Due to a malfunction in taping these minutes, they will not be verbatim. PRESENT WERE: Bennett Orlowski,Jr. Member William Mullen Member G. First order of business is Brett and Janet Kehl- Board to make a determination under the State Environmental Quality Review Act. It was RESOLVED that a Negative Declaration be declared on a motion made by Ritchie Latham and seconded by Ken Edwards. At 7:30 p.m. a Public hearing was held on the question of final approval for the lot line change of Brett and Janet Kehl. This parcel is on Main Bayview at Southold. SCTM $1000-78-4-32. Chairman Orlowski asked if there was anyone in favor or opposed to this lot line change. There were no coa~ents made. It was RESOLVED that the hearing be closed on a motion made by Dick Ward and seconded by Ritchie Latham. Planning Board Page 2 July 11, 1988 It was RESOLVED to set Monday, July 25, 1988, at 7:30 p.m. at the Southold Town Hall, Main Road, Southold as the time and place for the next regular Planning Board meeting on a motion made by Ritchie Lathamand seconded by Dick Ward. East Marion Woods- It was RESOLVR.~ to set Monday, July 25, 1988, at 7:30 p.m. for A public hearing on the final approval on a motion made by Dick Ward and seconded by Ritchie Latham. This major subdivision is on 59.8275 acres located at East Marion. SCTM ~1000-30-1-5.1. DBM-Ctuster proposal- Board to make a determination under the State Environmental Quality Review Act. Board to set Monday, July 25, 1988 at 7:45 p.n. for a public hearing on the preliminary approval o~ this survey dated March 24, 1988. This parcel is on 37.762 acres located at Southold. SCTM $1000-55-6-15.1. It was RESOLVED that a negative declaration be declared on a motion made by Ken Edwards and seconded by Bill Mullen. It was RESOLVED to set a preliminary hearing on July 25, 1988 at 7:45 p.m. on a motion made by Ritchie Lath~m and seconded by Dick Ward. The Woods at CUtchogue- Board to set Monday, July 25, 1988 at 8:00 p.m. for a public hearing on the preliminary approval of this survey dated as amended May 25, 1988. This parcel is on 29.540 acres located at Cutchogue. SCTM ~1000-102-1-4. It was RESOLVED to set a preliminar~hearing on July 25, 1988, at 8:00 p.m. on a motion made Ken Edwards and seconded by Bill Mullen. DBM-Af~ordable Housin~ proposal- Board to take action on the sketch map for this affordable housing project subject to receiving a change of zone to the AffOrdable Housing District. This parcel is on 37.762 acres located at Southold. SCTM $1000-55-6-15.1. It was RESOLVED to approve the sketch map for the a~fordable housing project subject to receiving a change o~ zone ~rom the Town Board on a motion made by Bill Mullen and seconded by Ritchie Latham. This parcel is on 34.3 acres located at Mattituck. SCTM 91000-121-3-7,125-1-p/o 5. It was RESOLVED to approve the sketch map subject to moving Lot 99 north of Lot 914 and moving Lot ~3 away from the transmission lines on a motion made by Bill Mullen and seconded by Ritchie Latham. The Cove @ SouthOtd- Board to send this amended site plan to the Building Department for certification. This parcel is located at ~ain Bayview, Southold. SCTM ~1Q00-~7-5-20. It was RESOLVED to send this amended site plan to the Building Department for certification on a motion made by Ritchie Latham and seconded by Dick Ward. It was noted that White pines should be used for screening in place of black pines. Shoppes @ Southold- Board to make a determination on this site plan subject to changing the name. This parcel is located on Cox Neck Road, Mattituck. SCTM ~1000-121-2-I. It was RESOLVED to approve this site plan on a motion made by Dick Ward and seconded by Bill Mullen. The name had already been changed on the final maps to "THE SHOPPES AT MATTITUCK". Cliffside/Tidem~rk- Board to take a thirty (.30) day exter~ion on the Supplemental Draft Environmental Impact Statement for this major subdivision. This parcel is on CR 48, Greenport. SCTM %i000-45-1-1. It was RESOLVED to grant a thirty (30) day extension due to the request made by the Department of Environmental Conservation on a motion made by Dick Ward ~pd seconded by Ritchie Latham. Richard Haefeli asked that the Planning Board make a recommendation to send the map to the Zoning Board of Appeals for their review. The Planning Board will discuss with the Zoning Board of Appeals. Gilbert and Ann Amiaga- Board to make a determination on this lot line change under the State Environmental Quality Review Act. This parcel is on Sound View Avenue at Southold. SCTM ~1000-135-1-23 & p/o 24. Planning Board Page 4 July 11, 1988 It was RESOLVR~ to do an uncoordinated review, declare the Planning Board lead agent and as lead agent under the State Environmental Q~,~lity Review Act grant a negative declaration on a motion made by Ritchie Latham and seconded by' Bill Mullen. Dick Ward abstained d~e to conflict of interest. Marina Bay Club- Board to declare tl~at the second Supplemental Draft Environmental Impact Statement is incomplete. There are deficiencies that nccd to be addressed before the DEIS will be deemed complete. This parcel is on ~.45 acres located at New Suffolk. SCTM ~1~00-117-8-18. It was RESOLVED to declare tb~t the second Supplemental DEIS is incu~,plete on a motion made by Bill Mullen and secoP~ed b~ Ritchie Latham. It was noted that the Planning Board would send cerresponden~e noting the deficiencies to the applicant and that all furtker co~ents will be sent to the applicant. Angel Shores- Board to take a thirty (30) day extension for the purpose of reviewing the Draft Environmental Impact Statement of this major subdivision. This parcel is on 40.5 acres located at Southold. SCTM ~1000-88-6-t,4,5. It was RESOLVED to grant a thirt~ (30) day