Present were: Chairman Benett Orlowski, JR. Member William F. Mullen, Jr. Member G. Ritchie Latham, Jr. Member Richard Ward Executive Administrator Victor Lessard Planner James Bryer Secretary Diane M. Schultze Absent: Member Kenneth Edwards, due to incelment weather (snow) 7:30 p.m. Public hearing on the question of approval of the final maps for the majro subdivisionof Deborah Edsonlocated at Depot Lane, Cutchogue for 6 lots on 12 acres. Mr. Ortowski: Okay, I would like to call thismeeting to order. First order of business is a public hearing on the final maps for the subdivision of Deborah Edson lcoated at Depot Lane, Cutchogue. This is for 6 lots on 12 acres. We have proof of publication in the Suffolk Times signed by Carolyn Sgarlata, we have proof of publication in the Long Island Traveler Watchman signed by Pat Woods and notorized by Barbara Forbes. At this time everything is in order for a final hearing and I will ask if there are any objections to this major subdivision? Hearing none. Are ther any endorsements of this major subdivision? Mr. Rudy Bruer; Mr. Chairman and Members of the Board, Mr. Bruer on behalf of the applicant, Mrs. Edson. I respectfully request that the Board be favorable in their decision with respect to this application. Again, we note we would like a favor able decisin. Thank you. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Ward On a motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board set Monday, March 9, 1987 at 7:45 p.m. at the Southold twon Hall as the time and place for a public hearing on the question of approval of the minor subdivisin of Salvtore and Jeanne Catapano located at Southold for 4 lots on22 acres. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Ward The Planning Board reviewed and Set the following new proposals for~a field inspection: 1. Golf View - 4 lots on 8 acres at Main Road, East Marion. 2. Sunbow Associates - 4 lots on 30 acres at Soundview Avenue, Mat~ituck. 3. Donnalee Relyea - 2 lots on 2 acres in the B zone at Franklinville Road, Laurel. 4. Hanoch and Watts - 4 lot son 12 acres at Alvah's Lane, Cutchogue. 5. Peter Blank~ Jr. - located at Orient. Mr. Latham abstained from any discussion since he is a relative of the applicant. 6. Fishers Island Utlity - It was noted that Fishers Island Board member Kenneth Edwards, was absent due to the weather, however, he had submitted a report to the Board that this proposal was inspected and is ready for action. On a motion made by Mr. Latham, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Plannig Board, following a field inspection of the premises, approve the set off for Fishers Island Planning Board Page 3 2/23/87 Utility Company toset off.287 acres to be conveyed to St. John!s Cemetry located at Crescent Avenue, Fishers Island, subject to: 1. Receipt of amended surveys witha notation that the .287 acre parcel is not to be a building lot. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Ward Field inspections cont. 7. Wilmerding - 4 lot son 12 acres at Fishers Island. 8. Angel Shores Section I 29 lots on 39 acres at Main Bayview Avenen, Sonthold. see further discussion below Angel Shores, Section II- 24 lots on 52 acres at Main Bayview Avenue, Soutold. see further discussion below 10. Kalajian - 2 lots on 3.9 acres off a right-of-way from Oregon Road, Mattituck. 11. Flint Street Corp. and River Circle Corp. - set off to re-separate merged lots each with an area of 5,625 square feet at Linett Street, Greenport. Russell and Joan Mann subdivision at Southold Mr. Orlowski: Okay, the next order of business is public hearing onthe questionof approval Of the minor subdivisionof Russell and Joan Mann located at Glover St, Southold. This is for 4 lots on 10.36 acres. We have proof of publication from the Suffolk Times, signed by Carol Sgarlata and notorized by Mary Deegnan, I also have proof of publication in the Long Island Traveler Watchman signed by Pat Woods and notorized by Barbara Forbes. Angel Shores Sections I and II - Mr. James Cron, esq. and Mr. Reese and Mr. Bodwell of Henderson and Bodwell were present on behalf of the applicant to discuss this proposal with the Board. Mr. Reese: We have re-submited this and taken the two lots and shown the two lots but withthe understanding that they will be designated as ~lanning Board Page 4 2/23/87 Ir. Reese: As the location for the well. The total number of lots is ~till the same plus two that were reserved for water. The only other ~hange to~_the plan is that we reduced the toal pavement on the site. ~e ar~ putting in cul-de-sacs in stead of running this as a loop. 7he cul-de-sac reduces the total ±mpacton the site. Ir. Orlwoski: That is the reason for the change to reduce the pavement. 