Not Applicable " Created on 5/25/05 11:20 AM '- ", .Date: To: Proposal: September 29, 2006 Southold Town Trustees and Mark Terry Remove 15' of existing bulkhead and replace in-like, in-place, add (2) 12' returns. Dredge area in front of bulkhead to -4.0 below AMLW(approximately 8 cubic yards). DEVELOPED COAST POLICIES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse eff\ects of development. This is a waterfront piece of property that Is presently bulkheaded. The bulkhead is failing and needs to be reconstructed. The returns are necessary to encapsulate the backfill and prevent further erosion for the side of the bulkhead. There will be no increased development and our proposal is an effort to maintain existing structures. Policy 2 Policy 3 Preserve historic resources of the Town of Southold. This property has no significant historic resources. Enhance visual quality and pi otec.t scenic resources throughout the Town of Southold. The bulkhead at this location is existing. The present condition of this bulkhead is showing its age by presenting holes in the sheathing and leaking of backfill. A new bulkhead is just an attempt of the upland property owner to maintain her property. The visual quality and scenic resources will remain the same. NATURAL COAST POLICIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The existing bulkhead is needed to protect the upland property. This shoreline is mostly reinforced with erosion control structures. The new bulkhead will not increase flooding or erosion in this area. Policy 5 Policy 6 Policy 7 Policy 8 Plotect and Improve water quality and supply in the Town of Southold. This proposal will not have any impact on the water quality and supply of the Town of Southold. Protect and restore the quality and function of the Town of Southold's ecosystem. This proposal will not have any impact on the Town of Southold's ecosystem. The project site is located in a previously dredged canal. Our proposed dredging is an effort to maintain the water depth that once existed. Protect and improve air quality in the Town of Southold. This proposal will not have any impact on the air quality of the Town of Southold. Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. This proposal will not degrade the environment with solid waste or hazardous substances. PUBLIC COAST POLICIES Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and public resources of the Town of Southold. Our proposal will not limit public access to the coastal waters or public resources of the Town of Southold. There is a bulkhead presently existing and we are proposing for in-place construction. WORKING COAST POLICIES Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water- dependent uses in suitable locations. Our proposal is to reconstruct a failing bulkhead. The present condition of the bulkhead is poor and is unsafe. The construction of a new bulkhead in its place will allow the property owners to safely approach this waterfront. The addition of the returns will prevent the backfill or property landward of the bulkhead to erode from the side. Policy 11 Promote sustainable use of living marine resources In the Town of Southold. This proposal will have no impact on the marine resources in the Town of Southold. There are no vegetative wetlands in this area. The project site Is off a previously dredged canal. Policy 12 Protect agricultural lands In the Town of Southold. This proposal has no impact on the agricultural lands in the Town of Southold. Policy 13 Promote appropriate use and development of energy and minerai resources. This proposal has no inftuence on the development of energy and mineral resources. ~",___~_,,~,_',"'_'~~.;.,P'~_____"~""'~">'_' $ . '""<:Y"1f1O'P :B.4Y _PROJeCT 'O<JJTlo#oL t>JI. "t>fNr5 1:;1".
