A meeting of the Southold Town Conservation Advisory Council was held Wed., February
13, 2008 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 4:30 PM
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder announced that he would make an appointment to meet with
Supervisor Russell to discuss the trash problem in the parks. They will also discuss the
possibility of the NOAA presentation. Member Peter Young distributed sample agendas
outlining presentations relating to docks and pier management. He suggested the CAC
reach out to the local private organizations such as the North Fork Environmental Council,
Southold Voice, or the Power Squadron, if local government doesn't want to get involved.

Chairman Don Wilder stated he wanted to bring as much scientific know-how to the
community as possible.
REPORTS
Member Jack McGreevy submitted a draft to be formalized and sent to Trustee Jill
Doherty relating to storm-water run-off.
Chairman Don Wilder volunteered to attend the next Trustee meeting scheduled for Wed.,
February 27,2008.
APPROVAL OF MINUTES
Moved by Jack McGreevy, seconded by Glen McNab, to Approve the Minutes of January
16, 2008.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Peter Young, seconded by Jack McGreevy, it was
RESOLVED to NOT SUPPORT the Wetland Permit application of THOMAS GIESE to
remove 58' of existing bulkhead "A" and replace in-place using C-Loc vinyl sheathing.
Backfill area behind new bulkhead with clean trucked in soil approx. 26 cy. and revegetate
areas with Cape American Beachgrass 12" on center; remove 18' of existing bulkhead "B"
and replace in-place using C-Loc vinyl sheathing; and to SUPPORT the application to
remove existing marine railway and replace in-kind and in-place with new and approved
materials; remove remains of existing wooden dock, and construct a new 4'X 10' fixed
dock with a 32"X 20' seasonal aluminum ramp onto a 6'X 20' seasonal floating dock
secured by (4) 6" dia. pilings.

The CAC recommends the existing bulkhead be removed and the area be cleaned-up and
re-vegetated. The shoreline should be left in it's natural state.

RESOLVED to SUPPORT the Wetland Permit application of GEORGE GARBE to
construct 117' of new bulkhead and 16' south return immediately in front of existing
bulkhead using vinyl sheathing, and provide a 10' non-turf buffer zone behind the
bulkhead.

The CAC Supports the application with the Condition a 10' non-turf buffer is installed
landward of the bulkhead, however has a concern with the present location of the
bulkhead as it is inconsistent with the public trust doctrine.

RESOLVED to SUPPORT the Wetland Permit application of KINGS & ALPHAS, LLC
C/O RICHARD ISRAEL to remove existing wood walkway to allow construction of 136' of
new bulkhead immediately in front of existing bulkhead using vinyl sheathing. Replace
wood walk inkind/inplace, and provide 10' non-turf buffer zone behind bulkhead.

The CAC Supports the application with the Condition non-treated lumber is used on the
decking, a 10' non-turf buffer, inclusive of the walkway, is installed landward of the
bulkhead, and allow for public access along the shoreline.

HAY HARBOR GOLF CLUB, INC. to restore approx. 550' of eroded shoreline by
installing a "boulder slope" consisting of 2-4 ton boulders which shall be placed on filter
fabric and a rock chip base. Any disturbed areas shall be replanted with Rosa Rugosa and
Bayberry.
Located: Beach Ave., Fishers Island. SCTM#9-12-8.1
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to NOT SUPPORT the Wetland Permit application of VARUJAN
ARSLANY AN to install a docking facility consisting of two floats, each 8'X 20' and
secured by four (4) 8" dia. piles, with access by hinged ramp 4'X 16' secured at its
landward end to existing bulkhead.
Located: 1280 Sage Blvd., Greenport. SCTM#53-5-10
The CAC does Not Support the application because of the size of the proposed floats and
recommends the docking facility be re-designed to conform to Chapter 275 - Wetlands.

RESOLVED to SUPPORT the Wetland Permit application of RICHARD K. JOHNSON &
PAMELA MAINO to construct a 4'X 10' ramp up to a 4'X 18' level fixed dock section with
a 3'X 10' seasonal wooden ramp onto a seasonal 5'X 18' floating dock secured by (2) 4"X
4" posts.

The CAC Supports the application with the Condition "Thru-flo" decking is used on the
fixed dock and the ramp and floating dock are seasonal.

existing attached deck, steps, and platform, located on the seaward side of the dwelling.

RESOLVED to SUPPORT the Wetland Permit application of CHRISTIAN & HEIDI
FOKINE to remove the existing steps, and to construct a 4'X 51.4" catwalk using
transparent plastic oralam grated decking, a 4'X 12'10" prefabricated metal ramp, and a
5'X 12' floating dock.

The CAC Supports the application, however the seaward end of the proposed dock was
not staked. The CAC recommends the use of grated materials and the docking facility
does not exceed 1/3 across the width of the creek.