7his is just section I. ~r. Reese: Section II is on the other side of the road and it is for !4 lots on 52 acres. Ail the lots meet all the lots meet all the requirements ~or the zoning. I believe one issue which we need to discuss is the zidening road Peconic Bay Lane, which we are adding 15' to make 50' right ~f way. This other change is realigning the present dirt road tomake ~his paved road. fr. Orlowski: Does the Board have any questions= while we have the experts ~ere. Mr. Bryer~ Jim~ do you have anything. fr. Bryer: Not in full~ I would like to get out and look at it and see low things look. out there. ! really haven't had a chance to get deep _nto it. I know I will have some questions on drainage~ draining into. uestions on Section I drainage. r. Cron: Would it be possible after you have field inspected it to lave Mr. Bodwell call you to address some of these things~ fr. Bryer: We will send a letter with any question I will have. fr. Cron: Just to expedite it and work out any differences. fr. Or!owski: Soil conservation services~ which now works with us and ~eviewes our plans has made a preliminary review. I will have Diane ~ail you a copy of the report which we have gotten, some of these questions~ ~ou may be able to start answereing, knd~ we will get out and give you ;ome input after our inspection. Does the Board have any other questions. fr. Ward: Why was Rambler Road not extended? fr. Bodwell: Again to reduce pavement and keep common entrances. We ire proposing a boulevard, 4-lane entrance, heav!ily landscaped entrance and short cul-de--sacs and no ned for this and it was not shown on the original map. Mr. Cron : Would you like to have these sketches. Mr. Orlowski: No, the Board will review the maps submitted. And, I will have Diane mail you the report we have already received. On a motion made by Mr. Latham~ seconded by Mr. Ward~ it was RESOLVED that the Southc!d Town Planing Board refer the following comments Planning Board Page 5 2/23/87 to the Southold Town Board of Appeals with regard to the set off proposal for McSherry and O'Neill located at Wiggins and Eighth Street, Greenport to set off 6,221 square feet from 6,239 square feet (map amended Febraury 9, 1987): 1. The lots proposed are less than the required area of the zonig code, 80,000 square feet. 2. There are two existing houses on the site~ Vote of the Board: Ayes: Orlowski, Mullen, Latham~ Ward James E. Cross set off at Cutchogue The Board reviewed this set off of 78,000 square feet from 28.4 acres at Main Road, Cutchogue. The Board was to make recommendations to the Board of Appeals. It was discussed by the Board that a recommendation to the applicant in the above mentioend proposal would be to consider obtaining an easement over the Lowe property to get at least 50' of access to the remaining propery of Cross. It was also noted that if all the land on Main Road were included inthe parcel to be set off, an area variance wouldnot be needed. Mullen Motors site Plan at Southold Mr. Kevin McLaughlin, Esq. was present for the presubmission conference before the Board to discuss the site plan for parking layout for Mullen Motors located at Cottage Place, Southold. MR. Willam F. Mullen, Jr., Boardmember stated that he is in no way'relAted to Mullen Motors and has no interest in Mullen Motors. Mr. McLaughlin: I am just here basically this eveing to take any input that the Board may have. We request that we could get the Planning Board's report to advise for the March 5 meeting of the Board of Appeals. Mr. Orlowski: This is for strictly parking, and you are obtaining a use variance at the Board of Appeals. Mr. McLaughtin: This is for employee parking only, employees of Mul!en MOtors, not for storage or sales of any kind. The sales will still be conducted from the front lot. Mr. Ward; What type if lighting is proposed? Mr. McLaughlin: In side lighting and it will not be reflected out of teh boundary of the lot. Planning Board Page 6 2/23/87 Mr. Mullen: If this is for employee parking only, it should be signed as such. Mr. McLaughlin: We have no problem with putting a sign up to that effect. Mr. Ward: What kind of fence is that? Mr. McLaughlin: Chain link Mr. Ward: Will it be landscaped? Mr. McLaughlin: There will be a seeded area all around except on Cottage Place where there will be further landscaping. Mr. Ward: I am sure that this is abutting houses, which lots have the houses. Mr. Mullen (Richard Mullen, applicant) - Lot No. 31 has a house on it. Mr. Ward: Then I recommend that screening of planting be put across from lot No. 31. Mr. Orlwoski: We will send thse recommendations to the Board of Appeals. and thank you for coming down. kay Maunsbachand Helen Leeds Major subdivisiion known as "The Fields" at Mattituck It was discussed by the Board that by subdividing off the road frontage on County Route 48, which was proposed as Section I, the parcel remaining was almost landlocked. It was also discussed that Rosewood Drive is not a Town Road, therefore, an additional access road will need to be provided. Willam H. Price site plan at Greenport Mr. Wiliam H. Price, Jr. Attorney was present for a presubmission