not be a condition of approval. Again, because, only because of the extra work %hat would be entailed with the Attorney General's Office. Mr. Orlowski: Does anyone else have any information that they would like to share with the Board? Hearing node. Mr. Emilita: Yes, Ben, with respect to the applicant's just recently made request here, I would cauthion the Board against taking the Planning Board Page 3 June 9, 1986 Mr. Emilita: proposed Lots 1 and 2 for park an~ playground. This is a wter treatment plant, I don't think want p~ople, the public in general, children what have you in the vicinity of this operating treatment plant. I think this should be reserw and if the subdivision itself cannot show a sui' area, then I would certainly expect that a cont~ park fund be made. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Edwards, Ward On a motion made by Mr. Mullen, seconded by Mr. Latham, it was RESOLVED that the Southold Town Planning Board 23,1986 at the Southold Town Hall at 7:45 p.m. place for a public hearinq on the question of a minor subdivision of Creative Ventures located Cutchogue for 3 lots on 8 acres. An initial determination of non-significance has been made. Planning Board Page 5 June 9, 1986 Bedell vineyards - The Board reviewed this sit9 plan for construction of a winery located at Main Road,Cutchogue. A special exception to permit a winery has been received from the ~oard of Appeals. Mr. Merlon Wiggin was present as the agent for this proposal. Mr. Ward suggested that drainage calculations ~e submitted and the ingress and egress be amended to be 20'. Mr. Wiggin replyed that the drainage calculations have been submitted and the applicant was aware that the Board would like ~o see the ingress/ egress widened to 20'. On a motion made by Mr. Latham, seconded by Mr. Ward, it was RESOLVED that the Southold TownPlanning Board refer the site plan for Bedell Winery for the conversionof a barn to a winery located at Main Road, Cutchogue to the Building Department for certification, subject to: 1. Receipt of amended surveys indicating a 20' ingress and egress to the Main Road. Survey dated as amended March 19, 1986; tax map no. 1000-85-2-10. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Edwards, Ward Inspector's Report Dated May 14,1986 for Sundown Farms - The Chairman read the report as follows, to wit: "This section of the above propert line survey~ today be Donack as requested by Mrs. B. Kujawsk dated 9/12/84 were used. Thoday's survey was a B. Kujawski, J. Stiefer and Mr. and Mrs. Sayre. a property survey by Van Tuyl dated 2/26/85 tha' way all within that property and the 20ft. Comparision of the two maps (Donack and Van Tuyl) show he difference in bearing and length at the north side, a small differenc~ in bearing and length inthe last course (south end) of the east side and a difference in length of 16.94 ft. at the southwest corner 9t the south end of the property. Donack shows 90.96 ft., Van TUyl 74.02 ft. This as Sundown Frms. .ong Sound Avenue ~ead of 520.32 .5 ft. This lesser ~e property lines shown on the Van north side (along Planning Board Sundown Farms, cont. - Page 6 June 9, 1986 compares more or less with the difference in length of the two sureys at the north end. All other dimensions ~nd bearings are the same. I reviewed the deeds from the PlanniDg Board files, one for the Sundown Farms and one for Long No. ~. They both conform to the Donack survey throughout. Note: The length of 520.30 ft. (Donack) for the subdivision length along Sound circled in the subdivision deed.