RESOLVED to SUPPORT the Wetland Permit application of CHRISTOPHER &
ELIZABETH GRASECK for the demolition of the existing roof; demolition of existing
waterfront exterior wall and partial demolition of existing side/waterfront walls; proposed

addition of first floor with crawl space with second floor above; proposed new septic
system, and installation of drYWells to contain roof run-off.

proposed addition on the landward side of the dwelling, and new sanitary system.

The CAC Supports the application with the Condition the beach area is re-vegetated and
roof drainage conforms to Chapter 236-Stormwater Management. The CAC requests the

RESOLVED to NOT SUPPORT the Wetland Permit application of JOANNA LANE to
install privacy fencing along the northern property line.

Arborvitaes or Leyland Cypress, in order to keep the wildlife corridors open.

RESOLVED to SUPPORT the Wetland Permit application of EAST END HARBOR
LIGHTS COMPANY, LLC to remove and replace (in-place) approx. 153 linear ft. of
existing timber bulkhead with vinyl bulkhead and backfill with approx. 30 cy. clean sand to
be trucked in from an upland source.

install an in-ground swimming pool, terrace, retaining wall, and new lawn area.

. Property boundaries appear to exceed apparent high-water and should be
corrected;
. Minimize the impacts on bluffs by the overall number of stairways;

stamped by an Engineer;
. No disturbance to the bluff except in the area of the stairs; and
. Open-grating should be used on the decking.

RESOVLED to SUPPORT the Wetland Permit application of JOSEPH ZEVITS to remove
pilings and timber from east side of jetty, remove existing wood staving and replace with
C-Loc 4500 series vinyl sheathing. Timbers of the east side and most seaward timber on

the west side will be replaced with new CCA timbers. Existing pilings to be used again and
jetty to be bolted with :y." bolts.

RESOLVED to SUPPORT the Wetland Permit application of JOHN NICKLES C/O
BEIXEDON ESTATE PROPERTY OWNERS ASSOC. for the reconstruction/replacement
of the existing eastern/inner bulkhead within Petty's Pond and the entrance to Southold
Bay (note: the northern return will be reduced by two feet; the existing docks and ramps
are to remain); reconstruction/reduction of the existing eastern/outer "box" jetty, from a
double-walled structure measuring 308'+/- overall, to a single-walled jetty measuring
278'+/-; removal/cutting at underwater grade the remnant pilings situated seaward of the
outer "box" jetty; reconstruction/replacement of the existing western/inner bulkhead within
Petty's Pond and the entrance to Southold Bay; and reconstruction/reduction of the
existing western/outer bulkhead/jetty, eliminating the 34'+/- of "box" jetty and the 113'+/- of
the outermost jetty. The resulting conditions of the project site would include an eastern
bulkhead/jetty system measuring approx. 564+/- If. comprised of fiberglass sheathing,
including the single-walled jetty extending into Southold Bay, and the western
bulkhead/jetty system measuring approx. 159+/- If., also comprised of fiberglass
sheathing.

PIZZICARA to construct a 45.5'X 32' one-story addition, a 13.2'X 8' one-story addition,
and a 10'X 15' rear deck extension to the existing dwelling.

construct approx. 168 linear ft. of vinyl bulkhead in place of existing timber bulkhead;
construct +/-20' and +/-14' vinyl bulkhead returns immediately landward of the existing
timber returns to be removed; and backfill with approx. 30 cy. clean sand fill to be trucked
in from an upland source.

(as necessary) up to 25' (revised to 50') landward of the top of bluff and landward of the
Coastal Erosion Hazard Boundary Line, for the purpose of improving the vacant subject
parcel with a two-story dwelling and appurtenances located no closer than 100' from the
top of the bluff.

RESOLVED to SUPPORT the Wetland Permit application of GARDINER'S BAY
ESTATES HOMEOWNER'S ASSOCIATION to remove and replace 382' of existing
bulkhead, walkway and catwalk dock sections. Relocate 166' section "A" and "B" 6'
landward to provide straight alignment with existing adjacent bulkhead, walkway, dock
structures at northwest end, and remaining 216' to be reconstructed in-place and to NOT
SUPPORT the application to construct new low-profile bulkhead below sections "D" and
"E", provide 6' wide non-turf buffer area and re-vegetate with Cape American Beach
Grass.

The CAC Supports the application with the Condition sections "A" and "B" are replaced in
the existing location and not landward of, and does Not Support the new bulkhead in

open-grate materials on the decking of the dock and on Sections "A-E". The area between
the pavement and the dock should remain natural and planted with native vegetation.

replace same in-place using C-Loc vinyl sheathing for bulkhead.

RESOLVED to SUPPORT the Amendment application of PATRICK SCOLLARD to
Amend Permit #5701 to construct approx. 88 linear ft. of 100-200 lb. stone rip-rap atop
landward side of existing rip-rap and backfill with approx. 50 cy. clean sand fill to be
trucked in from an upland source and planted with Cape American Beachgrass (12' on
center).

adding approx. 161 linear ft. of 50-100 lb. stone on filter cloth on grade along toe of
escarped embankment.