conference to discuss the site plan for William H. Price for an addition on an existing office building loc'ated at Main Road, (Front Street) at Greenport. Mr. Orlowksi; Next, Mr. William Price is here for a presubmission conference. Mr. Price: I am William Price, Jr. attorney for the applicant. WE submitted a site plan for the Board. The proposed addiition will be used as a law office. The only thing I would like to say as far as this particular site plan is concerned it shows a long strip of grass along the southeasterly portion that may or may not be included inthe actual construction. We may remove that for additional parking. There is a rectangular area noted as grass and what we are contemplated is adding grassed area to the existing grassed area to make it somewhat more symetrical but in no event will we have any less parking than is shown, hopefully, we will have a little bit more. Planning Board Page 7 2/23/87 Mr. Ward: The parking is adequate for this use. Mr. Price: It is as per the code. Mr. Ward: NO, I just mean for your use, the numbers are adequeat. Mr. Price: Yes, we do not anticipate any additional lawyers which may require parking. Mr. Ward: Do you feel it is too much. Mr. Price : No, when you see the area and the like, it seems the parking should asetically continue over the easterly boundary. Mr. Mullet: Is this addition going to be used for the existing operation. Mr. Price: Yes. Mr. Bryer: Two questions, on the elements of the site plan, Shallvey is to the east, it is a requirement to have 3' of screening between that , the best I could tell is that that is residential, you have to have 3' width of screening. Mr. Price: That is not a problem, we will put in pine trees as we have along the northerly boundary. Mr. Bryer: The only other thing was the proposed grades, where you are going to have the drainage in the back, there is no pitch shown. Mr. Price: From personal knowledge, I can tell you that the drainage does run to the South and we put the drainage there to alleviate drainage onto Jernick's property. I sure don't want any puddles in the parking lot. Mr. Bryer: There are no drainage calculations here, I realize'that that is bluestone and you are going to get some absorbtion into the bluestone but there should be some.calculation to state wether you have some adequeaze holding capacity because you have alot of parking area that is going to be draining that way and i am not sure if the drainage basins will hold it. Mr. Price basin as placed in Route 25. drainage. : I will make a representation to this Baord if the drainage shown is not sufficient, additional drainage basins will be that area and also so that the drainage does not run onto I have relied on our engineers to come up with adequate Mr. Bryer: It is not shown on the map, so I can not verify it. Mr. Price: What would you like? Mr. Bryer: Put the computations down. He should have already figured it out so just put it on the map. Mr. Orlowski: The Board will make a field inspection ahd advise you of any other comments we might hve. Planning Board Page 8 2/23/87 Mr. Price: The next step is certification. Mr. Orlowski: After our inspection, we will refer it over there. Mr. Price: Thank you. On a motin made by Mr. Ward, seconded by Mr. Latham, it was RESOLVED that the Southold town Planning Board, following a field inspection, of the premises, approve the sketch map for the minor subdivision for David Salan~ and Luis San Andres located at Laurel for 4'lots on 22.9 acres; survey datd as last amended December 22, 1986, subject to: 1. Covenants and restrictions that there be no further subdivision mn perpetuity. 2. A turn-around provision at the end of the right-of-way. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Ward On a motion made by Mr. Ward, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board, following a field inspection, approve the sketch map of the minor subdivision of Latham Farms, Inc. located at Orient, for 3 lots on 7.973 acres, survey dated January 23, 1987; subject to: 1. Receipt of amended surveys indicating the building envelopes on the lots. Vote of the Board: Ayes: Orlowski, Mullen, Ward Abstained: Latham (relative of applicant) Mr. and Mrs. Carmine DiSpirito site plan at Southold Carmine and Donna Marie DiSpirito were present for a pre-~ubmission conference to discuss the site plan for a new two-family house located at Youngs Avenue, Southold. Mr. Orlowski: We have Carmine and DonnaMarie DiSpirito present to discuss the site plan at Soutohld. This is also pending before the Board of ~Appeals for a special exception. Your intent right now is'a two-family you are at the Zoning Board of Appeals for a special exception, we will need a more formal site planthan this. Mr. DiSpirito: I had the surveyor designate the proposed area whre the house should be. It maintains more than what the Town requires. Mr. Orlowski: There are quite a few things missing