Special Planning Board Meeting

Mr. OrlowsKi: I'd like to call this meeting to order. This is a special meeting for the lead agency
designation for Cross Sound Ferry. This site plan is to add additional parking to a previously
approved ferry terminal on Rt. 25 in Orient. At this time I would entertain a motion to take
lead agency, since the coordination process time is over, the thirty days are up. No one has
objected, and think the Planning Board would like to do that right now.
Mr. Cremers: Mr. Chairman, I make the following resolution, Be it resolved that the Southolc~
Town Planning Board, acting under the State Environmental Quality Review Act, assumes lead
agency on this Type '1 action.
Mr. Latham: Second.
Mr. Orlowski: Motion made and seconded. Any qu 9stions on the motion? All those in favor?
Ayes: Mr. Latham, Mr. Orlowski, Mr. Cremers.
Mr. Orlowski: Opposed? So ordered.. In regards to the declaration, we have correspondence
from the Southold Citizens for Safe Roads (SCSR) and also the North Fork Environmental
Council (NFEC). I would like to say I appreciate the information and the input. We have also
had our consultant worl( on this and it is a Type ~ action. We're going to make that
determination today.
All this information that has been put together by SCSR and NFEC will be very useful at the
scoping session. This date will be set probably some time next week when we get everybody
together and it will be an important time for those of you who belong to these organizations
who are on your own To prese0t this inform ation. At this time I would like to entertain a
motion to do that.
Mr. Cremers: Mr. Chairman, I offer the following resolution. Be it further resolved that the
Planning Board, as lead agency, finds that the action may significantly effect the environment,
and makes a determination of a Positive Declaration.

Mr. Latham: I second that motion.
Mr. Orlowski: Motion made and seconded. Any questions on that motion? Hearing none, all
those in favor?
Ayes: Mr. Latham, Mr. Orlowski, Mr. Cremers.
Mr. Orlowski: Opposed? So ordered. Like I said, we will be setting up a time to hold the
scoping session, and the scoping session is a very important meeting that everybody will have
their in put and I hope at that time you will all be there to be involvec~, and that's all I have on
this agenda right now.
Unknown: When wJll the meeting be held? In the evening?
Mr. Orlowski: We haven't decided that yet. We don't know if it would be better to hold it in
the evening or to get all the other agencies involved, we may have to do it in the daytime, or
the afternoon, or the morning. I'm not sure. I also would like to wait until we talk to the
applicant and Ms. Scopaz to get back, she's on vacation, and set up a time. Do you feel
nighttime is better?
Unknown: It seems that all the people that work, would be available.
Unknown: May I have a copy of each resolution?
Mr. Orlowski: Yes.
Janet Oeasa: I'm an attorney with Wickham, Wickham and Bressler. We represent the SCSR.
We want to thank you first of all for the action taken in the Positive Declaration and indicate
our support as we set forth ~n the letter from Mr. Hansen, and just state that we believe the
environmental assessment form which was submitted on behalf of the ferry is either
incomplete or inaccurate, as set forth in the letter. If you have any questions we'd be happy
to answer them anc do in fact plan to attend the scoping session and address those
concerns. We believe that the inquiry should involve those additional concerns as raised in
our letter and appreciate your attention to them.
Mr. Orlowski: Very good. There being no further business 131 entertain a motion to adjourn.
