Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Wed., March
12,2008 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 5:00 PM
CHAIRMAN'S ANNOUNCEMENTS
REPORTS
Member Peter Young provided the other members with an update on the NOAA
Presentation. After presenting the idea to the Town Board on March 11th, the Town Board
suggested the CAC coordinate with the Board of Trustees. He reported that a meeting has

been scheduled with the Trustees on Wed., March 19,2008 at 5:30 PM during their
worksession, to present the idea to them.
Member Jack McGreevy will represent the CAC at the next Trustee Regular meeting.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by James Eckert, to Approve the Minutes of
February 13, 2008.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Doug Hardy, seconded by James Eckert, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of PAUL & CHERYL
RAGUSA to install an in-ground swimming pool and terrace addition.
Located: 1600 Hyatt Rd., Southold. SCTM#50-1-6
Inspected by: Doug Hardy
The CAC does Not Support the application because there should be no additional
construction beyond the existing terrace. The property owner should be held responsible
for replacing all the trees along the bluff that have recently been removed, and the
installation of a 20' non-turf buffer.
Vote of Council: Ayes: All

ROBERT MEYER to reconstruct 138+/-lf. of 5.7' wide fixed wood pile and timber pier
including ladders .and four braced tie-off piles waterward of the high tide line.
Located: Crescent Ave., Fishers Island. SCTM#6-1-12.1
The CAG did not make an inspection, therefore no recommendation was made.
WILLIAM GAILLARD to construct a 6'X 20' timber and pile supported pier extension and
an 8'X 20' float with associated restraint piles, hinged ramp and one tie-off pile all
waterward of the apparent high water line.
Located: Bell Hill Ave., Fishers Island. SGTM#9-3-5
The CAC did not make an inspection, therefore no recommendation was made.
Moved by Doug Hardy, seconded by Don Wilder, it was
RESOLVED to SUPPORT the Wetland Permit application of STIRLING HARBOR
SHIPYARD AT GREENPORT INC. to replace in the same location as the existing,

approx. 535 linear ft. of deteriorated bulkhead, on "D" dock, on "C" dock and on the "work"
dock, and remove/replace 1000 cy. of material behind the replaced bulkhead; replace
4100 sf. of fixed dock with 4300 sf. of floating dock; replace 205 existing pilings in
conjunction with the fixed docks with 32 pilings to secure the proposed floating docks.

The CAC Supports the application and the suggestion to raise the height of the bulkhead
to reduce rapid run-off into harbor, as described (see attached).

Moved by Doug Hardy, seconded by Don Wilder, it was
RESOLVED to SUPPORT the Wetland Permit application of LLOYD KAPLAN to
construct a swimming pool with a surrounding patio and attendant pool equipment, pool
drywell and pool fencing.

RESOLVED to SUPPORT the Wetland Permit application of IRA NAGEL to construct a
swimming pool, patio and planters.

The CAC Supports the application with the Condition a drywell is installed to contain the
pool backwash, and the bank/bluff is stabilized prior to the continuance of the pool
installation.

FISHERS ISLAND FERRY DISTRICT to maintenance dredge an 80'X 480' channel to -
20' ALW. The resultant spoil (+7,800 cy. of sand and cobble) will be disposed of an island
site upland disposal site.
Located: Foot of Fox Lane, Fishers Island.
The CAC did not make an inspection, therefore no recommendation was made.

Moved by James Eckert, seconded by Don Wilder, it was
RESOLVED to SUPPORT the Wetland Permit application of MARY ANN MEARS to
remove existing wood steps; construct an attached wood deck and steps onto an existing
one-story; one-family dwelling, and install gravel French drain for roof/deck run-off.
Located: 1050 Dean Dr., Cutchogue. SCTM#116-5-12

The CAC Supports the application with the Condition gutters and drywells are installed in
place of the proposed French drains.

RESOLVED to SUPPORT the Wetland Permit application of CLEAVES POINT POA to
resheath sections, totaling up to 32+/- linear ft. maximum, of the landward side of existing
bulkhead using vinyl, T&G plank sheathing with filter fabric liner, and backfill with 20+/- cy.
of clean sand from an upland source.