here, parking, lighting. Planning Board Page 9 2/23/87 Mr. Bryer: We have got a list if you want to stop in the office tomorrow and I can give you alist of requirements that are to be on that plan. You have to show parking spaces and there are other requirements. Mr. Van Tuyl should now what goes on that siteplan. Mr. DiSpirito: We triedlto go according to the guidelines. Mr. Orlowski: We have a list in the office for site plan approval and a list of things that need to be on the site plan. Right, now, you are on the Board of Appeals for a special exception. I don't know what the input the Boad can give to the Boacd of Appeals without all those elements. At this time, put these on the maps and proceed with the special exception and when you get it then come back to our Board for site plan. Mr. Ward: You don't really need site plan at this time, just try to get the special exception and if you get that then finalize your plans and come back to this board, once you know what type of plans for your house you want. On made by Mr. Multen, seconded by Mr. Latham, it was RESOVLED that the southold Town Planning Board refer the site plan for Joseph Shipman for construction of a 35' by 50' storage building, accessory to the existing business, to the Building Department for certification, subject to: 1. Receipt of amended surveys indicating that the Building proposed is for storage only. Vote of the Board: Ayes: Orlowski, Multen, Latham, Ward Helen Dris minor subdivision at Mattituck The Board reviewed this proposal for 4 lots on 9 acre at Mattituck. It was indicated to be a cluster although the area designated as open space contained a dwelling which is not permitted under the cluster provision. This would make the proposed one-acre lots not conforming either. It was also noted that this is used for horses and required 10 acres, however, there were less than required for this use and the subdivision would make it not conforming for a horse farm. It was the consensus of the Board to question the intent of the applicant with regard to this. Gormon Associates Site plan The Board reviewed this proposal for an addition on the existing office building located at county Route 48, Mattituck. It was the consensus of the Board to request that all of the missing s%te plan e!emtents be added to the site plan and the plans be stamped and signed by a Planning Board Page 10 licensed surveyor, engineer or architect. 2/23/87 On amotion made by Mr. Mullen, seconded by Mr. Ward, it was RESOLVED that the SouthQld Town Planing Board override the resolution of the Suffolk County Planning Commission With~regard to the minor subdi~sion for Kenneth and Margaret~Strachan, located at Orient. Vote of the Board: Ayes: Orlowski, Mullen, Ward Abstained: Latham (related to the applicant ) On a motion made by Mr. Ward, seconded by-Mr. Mullen, it was RESOLVED that whereas a formal application for the approval of a subdivision plat entitled Kenneth Strachan, Jr.,and Margaret L. Strachan located at Orient was submitted to the Planning Board on May 9, 1986, and WHEREAS, a public hearing was held on said subdivision application and plat at the_Town Hall, Southold, NY on January 12, 1987, at 7:45 p.m., and WHEREAS, the requirements of the Subdivision Regulations of the Town of Southold have been met by said subdivision plat and application, NOW, therefore, be it RESOLVED that the application of Kenneth Strachan, Jr., and Margaret STrachan for approval of said subdivision plat prepared by Rod Van Tuyl dated as revised January 12, 1987 be approved and the Chairman be authorized to endorse approval on said subdivisionplat, subject to the following conditions: 1. Receipt of amended surveys clarifying the existing 25' right of way. 2. Receipt of the filing fee of $50. Vote of the Board: Ryes: Orlowski, Mullen, Ward Abstained: Latham (related to applicant) Mohring Subdivision at Peconic Abigail Wickham, Esq and the applicant Richard Mohring as well as surveyor Howard Young were present to discuss the minor subdivision for Richard Mohring and the access road within th~s subdivision. Mr. Orlowski: Next, we have an 8:45 p.m. appointment with Mrs. Agigail Wicham, Attorney and Richard Mohring to discuss the minor subdivision of Richard Mohring loated at Peconic and the access road within the subdivsion. Planning Board Page 11 2/23/87 Ms. Wickham: We woud like to ask the Board to help us with what seems to be an escalating spiral down on this road here. We originally did a 4-lot minor subdivision and the Board specified a road through as access. There were a couple of meetings with Mr. Davis to disucss the road meeting at the property with the owners. They determined the type of road that was to be built, they though they put it in and then some of the lots were sold and they came to us an stated that they thought this was to be more than an access road, they are looking for a super highway. We want to get a feel from the Baord as to just