Proposed Site Plan for ELI Campgrounds
Located on the s/w intersection of CR 48 and Queen Lane in Greenport
SCTM#1000-40-3-5 Zone: RR (Resort Residential)
The applicant proposes to amend an existing site plan to construct a pervious 80 space overflow
parking lot to serve a campground use. The proposed action is located south of County Road 48, a
New York State Scenic Byway.
The proposed action has been reviewed to Chapter 95, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment Form
submitted to this department as well as the records available to me, it is my determination that
the proposed action is generally CONSISTENT with the Policy Standards and therefore is
CONSISTENT with the LWRP provided that the following standard best management
practices are implemented.
Pursuant to Chapter 95, the Planning Board shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.
Policy 1. Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient use of infrastructure, makes beneficial use of
a coastal location, and minimizes adverse effects of development.
The proposal conforms with the Resort Residential zoning district.
Policy 3. Enhance visual quality and protect scenic resources throughout the Town of
Southold.
To mitigate the visual impacts of the parking lot; the applicant proposes to establish a
100'setback from County Road 48 and install a 3' high landscaped berm/buffer along the north
limit of the parking area which also faces County Road 48 (a New York State Scenic Byway).
Additionally, a 10' vegetation buffer planted along Queen Street is also proposed. Therefore,
visual impacts as a result of site development will be minimized to the greatest extent possible
through the proposed vegetative screening.
Policy 5. Protect and improve water quality and supply in the Town of Southold,
To protect ground water quality and conserve water supply to the greatest extent possible it is
recommended that the Planning Board encourage the following best management practices for
landscaping, lawn establishment and maintenance post construction to further the conservation of
water:
1. Preserve and require native landscaping to minimize irrigation and fertilizer applications.
2. Require native and drought-tolerant plants in landscaping.
3. Minimize lawn areas, replacing turf with native trees and understory.
4. Use appropriate grass varieties in lawn areas (e.g., sun tolerant vs. shade tolerant).
Policy 8. Minimize environmental degradation in Town of $outhold from solid waste and
hazardous substances and wastes.
The Policy could be further supported by the contributing to the following Town of Southold
solid waste recycling initiatives which include:
1. The use of the Town of Southold Compost Facility materials which contribute to the
replenishment of organic matter in local soils and help reduce the introduction of
chemical fertilizers and herbicides in the Town of Southold's ground and surface waters

Assessment Form. The Site Plan reflects the current proposed build out of this
site. Please review for comments, concerns and certification.
This Amended site plan is for an 80 space over flow parking lot with a controlled
access/egress and new landscaping on 24 acres parcel in the RR Zone located on the
s/s/o of County Road 48 at the sw intersection of CR 48 and Queen Lane also known as

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCKF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards and conditions contained in the consistency
review law. Thns~ each answer must be explained in detail~ listing both supporting and non
supoortin~ facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.