extension on a motion made by Dick Ward and second~dby Ritchie Latham. August Acres- Board to accept and request compliance with David Emilita's repert dated June 24, 1988. Board to take a thirt~ (30) day extension for the purposeof reviewing t_he Long Envirofa~ental Assessment Form of this major subdivision. T~is parcel is on 43.062 acres located at Asb~momaque. SCT~4 ~t000-53-4-44.2. It was RESOLVED that the South~ld Town Planning Board accept and request compliance with David Emilita~s report on a motion made by Dick Ward and seconded byRitchie Latham. It was RESOLVED that the Planning Boa~ grant a thirty-J30) day extension for the purpose o~ reviewing the LEA~ on a motion made by Dick Ward and seconded by Bill Mullen. Chardonnay Woods- Board to accept and request compliance with the Engineer's report dated July 5, 1988. This parcel is on 44.376 acres located at Southold. SCTM ~1000-51-3-3. Planning Board Page 5 July 11, 1988 It was RESOLVED to accept and request compliance with the Engineer's report on a motion made by Bill Muller and seconded by Ritchie Latham. Sunbeau Associates- Board to discuss the engineers report dated June 30, 1988. This parcel is on 30.637 acres located at Mattituck. SCTM ~1000-10~-2-5.1. It was decided to have 25' right-or-way not 50' subdivision. in this Henry Domaleski- Board to grant an additional 45 days to make a final deciszon on this minor subdivision. This parcel is on 21.7329 acres at Cutchogue. $CTM ~t000-95-1-p/o 11. It was RESOLVED to grant a 45 day extension on a motion made b~ Ritchie Latham and seconed by Ken Edward~o Golfview Associates- Board to accept the Bond Estimate for this major subdivision and to rec~m~,end that it be a~cepted by the Town Board. This parcel is on 8.1789 acres located at Bamt Marion. SCTM 91000-30-1-5.1. It wa~ RESOLVR.~ to accept the revised bond estimate and recommend to the Town Board that ~be¥ accept itoh a motion m~de by Bill Mullen and seconded by Dick Ward. East Marion Woods- Board to accept the revised bond estimate for this major subdiviSion and to reco~m%end that it be accepted by the Town Board. This parcel is on 59.8 acres at East Maric~. SCTM $1000-30-1-5.1. It was RESOLVED to accept the revised bond estimate and recommend to the Town Bo~rd that they accept it on a motion ma~e by Bill Muller and seconded byRitchie Latham. DISCUSSIONS/OTMRR: MohringEnterprises, Inc.- This parcel is on 15.901 acres located at Mattituck. SCTM ~1000-122-3-1.1. Philip Cardinate, Alan Cardinale, Sr. and Alan Cardinale,Jr. were present ~nddiscusse~with the Plannin~ Board, the commercial zoned property on the corner o~ this parcel. The Planning Board suggested to proceed with a set-of~ of the commercial property, then to proceed withthe subdivision Eor the remainder of the property. Planning Board Page 6 July 11, 1988 The applicant would have to get approval from the Health Department for the forth lot being created. The applicant was told that they could proceed with the set-off and the building of one house on the property. Cederfields- Board to ask David Emilita to review the Supplement to the Draft Environmental Impact Statement dated June 25, 1987 for this major subdivision. This parcel is located at Moores Lane, Greenport. SCTM $1000-40-5-1. It was RESOLVED to send the Supplement DEIS to David Emilita on a motion made by Bill ~ullen and seconded by Ritchie Latham~ Henry Arbeen¥- Board to refer this major subdlvision to the Town Board for a dete£~ination on the amount of money to be deposited with the Town in Lieu of land for park and playground. This parcel is on 7.592 acres located at. Southold. SCTM 91000-59-7-3~. It was RESOLVED to refer this subdivision to the Town Board to determine the amount o~ money to be deposited with the Town in lieu of land for park and playground on a motion made byDick Ward and seconded by Ken Edwards. Nicholas Aliano-Board to refer this major subdivision to the Town Board for a determination on the amount of money to be deposited with the Town in lieu of land for park and playground. This parcel is on 16.83 acres located at Peconic. SCTM $1000-74-4-4. It was RESOLVED to refer this subdivision to the Town Board to determine the amount of money to be deposited with the Town in lieu of land for park and playground on a motion made byRitch~e Latham and seconded byBitl Mullen. Carr/Wanat- SCTM ~1000-122-5-4 -Henry Raynor spoke in regard to the review of the Draft Environmental Impact Statement. The Planning Board will review the DEIS as soon as they are in receipt of the Archeological Study. Popodopoulos & Mara~os- Rudolph Bruer spoke in regard to this major s~,bdivision on 14.374 acres located at Southold. SCTM $1000-59,3-17. After a discussion between Mr. Bruer and the Planning Board it was RESOLVED that the Planning Board approve this subdivision subject to the following: Planning Board Page 7 July 11, 1988 e Covenants and Restrictions stating no further subdivision as to be submitted to the Planning Board for thier review, this document is to be filed with the County Clerk. Completion of the final asphalting around the newly installed drainage basins and then an inspection and approval by Sidney B. Bowne and Son. Completion of the installation of the fire well and then inspection and approval by the Southold Fire Department. Ail other conditions of the August 10, 1987 approval are to be met. Irvin~ Newman- Lynn Gordon and Irving Ne~manwere present and discussed this minor s~hdivision with the Planning Board. This minor subdivision is on 16.66 acres located at Orient. SCTM 91000-19-1-15. The conclusion of the discussion was that the Planning Board will take another look at this subdivision. Dick Ward asked for a grading and drainage plan for the Board's review.