what we need to do. The September 1985~report specified a road width of 15', a certain depth of stone, timber guard railand a couple of other details. The road was put in and since that time, whenever Mr. Davis makes an inspection there aionger and longer laundry list of things that need to be done. I met with him on the site and he staed that he had a couple of specific problems and we sorted through it. Basically, it was about that there are swales through the farm the that when the water runs through on a rainfall it does tend to go through those areas. Howard (Young) has been down to look at the road and basically, I d0n~t think that ona minor subdivison road there is much to be done to solve the area wide drainage problem. We would just like any guidance you could give us. Mr. Orlowski: Let me read Mr. Davis' report No. 562, his comments. A meeting was held on the above date, January 7, 1987 at the site as requested by attorney Gall Wickham to discuss the status of the access road, et. Also presen Richard Mohring, Sr. It was agreed that the corrective work would be done on the road by placing an additional top course at the 10w points. According to Mr. Mohring, he does not consent to any additional dainage work and will require lot owners to do the necessary grading inlots that are subject to ponding due to the road being at higher elevation at some area. Also, according to Mohring, the Planing Board resolution of October 7,1985, the report does not require him to do any drainage work, however, the resotutin of May 5, 1986 indicates compliance with items no. 4, and no. 8 ofmy report No. 496 which does nt involve drainage work. Advised attorney recommend Mr. Richard Mohring Sr. to contact the Planning Board in the above matter. Ms. Wickham: I had not seen that mport, what he is talking about, the ponding, is the fact that when it rains some of those lots do have low areas where water collects. And, what we thought, audi think he agreed with us, that is something that the owners have to do, that does not affect the road. It d~esn't come from the road, it doesn't go to the road. Some of the owners were complaining about the fact that their lots have water on them a few hours after it rained and there is nothing you can do about that, it is the way the land lies. The one thing he did seem to recommend there is put a little more top course. Mr. Ward: What about drainage. Mr. Orlowski: Well, we haven't talked about this withMr. Davis~ but it appears that some drainage will be needed. We have non been out there in a while, we probalby should go out there and take alook. Mrs. Wickham: When he originally made recommendations, there was nothing said about drainage. He wanted the road bed done ina certain way, which is what we did. Now, I think short of putting in major drainage work, I don't think you are going to stop water from coming on the road. Planning Board Page 12 2/23/87 Mr. Orlowski: Number one, there is no difference between our requirements for a major and a minor, we can~ ask for both on either one. Mr. Young: What do you mean by that. Mr. Orlowski: With drainage. Mr. Young; But, you have already said. Mr. Ortowski: If this road that was constructed is causing a problem somwhere we are going to have to adjust it. Ms. Wickham: I don't think the road is causing the problem. Mr. Orlowski: Well, we can't answer that, we will have to take a look. Mr. Young: Well can you answer you that to be fa±r to us. Mr. Orlowski: Well, we will hve to look at it. Mr. Young: Yes, but what do you know about it. Mr. Orlowski: Well. Mr. Young : It is the engineer for you and I am the engineer for the applicant, and I have done everything that this Board required me to do., we have a set of specifications to build this road. It was your set of specifications and your design and we built it to the best of our abiltity and then you go and'look at it and say we don't like it. Mr. Orlowski: Do you thinki~this road is causing any of that run off. Mr. Young: Certaininly not. Therunoff is coming off the farm~ields, it is not coming off the road. There are no,homes there~yet and we built the road according to your specifications. To go out there to look at it, you will see a road. I submitted a report. But, to come back now and say something. You didn't let the engineer or surveyor design, the Town of Southold designed that road and we built it based on what you are telling us to do and now you are going to come back and tell us you don't like it. Mr. Ward: If it floods, we are going to fix it. Ms., Wickham: From what I could get, the water came across a few swale areas on to the lower part and he said there is nothing you can do about that. That is just the east / west flow. If you build it up too high it is going to flood and then you havana dam. Howard iooked and seemed to think that a berm that had been causing this had bean ~knocked down a little bit and now it is not flooding just