The CAC Supports the application, however recommends rebuilding the bulkhead a foot
deeper than the existing in order to minimize scouring from the boat wakes.

PIRATE'S COVE MARINA, INC. to reconstruct straddle hoist piers and facilities at the
southwesterly corner of the boatyard.
Located: Off Peninsula Rd. in Inner Harbor, Fishers Island. SCTM#10-3-22
The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND YACHT CLUB to replace an existing 6'X 95' main float with a 6'X 95'
concrete float, construct a 6'X 30' main float extension, install four new 3'X 24' finger
floats with associated restraint piles, add a 30 sf. pier extension and three braced
fender/tie-off piles to an existing fixed pier, all waterward of the apparent high water line.
Located: Central Ave., Fishers Island. SCTM#10-1-9
The CAC did not make an inspection, therefore no recommendation was made.

HAY HARBOR CLUB to reconstruct and relocate two 16' X 16' floats with new restraint
pilings, and one 14'X 16' float, install one new 14'X 16' float and new 10'X 42' float with
associated restraint pilings. Reconstruct 400 If. of fixed wood pile and timber access
walkway and pier of variable width, conduct maintenance dredging, 25 cy. of sand from
the diving area for upland disposal at the beach, on site. Add new restraint pilings to an
existing float waterward of the apparent high water line.

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit applications of
EDUCATIONAL AND CULTURAL FUND (Santorini Beachcomber Motel) to replace the
asphalt shingles on all three buildings (two motel buildings and the restaurant). Renovate
all three buildings (outside and inside) to modernize the complex.

RESOLVED to SUPPORT the Wetland Permit application of MICHAEL & HEATHER
GILL to construct a second-story addition; one-story garage addition; re-construct existing
deck; abandon existing cesspools and install new conforming septic system.

The CAC Supports the application with the Condition drywells and gutters are installed to
contain the roof run-off, the line of staked hay bales is continued along the front of the
dwelling, a 10' non-turf buffer is installed landward of the wetland boundary, and no trees
with an 8" DBH or larger are removed.

Moved by James Eckert, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of LEWIS TOPPER to demolish
the existing 31'X49' frame house located 15' north of the existing bulkhead and construct
a new 15'X 60' two-story dwelling 40' north of the bulkhead; relocate and renovate the

18'X 37' accessory structure presently location 126' north of the bulkhead to 154' north of
the bulkhead; abandon the existing septic system and install a new sanitary system 125'
from the bulkhead and 125' from AHW; install drywells for containment of stormwater run-
off, and create a 10' non-turf buffer.

The CAC Supports the application with the Condition the Evergreens are saved, a 10'
non-turf buffer is installed landward of the wetland boundary, a staked row of hay bales
and silt fencing is installed prior to construction activities, and gutters and drywells are
installed to contain the roof run-off.

GEORGE & MARIA Y A TRAKIS to demolish remains of two (2) old structures; restore
approx. 100 sf. of disturbed area by demolition with approved species and methods;
construct a 40'X 45' irregular two-story frame dwelling with full basement, in-ground pool,
decking, fence to code, detached two-car garage, pervious driveway, private well and on-
site sewage disposal system.
Located: 18805 Soundview Ave., Southold. SCTM#51-1-14
WITHDRAWN
ANN G. DEARBORN to connect the two existing dwellings on the property and expand
landward of the existing dwellings.
Located: Private Rd. off East End Rd., Fishers Island. SCTM#4-3-1

LINDA BORDEN to construct 4' wide stairs with a 4'X 4' landing, 20 If. of 4' wide wood
pile and timber pier and two 5' wide stairs from pier to beach and low step along side of
pier.

DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND PERMITS
Moved by James Eckert, seconded by Don Wilder, it was
RESOLVED to SUPPORT the application of SPIRO GEROULANOS to Amend Permit
#684 to remove the existing dock, replace catwalk, dock, and floating dock in same
location; float to be landward so as to be above high water depth at float.

The CAC Supports the application with the Condition of a 10' non-turf buffer, non-treated
pilings, and a grated catwalk. Docks should not inhibit the lateral access in accordance
with the Public Trust Doctrine.

Motion Carried
The next meeting of the Conservation Advisory Council has been set for Wed., April 9,
2008 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:00 PM.
