The following action was taken by the Board of Town Trustees
during its regular meeting held on November 22, 1996, regarding
the above matter:
WHEREAS, CHRISTINE ANDERSON applied to the Southold Town
Trustees for a permit under the provisions of the Wetland
Ordinance of the Town of Southold, application dated September
~ 1996, and,
WHEREAS, said application was referred to the Southold Town
Conservation Advisory Council for their findings and
recomendations, and
WHEREAS, a Public IIearing was held by the Town Trustees with
respect to said application on Nove~er 22, 1996, at which time
all interested persons were given an opportunity to be heard,
and,
WHEREAS, the Board members have personally viewed and are
familiar with the promises in question and the surrounding area,
and,
WHEREAS, the Board has considered all the testimony and
documentation suJDntitted concerning th~s application, and,
WHEREAS, the structure complies with the standard set forth in
Chapter 97-18 of the Southold Tow~ Code,
WHEREAS, the Board has determined that the project as proposed
will not affect the health, safety and general welfare of the
people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approves the application of
CHRISTINE ANDERSON to place boulders along foot of bank and
replant bluff as per revised drawing dated and received 11/22/96
BE IT FURT~ RESOLVED that this determination should not be
considered a determination made for any other Department or
Agency which may also have an application pending for the same
or similar project.
Permit to construct project will expire two years from the date
it is signed. Fees must be paid, if applicable, ~ permit
issued within six months of the date of this notification.
Two inspections are required and the Trustees are to be notified
upon completion of said project.

Gentlemen:
Enclosed please find the following:
1. Copy of letter, dated October 23, 1996, from the Army Corps of Engineers,
stating that upon review of the Joint Application filed with the New York State Department
of Environmental Conservation, they have determined that I do not require a permit to
perform the proposed repairs; and
2. Also enclosed please find a copy of a news item from Sunday's Newsday
(November 3, 1996) which supports my position that granite is indeed acceptable material
for beach conservation and approved by the Department of Environmental Conservation.
I trust that your third visit, on November 14, 1996, will serve to set the matter of the
permit to rest, so that I may proceed with the much needed repairs.
Please do not hesitate to contact me should you have any further inquiries or require
any further information.

Environmental Conservation (NYSDEC).
Please be advised we have reviewed the copy of the Joint
Application sent to this office by NYSDEC. Based solely upon the
information provided, it appears that a Department of the Army
permit is not required for your proposal.
The Department of the Army regulates construction activities
in navigable waterways and discharges of dredged or fill material
into waters of the United States, including inland and coastal
wetlands. If your proposal would involve such work, and has not
been portrayed as such in your Joint Application, you should
contact this office immediately so that a project-specific
determination can be made as to whether a Department of the Army
permit will be required.

CONSERVATION ADVISORY COUNCIL
The following recommendation was adopted at the meeting of the Southold Town
Conservation Advisory Council on September 23, 1996 :

Moved by Allan Connell, seconded by Bruce Loucka, it was
RESOLVED to recommend to the Southold Town Board of Trustees PARTIAL
APPROVAL of the Coastal Erosion Permit Application of CHRISTINE
ANDERSON IL3-1~-3 to replant the bank, leading down from the north lawn of
the property, to the beach below and place boulders along foot of bank for
protection.
1000 Sound Drive, Greenport
The Council recommends approval of the replanting of vegetation and suggests
the applicant contact the Natural Resource Conservation Service for a planting
guide. The Council recommends DISAPPROVAL OF THE RECONFIGURATION
OF THE BOULDERS. The toe of the bluff is stable. Erosion problems
occurred at the top of the bluff, not the toe.