washing. Mr. Ward: I-am confused are you here.because you are disagreeing with what Jack is saying. Mr. Young: What the general proceedure it. Mr. Ward: In the field there is a problem and Jack is our Inspector. Planning Board Page 13 2/23/87 Mr. Young: What we would like to know is if Jack inspects this road, can we thenget an approval from you in writing. Mr. Ward: You will get a report from Jack. Mr. Young: We will get an approval and then we can get a building permit, is that the proceedure on a minor. Mr. Ward: Yes. Mr. Orlowski: We will have ~olook to see if it is being caused from one farm to another or if it is being caused by th road. Mr. Young: When we first,built the road, if we could have stopped it from raining until the road stabilizd we would'nt have aproblem. Thece hae been washouts from water crossing this point. It is all. frozen and it looks great now if you go out there. Mr. Mullen: I think we ought to give you a copy of Mr.Davis report. Mr. Young: If we can get Mr. Davis to aprpove the road, then your Board issues a resolution. Mr. Mullen: He is the expert. Mr. Young: I understand, I am not arguing that. Ms. Wickham: Our problem is that the current report seems to go alot further than the previous one. Everytime it seems to be more and more thing. Mr. Orlowski: Well, if there is a problem inthe constructionof ~e roa~, Mr. Davis is the Insepctor and professional. Mr. Multen: Why don't we all meet in the field. Ms. Wickham: Okay, please-contact me to arrange for a meeting. Amending Section A106-13 subdivision C to read.as follows: An application to the Planning Board for a set off as herein provided shall be accompanied by a fee of two hundred fifty dollars ($250). Paul Friedberg major subdivision at Mattituck Mr. Dan Ross, Esq. was present with the representative ofthe owner, Walter Diacow. He stated that if the Board had problem with the layout of a cluster subdivison, he would propose a conventional layout. He would pay money in lieu of land for park and playground. Mr. Ward stated tht although the proposal was not favorable with the Board, they still prefered the cluster. Mr. Orlwoski stated that the only problem was the lots in the low area. Mr. Ross stated that he was aware the Board had a problem with lots 7, 8, 9, and 10, however, the elimination or removal of these lots did not fit into the*subdividers plans. Also, Mr. Ross stated that his client could not proceed with 8 lots when the yield is 13. Mr. Diacow stated that the cluster with the eliminatin of lots does not make this aviable plan. He also staed that the low area never has water standing in it and he is very familiar with the property. Mr. Ward stated that he would like~o see cluster and have the engineer review the drainage. Mr. Ward stated that there were not proper yield maps and they~were at odds with were the open space should be. Mr. Diacow quetioned the drainage which would be needed and Mr. Ward noted that they are in'the subdivision regualtions. It was the consensus of theBoard that the plan be revised and they would reconsider an alternative layout. Catherine Bitses minor subdivision at Southold Mr. James Bitses, Esq. representing the applicant, was present to discuss this proposal with the Board. This proposal is an amendment to an existing approved subdivisionfor Catherine Bitses locatsd at Main Bayview Road, Southold. Mr. Bitse~ explained that Catherine Bitses was requesting to move the right of way to the east side of the property from the west Side. This would move all the lots 50' to the west. It was noted that this was approved in 1979 with the access to the propoed subdivisian to the South. This proposal would involve moving four lot lines. It was the consensus of the Board to review this proposal with the pending subdivision to the south. On a motion made by Mr. Ward, seconded by Mr. Mullen, it was RESOLVED that the Southold Town Planning Board amend the resolution dated May 5, 1986 with regard to the set off of Louise O. Day located at Peconic to read as follows: "RESOLVED that teh Southold Town Planning Board~approve the set off of Louise O. Day locatd at Indian Neck Lane, Peconic, set off 5.4 acres from 13.7 acres, survey dated as amended July 23, 1985." Review and consideration of comments from the Suffolk County Planning Commission. 2. Compliance with the requirement so the Field INspector with regard to the improvements on the right-of-way pursuant to 280-a, prior to a bailding permit. Vote of the Board: Ayes: Orlowski, Mullen, Latham, Ward Village of Southold Shoping Center Site Plan at Southold The Board reviewed this site plan for construction of a shopping center located at County Route 48, Southold. It was noted that this-plan received certification from the Buiding Department. It was the consensus of the Board to hold action until receipt of a drainage plan with calculations. The site plan also must be stamped by a surveyor or engineer with landscaping.
