Dear Ms. Moore:
The Southold Town Planning Board, at a meeting held on Monday, September 22,
2008, adopted the following resolution:
WHEREAS, this proposal is for a lot line change to subtract 15,059 square feet from a
19.8 acre parcel, SCTM#1000-53-1.1, and add it to a 6.1 acre parcel, SCTM#1000-45-
1-11; and
WHEREAS, KeySpan Energy and Manor Grove Corporation are the owners of the
properties known and designated as SCTM#1000-45-1-11 and SCTM#1000-53-1-1.1
located on Route 25, west of Chapel Lane, in Greenport; and
WHEREAS, on August 13, 2001, the Southold Town Planning Board closed the public
hearing for this project; and
WHEREAS, on August 13, 2001, the Southold Town Planning Board granted
conditional final approval on the surveys prepared by Roy D. Hunt, L.S., of Keyspan
Energy Electric Engineering Department, Survey Section, dated March 15, 2000 and
last revised December 20, 2000; and
WHEREAS, all of the conditions have been met; be it therefore
RESOLVED, that the Southold Town Planning Board grant final approval on the
surveys prepared by Roy D. Hunt, L.S., of Keyspan Energy Electric Engineering
Department, Survey Section, dated March 15, 2000 and last revised December 20,
2000 and stamped as "Received" by the Planning Board on April 3, 2001, and authorize
the Chairperson to endorse the final map.

The following took place at a meeting of the Southold Town Planning Board held on
Monday, August 13, 2001:
The final public hearing was closed.
The following resolution was adopted:
WHEREAS, the Planning Board is allowing the lot line change to proceed ahead of the
proposed site plan because this action will allow the applicant to purchase the property.
A full environmental review of the impact of the new 69 KV electrical distribution system
will be made during the site plan review; and
WHEREAS, KeySpan Energy and Manor Grove Corporation are the owners of the
properties known and designated as SCTM#1000-45-1-11 and SCTM#1000-53-1-1.1
located on Route 25, west of Chapel Lane in Greenport; and
WHEREAS, this proposed lot line change is to subtract 15,059 square feet from a 19.8
acre parcel, SCTM~1000-53-1-1.1, and add it to a 6.1 acre parcel, SCTIVI~1000-45-1-
11; and
WHEREAS, the Southold Town Planning Board, pursuant to the State Environmental
Quality Review Act, (Article 8), Part 617, made a determination of non-significance and
granted a Negative Declaration on July 16, 2001; and

WHEREAS, a final public hearing was closed on said subdivision application at the
Town Hall, Southold, New York on August 13, 2001; and
WHEREAS, the Southold Town Planning Board, pursuant to Chapter 58, Notice of
Public Hearing, has received affidavits that the applicant has complied with the
notification provisions; and
WHEREAS, all the requirements of the Subdivision Regulations of the Town of
Southold have been met; be it therefore
RESOLVED, that the Southold Town Planning Board grant conditional final approval on
the surveys, dated March 15, 2000 and December 20, 2000, and authorize the
Chairman to endorse the final surveys subject to fulfillment of the following condition.
This condition must be met within six (6) months of the resolution:
1. The filing of new deeds pertaining to the merger of 15,059 square feet from a
19.8 acre parcel, SCTM#1000-53-1-1.1 and adding it to a 6.1 acre parcel,
SCTM#1000-45-1-11.

Dear Mr. Orlowski,
As you're aware, KeySpan Energy, acting as an agent for LIPA, has submitted an application to the
Planning Board for a lot line modification at LIPA's Southold Substation. After many requests for
additional information by the Board, the application was recently rejected by your organization. I spoke to
Bob Kassner, Site Plan Reviewer this afternoon to secure addtt~onal mt0rmat~on regarding the Planning
Boards decision. Mr. Kassner informed me that the Board would like KeySpan Energy to submit the lot
line modification request simultaneously with the Site Plan application request for the 69 kV Line terminal
project at the Southold Substation. I explained to Mr. Kassner that there has been no decision made by
LIPA with regards to the new 69 kV line entry and its placement overhead or underground. Additionally, I
informed Mr. Kassner that LIPA has included the Town of Southold, under Supervisor Cochran's direction
in the transmission line conversion routing decision making process and that those discussions are currently
on-going with a decision to be made by November 2001.
A site plan application submittal for the new line entries into the Southold substation would be premature at
this point due to the fact that there has been no decision made regarding the routing (overhead or
underground) of this project. Based on the current time schedule, it appears that this work will not
commence until 2003-2004.
LIPA requires the Planning Board to approve the lot line modification now because they are in negotiations
with the property seller and cannot progress this effort until the Board approves the lot line modification.
For your information, LIPA is currently paying a fee of $300.00 per month to the property seller as
assurance to continue negotiating in good faith.
LIPA and the Town of Southold are currently in negotiation with regard to the 23-69 kV line conversion
routing options. Additionally, the associated project to bring the new line entries into the Southold
substation will not commence until 2003-2004. In consideration of the above, we request the Town of
Southold to approve the lot line modification request independent of the site plan submittal application for
the Southold line entries. Upon approval of the lot line modification, LIPA can secure the necessary
property acquisition on the west side of the substation which will be required when the existing 23 kV line
is ultimately converted to 69 kV.

Purport: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
Iy, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may not be technically expert in environmental

The LIPA is planning to run a new 69ky transmission line to their Greenport power
station. Our Town Supervisor is negotiating with LIPA to place this line underground.
To date the progress has been to set up a joint committee to study the problem.
Howexeer, we have received a lot line change to add additional property for the 69 kv line
terminal and a site plan showing the 69 kv termihal. Taken together these changes in
this wetland area are not of great environmental impact. The key piece of information is
the path the new line will take. If it is in addition to, or replaces the line that presently
runs through the pond and wetland area, if could have a great environmental impact. (See
enclosed e-mail from Valefie Scopaz).
The LEAF, together with the site plan & lot line map are being sent to you for a cost
estimate for your environmental review.

Request for upgrade of substation
December 6, 2000
The Planning Board has received a lot line application and Waiver of site plan request to
increase in size and upgrade the LIPA substation north of Koute 25 and west of Chapel
Lane.
This is the very sensitive area of Arshamomaque Wetlands, which is a rare wetland
ecosystem.
If this wetland had been identified before the LIPA substation had been built, the utility
company most probably never would have been able to obtain environmental permits
from either the Trustees or the NYSDEC.
The lot line map submitted was lacking many details and has been returned for revision.
Additionally, the Board rejected the waiver of site plan request and requested a site plan
application.
A field inspection was made of the site with a real estate representative of LIPA on
December 5, 2000. However, the representative could not answer any of the questions
regarding the upgrade to a 69 ky line terminal and circuit breaker. A second meeting with
technical representatives is planned for next week.
The application says the addition of land is required for the new 69 kv line. The
Supervisor has put LIPA on notice that NO upgrades or replacements are going to be
made without some concession on LIPA's part to put the new lines underground.
The existing LIPA substation parcel is 6.1 acres. The "Tedeschi" (Manor Grove) parcel is
19.8 acres. The parcel to be transferred to LIPA from Manor Hill is 60 feet by 250 feet or
15,059 square feet.
It appears the utility company is preparing for the new 69 kv line by constructing the 69
kw terminal and circuit breaker to connect the new line to the substation.

Purpose: The fuji EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may not be technically expe~ in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project
or action.
Full EAF Componentm The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
data, it assists a reviewer in the analysis that takes place in Parts 2 and 3.
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides
guidance as to whether an impact is likely to he considered small to moderate or whether it is a potent]ally*
large impact. The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
